In exercise of the powers conferred under rule 17 of the Puducherry Village
and Commune Panchayat (Conduct of Election of Chairmen of Commune Panchayat
Councils and Presidents and Members of Village Panchayats) Rules, 1978 and
rule 16A, 16B and 16C of the Puducherry Village and Commune Panchayats (Conduct
of Election of Members of Commune Panchayat Councils and Presidents and
Members of Village Panchayats) Amendment Rules, 2004. The State Election
