NOTIFICATION

Whereas, the superintendence, direction and control of all elections to the

Municipal Councils are vested with the State Election Commission, Puducherry, by

section 15-A of the Puducherry Municipalities Act, 1973;

And whereas, elections are to be held to fill up the seats of Councillors of

the various Municipal Wards and Chairmen of the Municipal Councils of

Pondicherry and Oulgaret Municipalities in the Union territory of Puducherry, in

accordance with the provisions of the Puducherry Municipal Councils (Conduct of

Election of Councillors) Rules, 1974 and rule 5 of the Puducherry Municipal Councils

(Conduct of Election of Chairmen) Rules, 1996;

Now, therefore, in pursuance of the sub-rule (2) of rule 8 of the Puducherry

Municipal Councils (Conduct of Election of Councillors) Rules, 1974 and rule 2 of

the Puducherry Municipal Councils (Conduct of Election of Chairmen) Rules, 1996,

the State Election Commissioner, Puducherry, hereby calls upon the electors of all

the Municipal Wards of Pondicherry and Oulgaret Municipalities in the Union

territory of Puducherry to elect Councillors and the Chairmen of the respective

Municipal Councils in accordance with the said Act and Rules.

NOTIFICATION

Whereas, the State Election Commissioner, Puducherry, has by notification

No. 5EC/1-34/Civic Elect./2021, dated 11-10-2021 called upon the electors of all the

Wards of the Municipal Councils of Pondicherry and Oulgaret to elect Members

and Chairmen in accordance with the provisions of the Puducherry Municipalities

Act, 1973 and the Puducherry Municipal Councils (Conduct of Election of

Councillors) Rules, 1974 and the Puducherry Municipal Councils (Conduct of

Election of Chairmen) Rules, 1996. Now, therefore, in pursuance of the provisions

of said rules, the State Election Commissioner, Puducherry, hereby fixes the

following calendar of events in respect of the said Elections:

(a) the 11th October, 2021 as the first date for filing nominations;

(b) the 18th October, 2021 as the last date for filing nominations;

(c) the 20th October, 2021 as the date for scrutiny of nominations;

(d) the 22nd October, 2021 as the last date for withdrawal of

candidatures;

(e) the 02nd November, 2021 as the date on which a poll shall,

if necessary, be taken; and

(f) the 17th November, 2021 as the date on which the votes shall be

counted.

The nominations, in respect of Chairmen Election will be received by the

Returning Officers and the nominations in respect of Councillors Election, will be

received by the Assistant Returning Officers of the concerned Municipalities of

the Union territory of Puducherry.

DIRECTION

Whereas, the State Election Commission, Puducherry, has by notification

No. SEC/1-35/Civic Elect./2021, dated 11-10-2021 appointed-(1) the first date for filing

nominations, (2) the last date for filing nominations, (3) the date for scrutiny of

nominations, (4) the last date for withdrawal of candidatures, (5) the date on which

the poll, if necessary, be taken, (6) the date for which the election shall be

completed, with respect of the Elections of Councillors and Chairmen for the

purpose of constituting Municipal Councils in respect of the Pondicherry and

Oulgaret Municipalities for this Union Territory.

Now, therefore, in pursuance of the provisions of rule 10 of the Puducherry

Municipal Councils (Conduct of Election of Councillors) Rules, 1974, read with the

amendments thereon and rule 5 of the Puducherry Municipal Councils (Conduct of

Elections of Chairmen) Rules, 1996, the State Election Commissioner, Puducherry,

hereby directs that the Returning Officers/Assistant Returning Officers for the

Election of Councillors and Chairmen of Municipal Councils, Pondicherry and

Oulgaret Municipalities shall conduct the elections accordingly and issue the Notice

of Election in Form-1.

NOTIFICATION

In pursuance of the provisions of rule 21 of the Puducherry Municipal

Councils (Conduct of Election of Councillors) Rules, 1974 and rule 5 of the

Puducherry Municipal Councils (Conduct of Election of Chairmen) Rules, 1996, the

State Election Commissioner, Puducherry, hereby fixes the hours from 7.00 a.m. to

6.00 p.m. with last one hour i.e., from 5.00 p.m. to 6.00 p.m. being earmarked for

Covid Patients and Patients with symptoms as the hours during which the poll shall,

if necessary, be taken at the Election to the various Wards of the Municipal

Councils and the Chairmen of the Municipal Councils in Pondicherry and Oulgaret

Municipalities in the Union territory of Puducherry to be held in accordance with

the State Election Commission’s Notifications published in the Gazette of the Union

territory of Puducherry.
