In exercise of the powers conferred by section 6 of

the Legal Services Authorities Act, 1987 (Central

Act 39 of 1937), read with rule 4 of the Union Territory

of Puducherry Legal Services Authority Rules, 1998, the

Lieutenant-Governor, Puducherry, in consultation with

the Chief Justice of the High Court of Judicature at

Madras, is pleased to reconstitute with immediate effect

TENDER-CUM-AUCTION NOTICE

Sealed tenders are invited offering the highest rate

per lot for the sale of old condemned materials

belonging to the Mahatma Gandhi Government

Leprosy Hospital, Puducherry, in as-is-where-is

condition on lot basis.

2. The indenting tenderers may inspect the items

at the office of the undersigned between 10.00 a.m.

and 12.00 noon on 29-07-2021 and 30-07-2021 with the

permission of the officer concerned.

3. The indenting tenderers may offer their tender

rate both in figures and words for purchase of old

condemned materials on lot basis in plain paper/letter

head in a sealed cover and addressed to the Medical

Hospital, Puducherry, duly superscribing on the

envelope as “Tender for purchase of old condemned

materials for the year 2021”.

4. The sealed tenders should reach this office on

or before 30-07-2021 at 12.45 p.m.. The tenders will

be opened on the same day at 3.30 p.m. in the

presence of tenders, who are present at the time of

opening of tenderers. If, the last day happens to be

a public holiday, the same will be received and

finalized on the next working day. Tenders received

after the due date and time will summarily be rejected.

5. The intending tenderers should deposit an

amount of ` 500 (Rupees five hundred only) as

earnest money deposit before submitting the tenders.

The earnest money deposit of the unsuccessful

tenderers will be returned immediately after the

tenders/auction is over/finalized.

6. The tenderers should submit the following

self-attested photocopy of the documents along with

the tenders. Tenders without these certificates/

documents will be rejected.

PAN Card

Aadhar Card/Valid Family Ration Card/

Valid Driving Licence.

7. Any false representation is found during the

tender process, the tender offered by him/them will

be cancelled and his/her earnest money deposit will

be forfeited.

8. If, the highest tender amount offered by the

tenderer is found to be not acceptable, the public

auction will be conducted on the spot, keeping the

highest tender amount as minimum bid amount.

9. Other than the tenderer or his/her authorized

person, no one will be admitted at the time of opening

the tenders and auction. No claim on the quantity of

the articles will be admitted once the tender/auction

is admitted.

10. If, any/all participant(s), misbehaves during the

tender/auction process, the tenderer(s) will be

removed from the place of auction, also his/her/their

tender(s) will be rejected and the earnest money

deposit will be forfeited and communicated to other

Departments/Offices.

11. Acceptance of the tender/auction will be

intimated to the successful tenderer, after finalization

of the tender/auction. Successful tenderer/bidder

only will be allowed to clear/remove the auctioned

materials.

12. The earnest money deposit of the successful

tenderer/bidder will be adjusted against the sale

proceeds and the earnest money deposit of the

unsuccessful tenderers will be returned immediately

after finalization of the tender.

13. The successful tenderer/bidder should pay the

full amount immediately along with the GST amount

and clear the items within 24 hours during office

hours at his/her own risk and cost, failing which the

earnest money deposit will be forfeited. This office

will not be in any way held responsible for the safe

custody or any loss of sold articles.

14. The undersigned reserves the right to accept

or reject any or all the tenders without assigning any

reason thereof. In case of any dispute, the decision

of the undersigned in this regard will be the final and

binding on all the tenders.

Sealed tenders are invited for disposal of old/

condemned

computers

with

their

accessories,

peripherals and other electrical items belonging to this

Institution in “as-is-where-is” condition from the

authorised “e-waste collection centres/recyclers/

dismantlers” (valid Licence holder).

2. The tenders in sealed cover should be addressed

to the “Vice-Principal, Thiruvalluvar Government Girls’

Higher Secondary School, Puducherry-605 001’’,

duly superscribed on the envelope as “Tender for

disposing e-waste materials” and should reach the

undersigned on or before 28-07-2021 at 10.00 a.m.

Tenders received will be opened on the same day

at 11.00 a.m. in the presence of tenderers or their

authorised representatives who are present at the time

of opening the tenders. If, the tender opening day

happens to be a public holiday, the same will be opened

on the next working day.

3. The intending tenderers should offer the rate for

“the entire items as one lot” in their tender. The public

action will be started from the highest rate quoted by

the tenderers. The sale will be effected only to the

highest rate quoted tenderer.

4. The tenderers should deposit an amount of

` 1,000 (Rupees one thousand only) as earnest money

deposit (EMD) by cash. The earnest money deposit of

the unsuccessful tenderers/bidders will be refunded

immediately after the tender/auction sale is completed,

whereas, the earnest money deposit of successful

tenderer/bidder will also be returned only after the

official process completed in all respects.

5. The tenderers (valid licence holder) can inspect

the old/condemned computers with its accessories,

peripherals and other electrical items during office hours

with prior permission.

6. The following self-attested photocopy of the

documents/certificates must be enclosed along with the

tenders, viz.,

(i) Valid Licence in connection with authorised

e-Waste Collection Centre/Recycler/Dismantler.

(ii) Valid GST Certificate

(iii) PAN Card

(iv) Exemption from GST, if any.

7. The tenders without above-mentioned certificates/

documents will be rejected. The GST in force, if not

exempted, will be applicable and charged on the amount

finalised.

8. The successful tenderer/bidder should pay the

entire amount immediately and should clear all the said

items within 24 hours at their own risk and cost, failing

which the earnest money deposit will be forfeited.

9. The tenderer/bidder should bring weighing scale/

machine at their own cost.

10. This office is not responsible for the safe

custody of the articles once the tender/auction is

completed. No claim on the quantity or quality of the

unserviceable electronic and electrical items will be

admitted once the tender is finalised.

11. Tenders received after the due date and time will

not be entertained.

12. The undersigned reserves all the rights to accept

or reject any or all the tenders/auction without

assigning any reason thereof. The decision of the

undersigned is final in case of any dispute.

13. In the public auction, the tenderers who have

submitted sealed teanders only will be allowed to

participate.

unserviceable/obsolete articles such as wooden, steel

furniture and other items of aluminium, stainless steel,

brass, etc., belonging to this Institution in “as-is-where-

is” condition.

2. The intending tenderers can inspect the items in

the premises of Thiruvalluvar Government Girls’ Higher

Secondary School, La Porte Street, Puducherry, during

office hours with prior permission of the Head of this

Institution and without any disturbance to the students.

3. Tenders should be addressed to the “Vice-Principal,

If, the scheduled date of tender/auction happens to be

a public holiday, the date of receipt and opening of

tenders will automatically be postponed to next

working day at the same time.

4. The intending tenderers should deposit a sum of

` 300 (Rupees three hundred only) as earnest money

deposit (EMD) at the time of submitting their tenders.

The tenders without earnest money deposit will

summarily be rejected.
