(G.O. Ms. No. 53, Puducherry, dated 28th September 2020)

ORDER

In the Public Works Department, Puducherry, 198

posts of Junior Engineer are available, in which 149

posts of Junior Engineer (75% of the cadre strength)

were converted into Promotional Grade of Junior

Engineer Grade-I in the erstwhile Pay Scale of ` 1,640-

2,900 vide G.O. Ms. No. 50, dated 14-12-1990 of the

Local Administration and Public Works Department

(Public Works Wing), Puducherry and remaining 49

posts (25% of the cadre strength) was continued to

remain in the Scale of Pay of ` 1,400-2,300 with a revised

designation of Junior Engineer Grade-II and separate

Recruitment Rules for these posts were notified vide G.O.

Ms. No. 47, dated 20-12-1991 of the Local Administration

and Public Works Department (Public Works Wing),

Puducherry. In the year 2000, 20 Nos. of post of Junior

Engineer were created additionally vide G.O. Ms. No. 21,

dated 13-11-2000 of the Local Administration and Public

Works Department (Public Works Wing), Puducherry

and total cadre strength of Junior Engineer post is 218.

Later, the audit had objected for fixation of Pay made

under FR 22(I)(a)(1) to Junior Engineer Grade-I since the

Junior Engineer Grade-I post does not carry duties and

responsibilities of greater importance and the posts of

Junior Engineer Grade-I and Grade-II are one and same

in nature and transferable. Accordingly, the Pay fixed

was revised under FR 22(I)(a)(2) to Junior Engineer

Grade-I by treating the promotion as time bound

promotion.

2. On introduction of ACP Scheme vide G.O. Ms.

No. 58, dated 30-09-1999 of the DPAR(PW), Puducherry

it was ordered to switch-over from the time bound

Engineer, PWD” with effect from 09-08-1999 vide G.O.

Ms. No. 23, dated 09-10-2001 of the Local Administration

and Public Works Department (Public Works Wing),

Puducherry. In the said G.O. it was further ordered that

the Recruitment Rules for the post of Junior Engineer

Grade–I notified earlier shall cease to be operative from

09-08-1999 and Recruitment Rules for the entry grade

post of Junior Engineer shall be revised in due course.

3. Accordingly, the Recruitment Rules for the newly

amalgamated/renamed post of Junior Engineer, PWD,

has been proposed to be framed after redesignating as

Junior Engineer (Civil) in the same Pay Level-6 of the

Pay Matrix of the 7th CPC. In addition to the post of

Junior Engineer, PWD, two other posts viz. Junior

Engineer (Mechanical) and Junior Engineer (Electrical)

are in existence in Public Works Department. In order
