Sealed tenders quoting the rate per kilogram

(excluding sales-Tax) are invited from the tenderers for

sale of old newspapers (Tamil and English), periodicals

(Tamil and English) and old magazines which are

available in all Branch Libraries in Puducherry region,

Romain Rolland Library and other Sub-offices of the

Department of Art and Culture, Puducherry.

2. Sealed tenders should be addressed to the

Director, Department of Art and Culture, Puducherry,

duly superscribing on the envelope as “Tender for the

purchase of old newspapers (Tamil and English),

periodicals (Tamil and English) and old magazines” and

reach this office on or before 28-02-2022 at 10.30 a.m.

The tenders will be opened at 4.00 p.m. on the same day

in the presence of tenderers present if any, in the

chamber of Director of Art and Culture, Puducherry.

3. The intending tenderers can inspect the items

during office hours in the GBLS/RRL and Sub-offices

of this Department with prior permission of the

incharges of the concerned libraries.

4. A copy of any of the following self-attested

documents should be submitted by the tenderers :

(a) Valid Family Ration Card/Smart Card (b) Valid GST

Certificate (c) Aadhaar Card along with the tenders.

5. The intending tenderers should deposit a sum of

` 2,000 (Rupees two thousand only) as an earnest

money deposit to the Cashier, Department of Art and

Culture, Puducherry, at the time of submitting their

tenders. The tenders without earnest money deposit will

summarily be rejected.

6. The earnest money deposit of the unsuccessful

tenderers will be returned immediately after the tender

sale is over, whereas, the earnest money deposit of the

successful tenderer will also be returned after the official

process is completed in all respects.

7. The tenders received after the due date and time

will not be entertained.

8. Once the tender process is finished, no claim in

relation to the quantity and quality of the old newspapers/

periodicals will be admitted.

9. The successful tenderer should pay the full

amount including sales-tax/GST as applicable under the

rules in force and clear the items within 10 days from

the sub-offices of this Department at their own risk and

cost, failing which the entire amount of earnest money

deposit will be forfeited.

10. The undersigned reserves the right to accept or

reject any tender in part or whole without assigning any

reason thereof.

11. In case of any dispute, the decision of the

Director will be the final.

at the time of sale/disposal.

3. The received tenders will be opened on the same day as scheduled in the coloumn as above in the

presence of the tenderers or their authorized representatives who are present at the time of opening of tenders. If,

the tender opening day happens to be a public holiday, the same will be opened on the next working day. Tenders

received after the due date and time will summarily be rejected. The tenderer who have submitted tender in sealed

cover only allowed to participate in the public auction.

4. The intending tenderer should deposit an amount of ` 2,000 (Rupees two thousand only) in cash for

earnest money deposit. The earnest money deposit of unsuccessful tenderers will be returned immediately after the

tender sale/auction is over.

5. The tenderer can inspect the unserviceable/damaged, obsolete furniture items, canteen vessels,

lab articles, sports articles and computer e-waste items available in Schools during the office hours with the

permission of the Headmaster/Headmistress from 10.00 a.m. to 3.00 p.m on 07-03-2022 and 08-03-2022. The list of

materials are displayed in the Notice-Board of each School.

6. No claim about the quantity, quality and value of the materials will be admitted once the tender is finalized.

This office is not responsible for the safe custody of the articles once the auction is over.

7. The tenderers should submit the following self-attested copies of the documents along with their tenders.

i.e., (i) Valid GST Certificate (ii) PAN Card (iii) Aadhaar Card. Further, those who are intended to participate in the

e-waste auction have to submit proper e-waste dismantler authorization Certificate obtained from the Competent

Authority.

10. The successful tenderer should pay the entire amount finalised during the tender immediately and clear

all the articles within 24 hours at their own cost and risk, failing which the earnest money deposit will be forfeited.

GST rate in force will be charged extra on the amount finalized.

11. The undersigned reserves the right either to accept or reject any tender or all without assigning any

reason thereof. The decision of the undersigned is final, in case of any dispute.

before 16-03-2022 at 10.00 a.m. The tenders will be

opened at 11.30 a.m. on the same day in the presence

of the tenderers present if any, in the chamber of the

undersigned of Tagore Government Arts and Science

College, Puducherry-605 008.

2. The tender will be awarded to the highest tenderer

on the spot.

3. If, the highest tender amount offered by the

tenderer is found to be not acceptable to the

undersigned, then the public auction will be conducted

on the spot, keeping the highest tender amount as

minimum bid.

4. The intending tenderers should deposit an

earnest money of ` 500 (Rupees five hundred only)

along with sealed tenders. The earnest money deposit

this regard will be final and binding on all the

12. Individuals/Partner of a firm who have/has been

13. If, any or all participant(s) misbehaves during the
