TENDER NOTICE

Sealed tenders offering the rate per kilogram are

invited for the purchase of old newspapers (Tamil and

English) belonging tothe Legislative Library Section of

Legislative Assembly Secretariat, Puducherry, in as-is-

where-is condition basis.

2. The tenders in sealed cover superscribed with the

words “Tender for the purchase of old newspapers” and

addressed to the Secretary, Legislative Assembly

Secretariat, Puducherry, so as to reach this Secretariat

on or before 25-10-2021 at 11.00 a.m. The tenders will

be opened on the same day at 4.00 p.m. in the presence

of tenderers present at the time.

3. The tenderers should deposit an amount of

` 1,000 (Rupees one thousand only) as earnest money

deposit along with their tenders and the earnest money

deposit will be refunded to the unsuccessful tenderers

immediately after the tender sale is finalised.

4. The tenders received after the due date and time

will be rejected.

5. The undersigned reserves the right to accept or

reject any tender without assigning any reason thereof.

6. The rates finalised/approved shall be valid for a

period of one year from the date of acceptance/

communication of the rates so approved.

7. The successful tenderer should pay the full amount

immediately after the finalisation of tender and clear the

old newspapers at his/her own risk within 24 hours

failing which the earnest money deposit will be forfeited.

8. No claim on the quantity and quality of the

newspapers will be entertained once the tender is

finalised.

9. In case of any dispute, the decision of the

undersigned will be the final.

10. VAT/Sales tax if any, will be collected separately

as per rates prevailing at the time of disposal/sale.

11. The old newspapers may be inspected in the

Library Wing of this Secretariat from the previous day

i.e., on 24-10-2021 during the office hours.

permission of the officer concerned. Sale of Tender Form

can be had in person on payment of ` 100 plus GST as

admissible (Non-refundable) from 22-10-2021 to

25-10-2021 up to 12.00 noon.

4. Sealed tenders in the prescribed Tender Form

addressed to the Medical Superintendent, Indira Gandhi

Government General Hospital and Postgraduate

Institute, Puducherry superscribed as “Tender for sale

of Old Medical Records/OPD Registers, etc.,” should

reach this office on or before 25-10-2021 by 1.00 p.m.

The intending bidders should deposit an amount of

` l,000 (Rupees one thousand only) as earnest money

deposit (EMD) by cash.

5. Tenders will be opened on 25-10-2021 at 3.30 p.m.

in the office of the undersigned in the presence of the

tenderers who are present at the time of opening.

6. If, the highest tender amount offered by the tenderer

is found to be not acceptable to the undersigned,

public auction will be conducted on the spot, keeping

the highest tender amount as minimum bid value.

8. Individuals/Partner of a firm who have/has been

punished under Criminal Procedure Code or any criminal

case is under process, is not eligible for participating

in the Tender-cum-Auction. Any false representation is

found during the tender/auction process, the tender/

auction offered by him/her/them will be cancelled and

his/her/their earnest money deposit will be forfeited.

9. If, any/all participant(s) misbehaves during the

tender/auction process the tenderer(s)/bidder(s) will be

removed from the place of auction and also his/her/their

tender/auction will be rejected and the earnest money

deposit will be forfeited.

10. The earnest money deposit of the successful

tenderer/bidder will be adjusted against the sale

proceeds and the earnest money deposit of the

unsuccessful tenderer will be discharged/returned

immediately.

11. Other than tenderer or his/her authorized person

will not be admitted at the time of opening the tender

and auction.

12. Acceptance of the tender/auction will be

intimated to the successful tenderer//bidder after

finalisation of the tender/auction. Successful tenderer/

bidder only will be allowed to clear/remove the

materials.

13. The successful tenderer/bidder should pay the

cost of Old Medical Records/OPD Register, etc., plus

applicable GST and make his/her own arrangements to

weigh/take delivery of the Old Medical Records/OPD

first tear the Old Medical Records/OPD Register, etc.,

and then take delivery of the old materials. If, this

arrangement is not adhered to, then the earnest money

deposit will be forfeited.

14. This office will not be in any way held

responsible for the safe custody or any loss of the sold

articles. Once the tender/auction is finalised, no claim,

on the quantity and quality of the materials will be

entertained.

15. The undersigned reserves the right to reject any

or all the tenders without assigning any reason thereof

and the decision of the undersigned in this regard will

be final and binding on all the tenders/auction.
