NOTIFICATION
Whereas, the Government is of the opinion that an
industrial dispute has arisen between the management
of M/s. Vinayaga Mission’s Medical College and
Hospital, Karaikal and the Union workmen represented
by Union for all staff in Vinayaka Mission’s Medical
College and Hospital, Karaikal, over regularization of
Staff Nurse working on fixed term employment to pay
salary, ex gratia allowances, grant promotion on par
with other permanent Staff Nurses, etc., in respect of
the matter mentioned in the Annexure to this order;
And whereas, in the opinion of the Government, it
is necessary to refer the said dispute for adjudication;
Now, therefore, by virtue of the authority delegated
vide G.O. Ms. No. 20/91/Lab./L, dated 23-5-1991 of the
Labour Department, Puducherry, to exercise the powers
conferred by clause (c) of sub-section (1) of section 10
of the Industrial Disputes Act, 1947 (Central Act XIV
of 1947), it is hereby directed by the Secretary to
Government (Labour) that the said dispute be referred
to the Labour Court, Puducherry, for adjudication. The
Labour Court, Puducherry, shall submit the Award
within 3 months from the date of issue of reference as
stipulated under sub-section (2-A) of section 10 of the
Industrial Disputes Act, 1947 and in accordance with
rule 10-B of the Industrial Disputes (Central) Rules,
1957. The party raising the dispute shall file a statement
of claim complete with relevant documents, list of
reliance and witnesses to the Labour Court, Puducherry,
within 15 days of the receipt of the order of reference
and also forward a copy of such statement to each one
of the opposite parties involved in the dispute.
ANNEXURE
(a) Whether the dispute raised by the Union
workmen represented by Union for all Staff in
Vinayaga Mission’s Medical College and Hospital,
Karaikal, against the management of M/s. Vinayaga
Mission’s Medical College and Hospital, Karaikal,
over regularization of Staff Nurse working on fixed
term employment to pay salary, ex gratia allowances,
grant promotion on par with other permanent Staff
Nurses, etc., are justified or not? If justified, what
relief they are entitled to?
(b) To compute the relief if any, awarded in terms
of money if, it can be so computed?

industrial dispute has arisen between the management
of M/s. Mother Theresa Postgraduate and Research
Institute of Health Sciences, (A Government of
Puducherry Institution), Gorimedu, Puducherry and the
Union workmen represented by Mother Theresa
Postgraduate Research Institute Employees Union,
Orleanpet, Puducherry, over alterations of service
conditions under section 33 of the Industrial Disputes
Act, 1947 to 19 workmen listed in Annexure-I and over
their non-employment in respect of the matter
mentioned in the Annexure to this order;
And whereas, in the opinion of the Government, it
is necessary to refer the said dispute for adjudication;
Now, therefore, by virtue of the authority delegated

(A Government of Puducherry Undertaking), Polagam,
T.R. Pattinam, Karaikal and the Union workmen
represented

Employees’ Social Welfare Union, T.R. Pattinam,
Karaikal, over change of service condition by stopping
of SPCL, proposed uniform, six days working and
reduction of public holidays (National and Festival)
from 16 days to 8 days in respect of the matter
mentioned in the Annexure to this order;
And whereas, in the opinion of the Government,
it is necessary to refer the said dispute for adjudication;
Now, therefore, by virtue of the authority delegated

TENDER-CUM-AUCTION NOTICE
Sealed tenders are invited by the undersigned for
sale of unserviceable items in a lot system belonging
to this Institution in as-is-where-is condition.
2. The intending tenderers may inspect the items at
the office of the undersigned between 10.30 a.m. and
11.30 a.m. from 10-05-2021 to 11-05-2021 with prior
permission of the officer concerned. Sale of Tender Form
can be had in person on payment of ` 100 plus GST as
admissible (non-refundable) from 10-05-2021 to
12-05-2021 up to 12.00 noon.
3. Sealed tenders in the prescribed Tender Forms
addressed to the Medical Superintendent, Indira Gandhi
Government General Hospital and Postgraduate
Institute, Puducherry, superscribed as “Tender for
purchase of unserviceable articles” should reach this
office on or before 12-05-2021 by 1.00 p.m. Each
tenderer shall enclose a Demand Draft for an amount
of ` 20,000 (Rupees Twenty thousand only) drawn in
favour of the Junior Accounts Officer, Indira Gandhi
Government General Hospital and Postgraduate
Institute, Puducherry, as earnest money deposit.
4. Tenders will be opened on 12-05-2021 at 3.30 p.m.
in the office of the undersigned in the presence of the
tenderers who are present at the time of opening.
5. If, the highest tender amount offered by the
tenderer is found to be not acceptable by the
undersigned, the public auction will be conducted on
the spot, keeping the highest tender amount as
minimum bid value.
6. The following self-attested photocopy of the
documents/certificates must be enclosed along with the
tender.
(a) Valid GST Certificate
(b) PAN Card
(c) Aadhaar Card/Valid Family Ration Card/Valid
Driving Licence. Tenders without these certificates/
documents will be rejected.
7. Individuals/Partner of a firm who have/has been
punished under Criminal Procedure Code or any
criminal case is under process, is not eligible for
participating in the tender-cum-auction. Any false
representation is found during the tender process, the
tender offered by him/them will be cancelled and
his/her their earnest money deposit will be forfeited.
8. If, any/all participant(s) misbehave(s) during the
tender/auction process, the tenderer(s)/bidder(s) will be
removed from the place of auction and also his/her/their
tender(s) will be rejected and the earnest money deposit
will be forfeited.
9. The earnest money deposit of the successful
tenderer/bidder will be adjusted against the sale
proceeds and the earnest money deposit of the
unsuccessful tenderer/bidder will be discharged/
returned immediately.
