NOTIFICATION
Whereas, the Hon’ble Lieutenant-Governor, Puducherry,
is pleased to approve the setting up of Enterprise
Facilitation Centre (EFC) in the District Industries
Centre, Puducherry and Constitution of Task Force
Committee for implementation of Entrepreneurship and
Skill Development Programme (ESDP) Scheme with the
following objectives:
(a) The Enterprise Facilitation Centre will ensure
that aspiration of the youth are well addressed in
terms of hand holding support to those who aspire
to be self-employed and create business enterprise
and imparting skill training for those who intend to
get employed.
(b) The Enterprise Facilitation Centre would focus
on Ideation, Mentoring and Incubation, Credit
Facilitation, Market access and Diagnostic studies in
the event of sickness, counseling and rehabilitation.
(c) The Enterprise Facilitation Centre would
provide information on job availability in the market,
advice the potential job seekers to get relevant skill
sets through prominent Institutions/Agencies.
(d) The Enterprise Facilitation Centre would create
awareness about support available under various
Central and State Government Schemes.
(e) The Enterprise Facilitation Centre would
facilitate access to Knowledge services, Skill
development, Carrier counseling, Access to finance,
Technology, Infrastructure, Markets and Support for
compliances with IT, GST and other regulations.
(f) The Enterprise Facilitation Centre would
implement the ESDP Scheme following the guidelines
and procedure of the Office of Development
Commissioner (MSME) Schemes.
2. Now, therefore, the Hon’ble Lieutenant-Governor,
Puducherry, is hereby pleased to constitute a Task
Force Committee for effective management of the
Enterprise Facilitation Centre in the Union territory of
Puducherry as follows:

3. The Task Force Committee may invite Training
provider/Institutes/Institutions/any Organization
providing such skills/training to the youths. The Committee
may suggest a calendar of training programme to be
conducted in the area of latest developments. It may
also invite suggestions from the public and stakeholders
as it may consider necessary, for arranging various
training programme on need basis.
4. The Task Force Committee shall ensure smooth
functioning of EFC for implementation of ESDP Scheme
as per the guidelines notified by Ministry of Micro,
Small and Medium Enterprises, Government of India as
amended on 20-11-2019.
5. The Committee shall meet once in six months for
reviewing the progress.

ORDER
The Implementation of the decisions on the
7th Central Pay Commission recommendations as
adopted by the Government of India and extended to
the employees of the Government of Puducherry vide
G.O. Ms. No. 27/F3/2016, dated 17-09-2016 of the Finance
Department, Puducherry, for the benefit of the
employees of the Planning Authorities was placed
before the meeting of Council of Ministers held on
03-01-2020. The Cabinet has approved the proposal of
the Administrative Department vide Resolution
No. 2020/M.44/324.

2. Now, based on the approval of the Cabinet, the
Lieutenant-Governor of Puducherry is pleased to
implement the decision of Government of India on the
recommendations of the 7th Central Pay Commission as
extended to the employees of the Government of
Puducherry for the benefit of the regular employees of the
Planning Authorities with effect from 01-01-2016 and the
monetary benefit with effect from 03-01-2020 only.
Accordingly, fixation of pay and increments in the revised
pay structure shall be governed by the following rules:
The Service Rules of the employees of Planning
Authorities vide G.O. Ms. No. 241, dated 14-12-1978.
3. The entire expenditure incurred towards the
implementation of revised pay structure to the
employees of the Planning Authorities shall be borne
by the respective Planning Authorities from its own
resources and the Government of Puducherry shall not
extend any financial assistance in this regard. Further,
the Planning Authorities shall observe very strict
austerity measures in all matter of expenditure.

Chief Electoral Officer, Puducherry, shall in addition to
the subjects already held by him, look after the subject
‘Excise’ as Secretary to Government, Puducherry.
2. Dr. T. Arun I.A.S., District Collector-cum-Secretary
(Revenue) will function as Commissioner (Excise).
3. Allotment of additional subject to Chief Electoral
Officer has the concurrence vide Letter No. 154/PUDU/
2020-P.Admin, dated 26-02-2020 of the Secretariat of the
Election Commission of India, New Delhi.
