ORDER
The Ministry of Power, Government of India, has
notified a new Scheme “Revamped Reforms Based
Results-Linked Power Distribution Scheme” with the
objective of improving the quality and reliability of
power supply to the consumers through a financially
sustainable and operationally efficient distribution
sector vide Office Memorandum No. 20/09/2019-IPDS,
dated 20-07-2021 of Ministry of Power, Government of
India, New Delhi. As per the directives of Ministry of
Power, Government of India, a Committee in each
District need to be constituted by the Government
namely, Distribution Reforms Committee (DRC) to review
the progress of the Scheme in the State level.
2. Accordingly, Sanction of the Government is
hereby conveyed for formation of Distribution Reforms
Committee (DRC) for Union territory of Puducherry
under the Chairmanship of Chief Secretary to Government
and with the following Members as detailed below:

3. The Distribution Reforms Committee (DRC) shall
review the progress of the Scheme at the State level.
Without prejudice to the generality of the above, it shall –
(i) recommend the Action Plan for approval of
State Cabinet;
(ii) recommend the DPRs for approval of
Monitoring Committee;
(iii) approve change in the mode of execution with
the consent of the Nodal Agency;
(iv) monitor the implementation of the Action
Plan; and
(v) monitor physical and financial progress
including the quality of the projects.
4. The DISCOM/Electricity Department, Puducherry,
shall be responsible for implementing the Scheme
as per guidelines under the overall guidance of the
DRC, Nodal Agencies and the Monitoring Committee,

and shall have the following functions:
(i) Preparation of Action Plans and DPRs and
online submission of the same to the Nodal Agency;
(ii) Implementation of the Scheme within the
scheduled completion period as per guidelines;
(iii) Appointment
of
Project
Management
Agency (PMA);
(iv) Establishment of a Dedicated Project
Implementation Cell at District level and a
Centralised Cell at Head Office level;
(v) Submission of updated monthly physical and
financial progress of the project to the Nodal Agency
including its update on the web portal;
(vi) Ensuring that there is no duplication/
overlapping of works with any other Government of
India and State Scheme; and
(vii) Providing information to the Nodal Agency,
as and when required.
5. This issues with the concurrence of the Finance
Department vide their I.D. NO. 460/FD/F3/FC/2021-22,
dated 21-09-2021.
