PRELIMINARY NOTIFICATION

[Under section 11(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation

and Resettlement Act, 2013]

Whereas,it appears to the Government that an extent of 00.80.00 H.A.C lands at 25 - Kovilpathu Revenue

Village in the Karaikal District are required for public purpose, namely “Construction of GAIL Office Building-cum-Regional

Gas Management Centre (RGMC) Control Room for GAIL, Karaikal”. The Social Impact Assessment (SIA) Study was

carried out by SIA Unit and a report submitted/preliminary investigation was conducted by a Team constituted by

the Special Secretary (Revenue) as laid down under section 4 of the Act. The Social Impact Assessment report was

already published.

The Sub/Deputy Collector (Revenue), Karaikal, is appointed as the Administrator for the purpose of

rehabilitation and resettlement of the affected families. Therefore, it is notified that for the abovesaid project in

25-Kovilpathu Revenue Village of Karaikal District , the lands measuring to an extent of 00.80.00 H.A.C., is under

acquisition whose detailed description is as follows:-

and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (Act No. 30 of 2013), to all whom

it may concern.

A plan of the land may be inspected in the Office of the Sub/Deputy Collector (Revenue)-cum-Land

Acquisition Officer, Karaikal, on any working days during the working hours.

The Government is pleased to authorise the Sub/Deputy Collector (Revenue)-cum-Land Acquisition Officer,

Karaikal, to enter upon and survey land, take levels of any land, dig or bore into the sub-soil and do all other acts

required for the proper execution of their work as provided and specified in section 12 of the said Act.

Under sub-section (4) of section 11 of the Act, no person shall make any transaction or cause any transaction

of land i.e., sale/purchase, etc., or create any encumbrances on such land without the prior approval of the Sub/

Deputy Collector(Revenue)-cum-Land Acquisition Officer, Karaikal, from the date of publication of this notification.

Objections to the acquisition, if any, may be filed by the person interested within 60 (sixty days) from the

date of publication of this notification as provided under section 15 of the said Act before the Sub/Deputy

Collector(Revenue)-cum-Land Acquisition Officer, Karaikal.

public hearing before submitting Social Impact Assessment (S.I.A) report.

Time-line

The Social Impact Assessment (S.I.A) Team shall commence the study within

thirty days from the issue of this Notification. The Social Impact Assessment

(S.I.A) report and Social Impact Assessment Management Plan (S.I.A.M.P) to

be completed by the S.I.A. Team within 6 (six) months from the date of

commencement of study and to be published in the official websit and on the

notice-board of the concerned Offices/authorities.

7. The Social Impact Assessment Team shall submit its report in Form-III, as per rule 7(4) of the Puducherry

Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Rules, 2016,

within a period of 6 (six) months from the date of its commencement.

8. Any attempt of coercion or threat during this period will render the exercise null and void.

Whereas, the Government is of the opinion that an

industrial dispute has arisen between the management

of M/s. Larsen and Toubro Private Limited, Puducherry

and the Naam Thamizhar Thozhilalar Nalasangam,

Puducherry, over payment of remaining amount of 20%

bonus along with ex gratia (OTLS) for the period

2021-2022 to Thiruvalar J.Balamurugan and 16 others,

in respect of the matter mentioned in the Annexure to

this order;

And whereas, in the opinion of the Government, it is

necessary to refer the said dispute for adjudication;

Now, therefore, by virtue of the authority delegated

vide G.O. Ms. No. 20/9/Lab./L, dated 23-5-1991 of the

Labour Department, Puducherry, to exercise the powers

conferred by clause (d) of sub-section (1) of section 10

of the Industrial Disputes Act, 1947 (Central Act XIV

of 1947), it is hereby directed by the Secretary to

Government (Labour) that the said dispute be referred

to the Industrial Tribunal, Puducherry, for adjudication.

The Industrial Tribunal, Puducherry, shall submit the

Award within 3 months from the date of issue of

reference as stipulated under sub-section (2-A) of

section 10 of the Industrial Disputes Act, 1947 and in

accordance with rule 10-B of the Industrial Disputes

(Central) Rules, 1957. The party raising the dispute shall

file a statement of claim complete with relevant

documents, list of reliance and witnesses to the

Industrial Tribunal, Puducherry, within 15 days of the

receipt of the order of reference and also forward a copy

of such statement to each one of the opposite parties

Sealed tenders are invited for the sale of

unserviceable/obsolete articles such as furniture

(wooden/steel/plastic) and other electrical items in a

single lot belonging to Government Tourist Homes

(old and new) in ‘as-is-where-is’ condition.

2. The intending tenderers can inspect the

unserviceable articles during the office hours on any

working day, but, on or before the auction date at this

office with the prior permission of the undersigned.

3. The sealed tenders should be addressed to the

Regional Administrator, Office of the Regional

Administrator, Tourism Unit, Government Street,

Yanam-533 464, duly superscripted on the envelope as

“Tender for the purchase of unserviceable/obsolete

articles” and should reach this office on or before

31-07-2023 by 10.00 a.m. The received tenders will be

opened on the same day at 11.30 a.m. in the presence

of tenderers who are present at the time of opening the

tenders. If, the scheduled date of tender happens to be

a public holiday, the date of receipt of opening of

tenders will automatically be postponed to next working

day at the same time.

4. The intending tenderers should deposit an earnest

money of ` 500 (Rupees five hundred only) at the time

of submitting the tenders. The earnest money deposit

of the successful tenderer/bidder will be adjusted

against the sale proceeds and the earnest money

deposit of the unsuccessful tenderers will be refunded

on the same day after completion of auction.

5. The tenderers should offer the rate for ‘the entire

items as one lot’ in their tenders. If, the highest tender

amount offered by the tenderer is found to be not

acceptable by the undersigned, the public auction will

be conducted on the spot, keeping the highest tender

amount as minimum bid value.

6. The following self attested photocopy of the

Documents/Certificates must be enclosed along with

tenders :-

(ii) PAN Card

(iii) Aadhaar Card/Valid Family Ration Card/

Valid Driving Licence
