Terms and Conditions
1. The sealed tenders should be addressed to the
“Private Secretary to Chief Minister, Office of the
Council of Ministers, Puducherry” duly superscripted

on the envelope as “Tender for purchase of old
unserviceable/worn out spares/parts/condemned tyres”
and should reach this Office on or before 22-12-2023 at
5.30 p.m. The tenders will be opened on 27-12-2023 at
11.00 a.m. in the presence of the tenderers who are
present if any, in the chamber of the Senior Accounts
Officer at Office of the Council of Ministers, Puducherry.
2. The tender will be awarded to the highest tenderer
on the spot.
3. If, the highest tender amount offered by the
tenderer is found to be not acceptable by the
undersigned, then the public auction will be conducted
on the spot, keeping the highest tender amount as the
minimum upset price for bid of auction.
4. The intending tenderers/bidders should deposit
an earnest money of ` 1,000 (Rupees one thousand
only) along with sealed tenders. The earnest money
deposit of the unsuccessful tenderers/bidders will be
refunded on the same day soon after completion of the
tender/auction sale.
5. The successful tenderer/bidder should pay the
entire amount soon after the completion of the tender/
auction sale and should clear the sold materials at his/
her own arrangements/cost before 5.00 p.m. on the same
day, failing which the Office will not be held responsible
either for the safe custody or for loss or damage of
articles once the tender/auction sale is over.
6. GST will be charged extra as per the sale
applicable as the time of tender/auction sale.
7. No claim on the quantity or quality of the articles
will be admitted once the tender/auction sale is over.
8. The intending tenderers/bidders can inspect the
unserviceable articles during the Office hours from
10.00 a.m. to 12.00 noon on any working day, but, on or
before the date of receipt/auction sale at this Office with
the permission of the undersigned.
9. The tenders offered after the due date and time
will be rejected.
10. The undersigned reserves the right to accept or
reject any or all tenders without assigning any reason
thereof and the decision of the undersigned in this
regard will be the final and binding on all the tenders.
If, the tender/auction date falls in a holiday, the tender/
auction sale will be held on the next working day.
11. Along with the tender, a copy of all the following
self-attested documents should be submitted by the
tenderer.
(a) Aadhaar Card
(b) Valid GST Certificate
12. Individuals/Partner of a Firm who have/has been
punished under Criminal Procedure Code (Cr.P.C.)/
Indian Penal Code (IPC) or any criminal case is under
process, is not eligible for participating in the tender-
cum-auction. Any false representation is found during
the tender/auction process, the tender/bid offered by
her/him/them will be cancelled and her/his/their earnest
money deposit will be frofeited.
13. If, any or all participant(s) misbehaves during the
tender/auction process, the tenderer(s)/bidder(s) will be
removed from the place of auction, also his/her/their
tender(s) will be rejected and the earnest money deposit
will be forfeited.
14. Any other person other than the tenderer/bidder
or his/her authorized person will not be admitted at the
time of opening the tender/auction process.
15. This office will not in any way held responsible
for the safe custody or any loss of the sold articles,
once the tender/auction in finalized. No claim on the
quantity and quality of the materials will be entertained.

NOTICE INVITING E-TENDERS
(For Annual Contract Towards Sale/Disposal of
Waste Papers/Board Cuttings)
“e-Tenders” are invited, on behalf of the President
of India by the Director of Stationery and Printing,
Puducherry, for annual contract towards sale/disposal
of waste papers/board cuttings in the Government
Central Press, Puducherry. Tenderers should submit
their tenders online at the Government website
“http://pudutenders.gov.in”. The tender details,
terms and conditions and Schedule of important
dates are also uploaded in the Government websites
“http://www.py.gov.in and http://styandptg.py.gov.in”
for reference purpose. The tenders will be processed
online only and hence, hardcopy submission will not
be accepted. The last date for submission of earnest
money deposit at the Department and online Technical
bid is on 26-12-2023 at 5.00 p.m.
