3. Report of the Deputy Collector (Revenue) South, Villianur vide Letter No. 8026/DC(R)S/

B6/PBL/728, dated 29-03-2023.

Whereas, an application, dated 27-12-2022 was received from Thiru Loonkaran Jain, Nutan Finance,

(L.No. 1/1990), Bahour Main Road, Karikalampakkam, Puducherry, a licensed Pawn Broker requesting permission of

the District Magistrate to sell unredeemed and time barred articles in public auction;

2. And whereas, the list of unredeemed time barred articles submitted by the Pawn Broker was forwarded

to the Deputy Collector (Revenue) South, Villianur, for causing physical verification of the articles and ascertain

that they remain unredeemed after the time allowed for redemption;

3. And whereas, the Deputy Collector (Revenue) South, Villianur, has furnished the report vide reference

(3) cited, stating that the Tahsildar, Taluk Office, Bahour, had conducted physical verification of the articles that are

unredeemed and time barred pledged with Thiru Loonkaran Jain, Nutan Finance, (L.No. 1/1990), Bahour Main Road,

Karikalampakkam, Puducherry and reported that the articles mentioned in the application remained unredeemed past

the time allowed and the articles are kept in the licensed premises itself, which were redeemed subsequently, after

the application of the Pawn Broker cited at reference (1);

4. And whereas, the rule 12 of the Puducherry Pawn Brokers Rules, 1966 prescribes detailed procedure on

auctioning of pledges;

5. Now, therefore, Thiru B. Karthikeyan, Thirupathiripuliyur, Authorised Auctioneer, is permitted to conduct

within 60 days from the date of receipt of this order, the sale of time barred and unredeemed pledged articles, as

shown in the list enclosed and available with the Pawn Broker, Thiru Loonkaran Jain, Nutan Finance, (L.No. 1/1990),

Bahour Main Road, Karikalampakkam, Puducherry, in public auction in the licensed premises of the Pawn Broker at

the above address, as per the list approved and sent to the Pawn Broker and the Auctioneer. The Pawn Broker and

Auctioneer shall observe the above formalities detailed as required under the rules framed under the Puducherry

Pawn Brokers Act, 1966, before conducting the sale of time barred and unredeemed pledged articles in the public

auction:

TENDER-CUM-AUCTION NOTICE

Sealed tenders are invited by the undersigned for

sale of unserviceable/obsolete articles (normal waste)

items in a single lot system belonging to this Institution

in “as-is-where-is” condition.

2. The intending tenderers may inspect the items at

the office of the undersigned between 10.30 a.m. and

11.30 a.m. from 12-06-2023 to 16-06-2023 with the

permission of the officer concerned. Sale of Tender

Forms can be had in person on payment of ` 100

(Rupees one hundred only) plus GST as admissible

(non-refundable) from 12-06-2023 to 19-06-2023 up to

12.30 p.m.

3. Sealed tenders in the prescribed Tender Form

addressed to the Medical Superintendent, Indira Gandhi

Government General Hospital and Postgraduate

Institute, Puducherry, superscripted as “Tender for the

purchase of unserviceable/obsolete articles (normal

waste)” should reach this office on or before 20-06-2023

at 12.00 noon. Each tenderer shall enclose a Demand

Draft for an amount of ` 10,000 (Rupees ten thousand

only) drawn in favour of the Junior Accounts Officer,

Indira Gandhi Government General Hospital and

Postgraduate Institute, Puducherry, as earnest money

deposit.

4. Tenders will be opened on 20-06-2023 at 3.30 p.m.

at the office of the undersigned in the presence of the

tenderers those who are present at the time of opening.

5. If, the highest tender amount offered by the

tenderer is found to be not acceptable by the undersigned,

the public auction will be conducted on the spot,

keeping the highest tender amount as minimum bid.

6. The following self-attested photocopies of the

documents/certificates must be enclosed along with

tenders:-

(a) Valid GST Registration Certificate

(b) PAN Card

Driving Licence

Tenders without these certificates/

documents will be rejected.

7. Individuals/Partner of a firm who have/has been

punished under Criminal Procedure Code or any criminal

case is under process, is not eligible for participating

in the Tender-cum-Auction. Any false representation is

found during the tender process, the tender offered by

her/him/them will be cancelled and his/her/their earnest

money deposit will be forfeited.

8. If, any/all participant(s) misbehave(s) during the

tender/auction process, the tenderer(s)/bidder(s) will be

removed from the place of auction, also his/their tender/

bid will be rejected and the earnest money deposit will

be forfeited.

9. The earnest money deposit of the successful

tenderer/bidder will be adjusted against the sale

proceeds and the earnest money deposit of the

unsuccessful tenderers will be discharged/returned

immediately.

10. The tenderer/bidder or his/her authorised person

will be admitted at the time of opening the tender-cum-

auction, other than tenderer/bidder will not be admitted.

The authorised person shall furnish the authorised

letter, issued by the tenderer/bidder before admission

into the auction.

11. Acceptance of the tender/bid will be intimated

to the successful tenderer/bidder after finalisation of the

tender/auction. Successful tenderer/bidder or his/her

authorised person will be allowed to clear/remove the

materials.

12. The successful tenderer/bidder should pay the

cost of articles plus applicable GST and make his/her

own arrangement to clear/remove the articles immediately

at his/her own cost. Otherwise, the earnest money

deposit will be forfeited.

13. The applicable GST on the sale proceeds may be

paid by the buyer (i.e., recipient) directly to the GST

Accounts on reverse charge basis as per the notification

vide G.O. Ms. No. 4/2017-Puducherry GST (Rate), dated

29-06-2017 and G.O. Ms. No. 36/2017- Puducherry GST

In the Aadhaar Card of my minor son under

No. XXXX XXXX 4754, issued by Unique Identification

Authority of India, his name has been mentioned as

‘Brahadeeshwaramuthu (∏´Ôyik´x›m)’.

In the Family Ration Card, under No. 202223,

my said minor son’s name has been mentioned as

‘∏´Ôyik´x›m’.

Further, I submit that I have filed the Suit for

Declaration and for Mandatory Injunction before the

Hon’ble I Additional District Munsif at Puducherry

in O.S.No. 44/2023 for directing the Registrar of

Births and Deaths, Oulgaret Municipality, Puducherry,

to make correction in my minor son’s name as

‘Brahadeeshwar’ instead of ‘Brahadeeshwaramuthu’

in his Birth Certificate registered vide Registration

No. OM/J/2009/009787, dated 07-09-2009. As per the

Award passed by the Lok Adalat in LAC No. 1542/

2023 in O.S.No. 44/2023, dated 11-02-2023, the

Registrar of Births and Deaths, Oulgaret Municipality,

Puducherry, has corrected my son’s name as

‘Brahadeeshwar’ instead of ‘Brahadeeshwaramuthu’

in his Birth Certificate registered vide Registration

No. OM/J/2009/009787, dated 07-09-2009.

Hence, that I expressly authorize and request to

all persons in general, relatives and friends in

particular, at all times hereinafter to designate and

address my son’s name as ‘Brahadeeshwar’ only.

I am swearing this affidavit out of my own free

will, without any coercion, misrepresentation and

undue influence.
