In exercise of the powers conferred under section 2(a) of the Bharatiya
Nagarik Suraksha Sanhita, 2023, read with Notification vide S.O. No. 2506(E), dated
28-06-2024 of the Ministry of Home Affairs, Government of India, New Delhi,
the Lieutenant-Governor, Puducherry, hereby declares the audio/video electronic
means as under:—
(1) The audio/video proceedings recorded in the authorized mobile phones
of the designated Police Officers;

equipment, including digital cameras, digital video cameras, body-worn cameras,
tablets or such other electronic equipment of the designated Police Officers;
(3) The audio/video proceedings recorded in the automated CCTV cameras
installed or located at various places within the Union territory of Puducherry; or
(4) Any such other electronic device(s) so authorized by the Police/
Home Department.

NOTIFICATION
In exercise of the powers conferred under section 37 of the Bharatiya
Nagarik Suraksha Sanhita, 2023, read with Notification vide S.O. No. 2506(E), dated
28-06-2024 of the Ministry of Home Affairs, Government of India, New Delhi,
the Lieutenant-Governor, Puducherry, for the purpose of maintaining information
about the names and addresses of the person(s) arrested, nature of the offence(s)
with which charged and for prominently displaying such information, including
by way of digital mode, hereby designates the Police Control Room(s) and
the Police Stations and further, designates the Nodal Officers of the said Police
Control Room(s) and Police Stations, as under:
(1) The Police Control Room, situated at 3rd floor, Multipurpose Complex,
Gorimedu, Puducherry, is notified for the District of Puducherry.
(2) The Central Control Room, SSP Quadrangle, No. 2, Mariamman Koil
Street, Karaikal, is notified for the District of Karaikal.
(3) Inspector in-charge of Police Control Room, 3rd floor, Multipurpose
Complex, Gorimedu, Puducherry, is designated as the Nodal Officer for the District
of Puducherry.
(4) Inspector in-charge of Police Control Room, SSP Quadrangle, No. 2,
Mariamman Koil Street, Karaikal, is designated as the Nodal Officer for the District
of Karaikal.
(5) The Superintendent of Police, Wireless, 3rd floor, Multipurpose
Complex, Gorimedu, Puducherry, shall supervise the work of the Nodal Officers in
the Union territory of Puducherry.

(6) The Director-General of Police, Puducherry, shall appoint one Police
Officer, not below the rank of Assistant Sub-Inspector, as the Designated Police
Officer to discharge assigned functions for the purpose(s) of section 37 of Bharatiya
Nagarik Suraksha Sanhita, 2023 in every Police Station.
(7) The Designated Police Officer at the Police Station shall be responsible
for maintaining information about the names and addresses of the persons arrested
and the case for which he/she has been arrested on a daily basis. The said
information shall be displayed at the Police Station prominently by modes which
may include electronic mode.
(8) The Designated Police Officer of every Police Station shall make
available the information maintained by him as above to the Police Control Room(s)
of the respective District(s) on a daily basis.

In exercise of the powers conferred under sub-section (1) of section 64 of
the Bharatiya Nagarik Suraksha Sanhita, 2023, read with Notification vide S.O. No. 2506(E),
dated 28-06-2024 of the Ministry of Home Affairs, Government of India, New Delhi,
the Lieutenant-Governor, Puducherry, hereby notifies that every Police Station shall
maintain a Register for entering the following details in respect of every person to
whom summons by the Courts are issued, either through physical mode or electronic
communication based service, in the following manner:–
1. Name of the Court and Designation by whom the summon is issued;
2. Full name of the person summoned;
3. Name of father/mother/spouse of the person summoned;
4. Present address and permanent address of the person summoned, if
any;
5. Mobile number (or any other telephone fax number/e-mail id) over which
summon is being electronically served through various communication
application(s);
6. E-mail address of the person summoned;

7. Name of District, where the person summoned is currently residing;
8. Name of the Police Station, where, the person summoned is currently
residing, specifying the following details:–

In exercise of the powers conferred under sub-section (1) of section 173
of the Bharatiya Nagarik Suraksha Sanhita, 2023, read with Notification vide
S.O. No. 2506(E), dated 28-06-2024 of the Ministry of Home Affairs, Government
of India, New Delhi, the Lieutenant-Governor, Puducherry, hereby declares that the
First Information Report received under sub-section (1) of section 173 shall be
reduced to writing as per the prescribed format IIF-I (FIR) provided by the National
Crime Records Bureau appended herewith as “Annexure-A”. The manner of the
receipt of information shall be reflected in the Form, as to whether it has been
received orally or by electronic communication.

In exercise of the powers conferred under clauses (i) and (iii) of sub-section (3)
and sub-section (9) of section 193 of the Bharatiya Nagarik Suraksha Sanhita, 2023,
read with Notification vide S.O. No. 2506(E), dated 28-06-2024 of the Ministry of
Home Affairs, Government of India, New Delhi, the Lieutenant-Governor, Puducherry,
hereby declares that the Police Report under clauses (i) and (iii) of sub-section (3)
and sub-section (9) of section 193 of the abovesaid Sanhita, 2023, shall be submitted
by the Police, before the concerned Court, in the Form IIF-V (Final Form/Report)
as prescribed by the National Crime Records Bureau as appended herewith. The
information of progress of the investigation in view of the provision(s) of clauses (i)
and (iii) of sub-section (3) of section 193, shall be communicated to the complainant/
informant/the victim, by the Officer(s)/the In-charge(s) of Police Station(s)
concerned, by way of notice/telephone call/e-mail/through any other electronic
mode.

In exercise of the powers conferred under sub-section (3) of section 265,
sub-section (2) of section 266 and section 308 of the Bharatiya Nagarik Suraksha
Sanhita, 2023, read with Notification vide SO No. 2506(E), dated 28-06-2024 of the
Ministry of Home Affairs, Government of India, New Delhi, the Lieutenant-Governor,
Puducherry, hereby notifies the places as mentioned herein below as the ‘Designated
Place’ for the purpose(s) of the abovesaid section(s), for recording the statements of
the witnesses of prosecution/defence as well as the recording of the statements of the
witnesses in the absence of the accused during trial, through audio/video electronic
means:-
1. Audio/Video Electronic Conferencing (VC) Rooms/Facilities as established
by the District Court, Puducherry, in Puducherry, Karaikal, Mahe and Yanam regions of
the Union territory of Puducherry as designated by the District Court from time to time.
2. Audio/Video Electronic Conferencing (VC) Rooms/Facilities as established
in the Offices of the District Collector(s) and Subdivisional Magistrate(s) of the Districts
of Puducherry and Karaikal, as designated by the Home Department from time to time.
3. Audio/Video Electronic Conferencing (VC) Rooms/Facilities as established
in the Hospitals located in the Puducherry, Karaikal, Mahe and Yanam regions of the
Union territory of Puducherry, as designated by the Home Department from time to time.
4. Audio/Video Electronic Conferencing (VC) Rooms/Facilities as established
in all Police Stations situated in the Puducherry, Karaikal, Mahe and Yanam regions of
the Union territory of Puducherry, as designated by the Home Department from time to
time.
5. Audio/Video Electronic Conferencing (VC) Rooms established in Prisons/
Sub-Jails located in the Puducherry, Karaikal, Mahe and Yanam regions of the Union
territory of Puducherry, as designated by the Home Department from time to time.
6. The Forensic Science Laboratory, Kirumampakkam, Puducherry.
7. The Committee Room, Police Headquarters, Puducherry.
8. Any other place at the Police Headquarters or in the Police Stations or at
any other place as specified/identified by the Home Department, Government of
Puducherry from time to time.
