It is informed that the Government of Puducherry has constituted an

Independent Multi-disciplinary “Expert Group” under sub-section (1) and (2) of

section 7 of the Right to Fair Compensation and Transparency in Land Acquisition,

Rehabilitation and Resettlement Act, 2013, to evaluate the Social Impact Assessment

Report submitted by the Social Impact Assessment Team in respect of Acquisition

of Land for Formation of Pipeline Corridor at Vanjore Revenue Village for 9 MMTPA

of New Refinery Unit at Panagudi by CPCL, Nagapattinam.

The Expert Group has submitted their Reports/Recommendations on the

Social Impact Assessment Report. The said Reports/Recommendations are placed

in the following Offices for public view for 7 days from the date of this notice.

The public in general and Landowners in specific may view the reports on any

working days in the below mentioned Offices.

petroleum products. The Cauvery Basin Refinery Project of CPCL at Panangudi has

proposed to transport crude oil from Karaikal Port to CPCL and refined products

back to Karaikal Port for shipping. This would improve the efficiency of CPCL to

handle huge volume of crude to its fullest capacity thereby increasing the profit of

the PSU and ensuring adequate availability of refined petroleum products to the

Nation.

Handling of crude and refined products by the Karaikal Port might increase

the revenue of the Port as well its contribution to the revenue of Government of

Puducherry. As petroleum products are not under GST, its share through excise

and customs as applicable would add to the Government's exchequer.

This would also increase direct and indirect employment considerably. Also,

the MSME, industries of Karaikal and adjoining regions would have direct as well

as indirect benefit out of the project.

Social Costs and Impacts

The proposed Land Acquisition to an extent of 4.96.76 H A Ca. includes

3.98.38 H A Ca. of patta/private land and 0.98.03 H A Ca. of Government poromboke

land. The Government/Commune Panchayat land includes one grave yard and two

irrigation canals.

The proposed land for acquisition is barren and are not under cultivation.

The CPCL Authorities have assured that the irrigation canals and the grave yard

will not be disturbed. Instead the proposed pipeline will be laid 10 meters below

ground where NH 45A and grave yard crossing occurs. The status quo of

ownership of land pertaining to NH 45A and grave yard must continue for public

use without hindrance. Due acquisition cost as per Government norms may be given

to the land owners.

Public have expressed their concern about safety of the proposed pipeline

and its health hazards in case of any leakage. CPCL has to ensure adequate safety

to the public by way of following International standards in formation and operation

of pipeline. Also, CPCL has to prepare a detailed Disaster Management Plan with

all preparedness and submit to appropriate authorities and District Administration.

Competent Authorities might ensure that the Public Liability Insurance Act as

applicable is adhered by CPCL.

Extent Requirement

It was ensured during the site inspection that the extent proposed for

acquisition is the bare minimum required and the same as tabulated, has been agreed

to by the Expert Group.

Displacement and Relief

Displacement does not arise as the proposed land is a barren land without

any settlement or encroachment. There are no persons with disability, mentally

challenged, orphan, or destitute affected by this acquisition. There is no impact of

Social Cultural Organizations, Political Organization, Civic Society Organization and

Administrative Organization, getting affected by the acquisition.

Conclusion/Recommendation

The Expert Group has unanimously agreed that the acquisition cost be paid

as assessed under the provisions of the Right to Fair Compensation and

Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. The

status quo of ownership of land pertaining to NH 45A and grave yard must continue

for public use without hindrance. As assured by CPCL, the irrigation canals need

to be maintained for use by the surrounding farmers.

The concerns raised by the public with respect to Safety of Operation,

Disaster Management Plan and health hazards need to be addressed by CPCL.

Competent authorities might ensure that the Public Liability Insurance Act as

applicable is adhered by CPCL.

Karaikal Port and CPCL based on the volume of crude and refined petroleum

products handled shall contribute to the revenue in terms of Tax, Excise Customs

etc., as applicable to Government of Puducheny and Union Government.

In general, the Formation of Pipeline Corridor at 37 - Vanjore Revenue Village

for 9 MMTPA New Refinery Unit at Panangudi by CPCL, Karaikal, the business

and industry would improve due to the project. The acquisition may be carried out

expeditiously for the ''Formation of Pipeline Corridor at 37 - Vanjore Revenue Village

for 9 MMTPA New Refinery Unit at Panangudi by CPCL, Karaikal" for early

completion of the Project.
