NOTIFICATION

The Government of India, Ministry of Parliamentary

Affairs, as a part of Digital India Programme (DIP),

desires to roll out e-Vidhan as NeVA covering all 40 houses

including two houses of Parliament and thereby putting

them all on a single platform in the concept of' ‘One Nation

One Application’. Further, e-Vidhan is a Mission Mode

Project to digitize and make the functioning of the State

Legislatures as paperless to achieve Go Green Campaign.

Puducherry being a Union Territory, 100% funding for

the project will be provided by Ministry of Parliamentary

Affairs, Government of India.

Legislature has already been constituted. Further, as per

the guidelines of National e-Vidhan Application (NeVA),

a House Committee has to be constituted comprising of

Hon’ble Members of State Legislature under the

Chairmanship of Hon’ble Speaker for monitoring the

NeVA project and other e-Governance issues in the State.

2. The sealed tenders should be addressed to the

Principal, Government ITI for Women, Thittacherry

Road, T.R.Pattinam-609 606 on the envelope as “Tender

for the purchase of old newspapers, old cartons and

papers” and sent to reach him on or before 3.30 p.m.

on 24-3-2021. The tenders will be opened at 4.00 p.m.

on the same day in the presence of the tenderers,

if any in the undersigned.

3. The tenders received after the due date and time

will be rejected.

4. The intending tenderers should deposit an amount

of ` 500 (Rupees five hundred only) as earnest money

deposit on the date of tender sale and the earnest

money deposit of unsuccessful tenderers will be

refunded immediately after the tender sale is over.

5. The intending tenderers may inspect the old

newspapers during the office hours on any working day

with the permission of the undersigned.

6. The successful tenderer should pay the entire

amount immediately along with GST @ 18% and clear

all the items sold within 24 hours at his/her own risk

and cost, failing which the earnest money deposit will

be forfeited into the Puducherry Government Account.

7. The successful tenderer will not be allowed to

avoid purchase of any portion of the old newspapers

and articles.

8. No claim on the quantity and quality of the

newspapers and other items will be admitted once the

tender is finalised.

9. The undersigned reserves every right to accept

or reject any tender or to postpone the tender sale

assigning any reason thereof.

10. In case of any dispute, the decision of the

undersigned will be the final.

11. The selected tenderer should make his/her own

arrangements to weigh the old newspapers and other

items.

12. Rate should be mentioned for each item

separately.

TENDER-CUM-AUCTION NOTICE

Sealed tenders are invited offering the highest rate

per lot for the sale of old E-waste items belonging to

the Mobile Dental Unit of the Office of the Programme

Officer, National Programme for Control of Blindness,

Puducherry, in as-is-where-is condition on lot basis.

2. The intending tenderers may inspect the items at

the office of the undersigned between 10.30 a.m. and

12.30 p.m. on 23-02-2021 with the permission of the

officer concerned.

3. The tenderers may offer their tender/bid rate both

in figures and words for the purchase of obsolete/

unserviceable items on lot basis in plain paper/letter

head in a sealed cover and addressed to the Programme

Officer, National Programme for Control of Blindness,

Puducherry, duly superscribing on the envelope as

"Tender for the purchase of unserviceable articles".

4. The sealed tenders should reach this office on or

before 23-02-2021 at 12.45 p.m. The tenders will be

opened on the same day at 3.30 p.m. in the presence of

the tenderers, who are present at the time of opening

of tenders. If, the last day happens to be a public

holiday, the same will be received and finalised on the

next working day. Tenders received after the due date

and time will summarily be rejected.

5. The intending tenderers should deposit an amount

of ` 500 (Rupees five hundred only) as earnest money

deposit before submitting their tenders. The earnest

money deposit of the unsuccessful tenderers will be

returned immediately after the tender/auction sale is

over/ finalised.

6. The tenderer should submit the following self-

attested photocopy of the documents along with the

tender.

(i) Valid GST Certificate

(ii) e-Waste Re-cycler Certificate

(iii) PAN Card

(iv) Aadhaar Card/Valid Family Ration Card/Valid

Driving Licence.

(v) Tenders without these certificates/documents

will be rejected.

7. Any false representation is found during the

tender process, the tender offered by him/her them will

be cancelled and his/her/their earnest money deposit

will be forfeited.

8. If, the highest tender amount offered by the

tenderer is found to be not acceptable, public auction

will be conducted on the spot, keeping the highest

tender amount as minimum bid amount.

9. Other than the tenderer or his/her authorised

person, no one will be admitted at the time of opening

the tender and auction. No claim on the quantity and

quality of the articles will be admitted once the tender/

auction is admitted.

10. If any/all participants, misbehaves during the

tender/auction process, the tenderer(s)/bidders will be

removed from the place of auction, also his/her/their

tender(s) will be rejected and the earnest money deposit

will be forfeited.

11. Acceptance of the tender/auction will be intimated

to the successful tenderer/bidder after finalisation of the

tender/auction. Successful tenderer/bidder only will be

allowed to clear/remove the auctioned materials.

12. The earnest money deposit of the successful

tenderer/bidder will be adjusted against the sale

proceeds and the earnest money deposit of the

unsuccessful tenderers/bidder will be returned

immediately after finalisation of the tender/auction.

13. The successful tenderer/bidder should pay the

full amount immediately along with the GST amount and

clear the items within 24 hours at his/her own risk and

cost, failing which the earnest money deposit will be

forfeited. This office will not be in any way held

responsible for the safe custody or any loss of sold

articles.

14. The undersigned reserves the right to accept or

reject any or all the tenders without assigning any

reason thereof. In case of dispute, the decision of the

undersigned in this regard will be the final and binding

on all the tenders.
