ORDER

In exercise of the powers conferred under clause (c)

of rule 2 of the Noise Pollution (Regulation and Control)

Rules, 2000, the Lieutenant-Governor/Administrator

hereby designates the following Officers as Authority

for maintenance of the Ambient Air Quality Standards

in respect of noise under the above rules, with immediate

effect.

(1) District Collector, Puducherry

(2) District Collector, Karaikal

(3) Regional Administrator, Mahe

(4) Regional Administrator, Yanam

The Authority shall have powers to enforce its order

through Officers/Officials in Revenue/Police/Transport/

Town and Country Planning/Education Department or

in Puducherry Pollution Control Committee or

Puducherry Airport Authority, etc.

TENDER-CUM-AUCTION NOTICE

Sealed tenders offering the rate per kilogram are

invited for (sale/clearing) from the local bidders for the

following old items belonging to the NCC Group

Headquarters, Puducherry.

2. The sealed tenders should be addressed to the NCC

Group Headquarters, Puducherry, duly superscribing on

the envelope as “Tender for purchase of old newspapers,

magazines and waste papers” and to reach the

undersigned on or before 21-07-2021 at 11.00 a.m.

The tenders will be opened at 4.00 p.m. on the same day,

in the presence of the tenderers present in the Office

of the NCC Group Headquarters, Puducherry.

3. The intending tenderers/bidders should deposit

an amount of ` 500 (Rupees five hundred only)

as earnest money deposit on or before 21-07-2021 at

12.00 noon.

4. The earnest money deposit of the unsuccessful

tenderers will be refunded immediately soon after the

tender/auction sale is over.

5. Tender(s) received after the due date and time will

be rejected.

6. The undersigned reserves the right to accept or reject

any tender/auction without assigning any reason thereof.

7. The following self-attested photocopy of the

documents/certificates must be enclosed along with the

tenders.

(i) Valid GST Certificate.

(ii) PAN Card.

(iii) Aadhaar Card/Valid Family Ration Card/

Valid Driving Licence.

8. The successful tenderer/bidder should pay the cost

of articles plus applicable GST and make his/her own

arrangements to clear/remove the articles immediately,

otherwise, the earnest money deposit will be forfeited.

9. No claim on the quantity and quality of the articles

will be admitted once the tender/auction is finalised.

10. In case of any dispute, the decision of the

undersigned will be the final.

11. The rate for each item should be quoted

separately.

Sealed tenders are invited by the undersigned

offering the rate per kilogram for the purchase of old

newspapers and magazines (Tamil/English) as mentioned

below.

2. The rate should be quoted for each item as

separately:

3. The tenders in sealed covers superscribing as

“Tender for purchase of old Tamil and English

Newspapers and Magazine” should be addressed to the

Principal, Government Industrial Training Institute for

Men, T.R.Pattinam, Karaikal and send to this office so

as to reach before 11.00 a.m. on 24-07-2021. The tenders

will be opened on the same day at 11.30 a.m. in the

presence of the tenderers who are present at that time.

In case, the day for tender opening being declared as

public holiday for any reason, the tenders will be

received and opened at the same time on the next

working day.

4. The intending tenderers should deposit an amount

of ` 500 (Rupees five hundred only) as earnest money

deposit. The earnest money deposit of the unsuccessful

tenderers will be refunded immediately after the

finalization of the tenders.

5. Tender(s) received after the due date and time will

not be accepted under any circumstances.

6. The undersigned reserves the right to accept or

reject any tender without assigning any reason thereof.

Contravention of the rules of the tender notice will

result in the forfeiture of the earnest money deposit.

7. The successful tenderer shall arrange to weigh the

old newspapers and magazines, pay the cost thereof

along with applicable taxes and clear the items within

24 hours from the time of the tender is over at their own

risk and cost, failing which his/her earnest money

deposit will be forfeited.

8. No claim on the quality, quantity and value of the

said goods will be entertained once the tender is

finalized.

9. The materials can be inspected during office hours

on 22-07-2021 between 10.00 a.m. and 12.00 noon.

10. In case of any dispute, the decision of the

undersigned will be the final.

TENDER-CUM-AUCTION NOTICE

Sealed tenders are invited by the undersigned

towards the disposal of unserviceable/obsolete articles

(e-waste) belonging to the Office of the Deputy Director

(Immunization), Victor Simonal Street, Old Meternity

Office Comlpex, Puducherry in “as-is-where-is- condition”

on lot basis.

2. The intending tenderers may inspect all the

articles at CGP COMPLEX in Puducherry region as

detailed below between 10.30 a.m. and 12.30 p.m. from

14-07-2021 to 15-07-2021 with the permission of the

undersigned.

3. The sealed tenders in the prescribed Tender Form

addressed to the Deputy Director (Immunization), Victor

Simonal Street, Old Meternity Office Comlpex,

Puducherry-605 001, superscribed as “Tender for

purchase of unserviceable articles (e-waste)” should

reach this office on or before 15-07-2021 by 12.30 p.m.

The intending tenderers should deposit an amount of

` 1,000 (Rupees one thousand only) as earnest money

deposit in cash, before submitting the tenderers. The

earnest money deposit of the unsuccessful tenderers

will be returned immediately after the tender/auction sale

is over/finalized.

4. The rate should be quoted only for per kilogram

excluding GST.

5. The tenderer should submit the following

self-attested photocopy of the documents along with

the tender.

(v) Valid GST Certificate

(vi) PAN Card

(vii) The valid e-waste recycler certificate issued

by the State/Union Territory for recycler

e-waste.

(viii) Tenders without these certificates/documents

will be rejected.

6. If, any false representation is found during the

tender process, the tender offered by him/her/them will

be cancelled and his/her/their earnest money deposit

will be forfeited.

7. Tenders will be opened on 15-07-2021 at 4.00 p.m.

at the office of the undersigned in the presence of the

tenderers who are present at the time of opening. If, the

last day happens to be a public holiday, the same will

be received and finalised on the next working day.

Tenders received after the due date and time will be

summarily rejected.

8. In case, highest tender amount offered by the

tenderer is found to be not acceptable to the

undersigned, public auction will be conducted on the

spot, keeping the highest tender amount as minimum bid

amount.

9. The earnest money deposit of the successful

tenderer will be adjusted against the sale proceeds and

the earnest money deposit of the unsuccessful

tenderers will be discharged/retuned immediately.

10. The tenderer or his authorised agent (only one

person) may choose to be present at the time of opening

the tender and auction. Authorised person should bring

authorisation letter as prescribed. No claim on the

quantity and quality of the articles will be admitted once

the tender is admitted.

11. Acceptance of the tender will be intimated to the

successful tenderer after finalisation of the tender/

auction. Successful tenderer only will be allowed/for

clearing/removing the materials.

12. The successful tenderer should pay the full

amount immediately along with the GST amount (18%)

and clear the items within 24 hours at his/her own risk

and cost, failing which the earnest money deposit will

be forfeited. This office will not be in any way held

responsible for the safe custody or any loss of sold

articles.

13. The undersigned reserves the right to reject any

or all tenders/auction without assigning any reason

thereof and the decision of the undersigned in this

regard will be the final and binding on all the tenders.
