motivate them to adopt various technological options for increasing their

productivity under the Scheme for Crop Production Technology under

the notified Guidelines

Sugarcane Nursery Premium for the supply of Sugarcane planting

material from registered Sugarcane Nurseries for bulk planting under the

notified Guidelines

G.O. Rt. No. 6/Ag., dated 31-05-2013 of Chief

Secretariat (Agriculture and Forest), Puducherry.

2. Whereas, there has been difficulty in extending input subsidy

through M/s. PASIC Limited which is dysfunctional.

3. In order to streamline the financial assistance, Hon'ble Chief

Minister in the Budget Speech 2019-20 announced that subsidy would

be extended for meeting the cultivation expenses/production incentive

to farmers cu ltivating field crops

input and back-ended

investment subsidy under Crop Production Technology (CPT) Scheme

from 2019-20 in the Union territory of Puducherry.

4. In supersessio n of the earlier notifications read above, the

Government of Pu ducherry is pleased to approve the payment of

following subsidy throu gh DBT on cultivation expenses/produ ction

incentive to eligible farmers cultivating field crops.

(i) Subsidy @

5,000 per acre each for Sornavari and Samba

season in Puducherry region, Subsidy @

5,000 per acre each for

Kuruvai and Samba/Thalady season in Karaikal region, Subsidy @

5,000 per acre each for Kharif and Rabi season in Yanam region, not

exceeding

10,000 per acre per year to Paddy Growing Farmers.

(ii) Subsidy @

5,000 per acre for millets and

2,000 per acre

for pulses to the farmers who undertake cultivation of millets/pulses

paddy crops during Navarai season.

(iii) Production incentive @

10,00 0 per acre to farmers

cultivating sugarcane/cotton crop at the time of planting season of the

cro ps.

(iv) Subsidy @

2,000 per acre to the farmers who undertake

cultivation of groundnut/gingelly and other oil seed crops.

5. It shall come into force with immediate effect.

6. This issues with the concurrence of the Finance Department

their I.D. No. 2577/FC/FD/F5/A3/2020, dated 29-01-2020.

The main objectives of the Scheme are:–

(i) To motivate the farmers to sustain their interest in cultivation

of field crops.

(ii) To encourage cultivators for adoption of cultivating less

water consuming alternate crops and crop rotation.

(iii) To support farmers to overcome the financial constraints

to undertake essential farm operation at appropriate time.

(iv) To assure satisfactory remuneration from field crop.

(v) To bring more area under cultivation and increase

productivity

II.

(i) Subsidy @

III.

(i) Owner/Tenant cultivators/share croppers.

(ii) The extent to which the field crops raised alone will be taken

into consideration and there is no minimu m limit for the area of

cultivation of crops.

(iii) In case of intercrop/mixed crop, the main crop area alone

taken into consideration.

(iv) Subsidy shall be extended only to individual farmers and

shall not be extended to institutions/corporates either as owner/tenant.

(v) The farmers shall necessarily u se the certified seeds of

paddy produced by the Department of Agriculture and Farmers Welfare/

PKKVK/PAJANCOA to the extent of its availability.

(vi) Similarly, the bio-fertilizers and bio-pesticides/fungicides

shall be used as per recommendatio ns of the Department.The

Department shall make recommendation in a manner so as to maximize

the benefit to the farmers.

(vii) Pre-registration of the applicants is necessary.

IV.

(i) Copy of Farmers Identity Card and in case of tenant farmers

valid lease agreement/cu ltivator certificate issued by Department of

Revenue and Disaster Management, Puducherry/Karaikal, effecting the

concerned season.

(ii) Copy of front page of Savings Account Passbook having

complete details of the Bank including IFSC number.

(iii) Aadhaar card copy.

(i) The Department of Agriculture shall make wide publicity

about the issue and receipt of application for each crop and season.

(ii) The beneficiaries have to submit an Application Form as per

Annexure-I along with the required documents obtained from the Uzhavar

Udhaviyagam or downloaded from the Departmental website.

(iii) In case of land owners cultivating their land, a copy of the

Farmers Identity Card co ntaining the details of survey numbers and

extent of land holding need to be submitted along with the Application

Form. If, no Identity Card is issued to the farmer till date, a copy of the

land document (sale deed/partition deed/gift deed or will) need to be

submitted.

(iv) The tenants cultivating lands owned by Religious

Institutions/Wakfs/Mutts/Trusts/Municipalities, shall produce a letter

of consent from the authority of the Institution concerned as prescribed

in Annexure-II.

(v) Further, tenants shall produce a cultivation certificate from

the land owner o r Agriculture Department/Revenu e Department who

carry out joint verification for the purpose.

(vi) The Agricultu ral Officers (Uzhavar Udhaviyagam) shall

maintain a separate register in the prescribed format (Annexure-III) for

the receipt of applications and conduct periodic field inspection to verify

the progress of the cultivation in the respective jurisdiction o f the

Uzhavar Udhaviyagams.

(vii) At least 10% of the application shall be cross checked by

the Deputy Director of Agriculture concerned, while 5% o f the

applications and 2% of the applications shall be test checked by the

Joint Director o f Agriculture (T&V) and Additional Director of

Agriculture (T&V), Pudu cherry/Additional Director o f Agriculture,

Karaikal, respectively.

(viii) The provisional list of beneficiaries will also be placed for

social auditing at the respective Uzhavar Udhaviyagams for a period of

ten days for objection, if any.

(ix) The subsidy would be arrived at as per the pattern of

assistance on

basis.

(x) The list of beneficiaries shall be approved by the Director

of Agriculture and the Secretary to Government (Agriculture).

(xi) The selected list of beneficiaries shall be finalized and

hosted in the website of the Agriculture Department as well as in the

notice-board of Uzhavar Udhaviyagams.

VI.

The eligible subsidy amount shall be

released to the beneficiaries account on DBT mode after obtaining

expenditure sanction as per norms.

VII.

The progress of the

implementation of the Scheme shall be periodically (at least once in six

months) reviewed and mo nitored at State Level by the State Level

Monitoring Committee with the following Members.
