NOTIFICATION

In exercise of power conferred on it by Article 243K of the Constitution of

India and under section 9A of the Puducherry Village and Commune Panchayats

Act, 1973, read with section 15A of Puducherry Municipalities Act, 1973, and vide

rule 3 of the Puducherry Municipal Councils (Conduct of Election of Councillors)

Amendment Rules, 2006 and Puducherry Village and Commune Panchayats

(Conduct of Election of Member of Commune Panchayat Councils and Presidents

and Members of Village Panchayats) Amendment Rules, 2006, the State Election

Commission appoints the following officials as Expenditure Observers and Assistant

Expenditure Observers for Civic Elections-2021 as per the details given below:

3. Details of duties and the guidelines, will be supplied to the Expenditure

Observers and Assistant Expenditure Observers with other documents/ handbooks/

stationery, in due course.

4. As Expenditure Observer/Assistant Expenditure Observer of the

Commission, he is entitled to TA/DA as admissible on tour. This will be reimbursed

from the District Election Officer/Regional Election Officer of the concerned region

on production of Vouchers and Bills.

5. The DEO/REO of the concerned region shall provide all necessary

facilities like liaison staff, vehicle, communication, etc., during the official tour of

the Expenditure Observer.

6. He shall continue as Expenditure Observer/Assistant Expenditure

Observer if, specifically required by the Commission beyond the completion of poll.

On completion of his duty as Expenditure Observer/Assistant Expenditure Observer,

he will send a final report to the Commission. He stands automatically released

from the duties of Expenditure Observer/Assistant Expenditure Observer after that

date.

7. The Expenditure Observers/Assistant Expenditure Observers shall

coordinate with the following Nodal Officers of the Directorate-General of Income

Tax (Investigation), Tamil Nadu and Puducherry for investigating and taking further

action in respect of any unaccounted cash and other assests intercepted during

the Civic Election process:

1. Thiru S. Renga Rajan, Additional Director of Income Tax

(Investigation), Unit-3, Directorate-General of Income Tax (Investigation), Chennai.

2. Thiru Nishant Rao, Deputy Director of Income Tax (Investigation),

Unit-3(3), Directorate-General of Income Tax (Investigation), Chennai.

8. This order is issued in consultation with the Principal Commissioner of

GST & Central Excise, Puducherry, Principal Chief Commissioner of Income Tax,

Chennai and Director-General of Income Tax (Investigation), Chennai.
