NOTIFICATION
Whereas, the Government is of the opinion that an
industrial dispute has arisen between the management
of M/s. Larsen and Toubro Private Limited, Sedarapet,
Puducherry and the Union workmen represented by
Naam Thamizhar Thozhilalar Nalasangam, Puducherry,
over regularization of Thiruvalargal C. Shanmugavel,
R. Krishnamoorthy and A. Jagadeesan and to pay them
wages on par with regular workers in respect of the
matter mentioned in the Annexure to this order;
And whereas, in the opinion of the Government, it
is necessary to refer the said dispute for adjudication;
Now, therefore, by virtue of the authority delegated
vide G.O. Ms. No. 20/91/Lab./L, dated 23-5-1991 of the
Labour Department, Puducherry, to exercise the powers
conferred by clause (d) of sub-section (1) of section 10
of the Industrial Disputes Act, 1947 (Central Act XIV
of 1947), it is hereby directed by the Secretary to
Government (Labour) that the said dispute be referred
to the Industrial Tribunal, Puducherry, for adjudication.
The Industrial Tribunal, Puducherry, shall submit the
Award within 3 months from the date of issue of
reference as stipulated under sub-section (2-A) of
section 10 of the Industrial Disputes Act, 1947 and in
accordance with rule 10-B of the Industrial Disputes
(Central) Rules, 1957. The party raising the dispute shall
file a statement of claim complete with relevant
documents, list of reliance and witnesses to the
Industrial Tribunal, Puducherry, within 15 days of the
receipt of the order of reference and also forward a copy
of such statement to each one of the opposite parties
involved in the dispute.
ANNEXURE
(a) Whether the dispute raised by the Union
workmen represented by Naam Thamizhar Thozhilalar
Nalasangam, Puducherry, against the management of
M/s. Larsen and Toubro Private Limited, Sedarapet,
Puducherry, over regularization of Thiruvalargal
C. Shanmugavel, R. Krishnamoorthy and A. Jagadeesan
and to pay them wages on par with regular workers
are justified or not? If justified, what relief the Union

2. T he sealed
tenders should be addressed to
Directorate of Economics and Statistics, No. 505,
Kamaraj Salai, Saram, Puducherry-605 013 duly
sperscribing on the envelope as “Tender for Furniture
Scrap” and to reach on or before 06-01-2020 at 3.00 p.m.
The tenders will be opened at 4.00 p.m. on the same day
in the presence of the attending tenderers or their
representatives present in the chamber of the Joint
Director-I, Directorate of Economics and Statistics,
Puducherry. If, the day for opening of tenders happens
to be a public holiday for any reason, the tenders will
be received and opened by the same time on the next
working day.
3. The intending tenderers (valid licence holders) can
inspect the items during the office hours on all working
days from 2-1-2020 to 3-1-2020 at the Directorate of
Economics and Statistics, 505, Kamaraj Salai, Saram,
Puducherry-605 013 with permission of the Superintendent,
Directorate of Economics and Statistics, Puducherry.
4. The intending tenderers should deposit an amount
of
` 1,000 (Rupees one thousand only) as earnest
money deposit in cash to the Cashier, Directorate of
Economics and Statistics, Puducherry. The following
self attested photocopy of the documents/certificates
must be enclosed along with the tenders:-
(a) Valid GST/Sales Tax Certificate.
(b) PAN Card or Aadhaar Card or Valid Family
Ration Card.
5. If, the highest tender amount offered by the tenderers
is found to be not acceptable by the undersigned, the
public auction will be conducted on the spot keeping
the highest tender amount as minimum bid.
6. The earnest money deposit of the unsuccessful
tenderers will be refunded immediately after the tender/
auction sale is over.
7. Acceptance of the tender/auction will be
intimated to the successful tenderer after finalization of
the tenders.
8. The successful tenderer should pay the cost of
the articles including all applicable GST.
9. Tenders without earnest money deposit will not
be taken into consideration. Tenders received after the
due date and time will be rejected.
10. The successful tenderer should pay full amount
immediately as and when call made, and clear the items
within 24 hours at his/her own risk and expenses, failing
which the earnest money deposit will be forfeited.
11. This Department will not be in any way held
responsible for the safe custody or any loss of the sold
articles. Once the tender is finalized, no claim or the
quantity and quality of the materials will be entertained.

12. The undersigned reserves all rights either to
accept or reject any or all the tenders without assigning
any reason thereof. The decision of the undersigned
will be the final in case of any dispute.
