NOTIFICATION

Whereas, the Department of Revenue and Disaster

Management, Government of Puducherry, has already

introduced online e-stamping certificates for paying

stamp duty and digital e-stamping for Digital Document

Execution (DDE) and issued guidelines vide this Office

Notification No. 2042/Rev-C3/2003/Vol.V, dated

16-09-2020 to issue online e-Stamp Certificate by the

Central Record Keeping Agency M/s. Stock Holding

Corporation (SHCIL) and for digital e-stamping for

Digital Document Execution (DDE) by the Banks/

Non-Banking Financial Companies (NBFCs) by National

e-Governance Services Ltd. (NeSL) using M/s. SHCIL’s

platform.

And whereas, the National e-Governance Services Ltd.

(NeSL) has requested to permit the issuance of digital

e-stamping for DDE for three (3) additional Articles of

Instruments which are not compulsorily registerable.

Now, therefore, in addition to the provisions contained

in the Puducherry Stamp (Payment of Duty by Means

of e-stamping) Rules, 2010 and notification and in the

exercise of powers conferred under rule 45 of the said

rules, the undersigned as the Chief Controlling and

Revenue Authority, permit the NeSL to issue digital

e-stamp for three (3) additional articles (Sl.No. 18-20 in

the Table below) including the previously approved

Articles (Sl.No. 1-17). The approved list of Articles for

issue of digital e-stamping for Digital Document

Execution (DDE) by NeSL is tabulated below:

Sealed tenders offering the rate per kilogram

(excluding sales tax) are invited for the sale of old metal

scraps belonging to this Institute pertaining to the

period from 2021 to 2024. The rates should be quoted

The sealed tenders should be addressed to the

Principal, Government Industrial Training Institute for

(Men), T.R. Pattinam, Karaikal, duly superscripted on

the envelope as “Tender for the purchase of metal scraps”

and should reach this office on or before 29-07-2024

at 12.00 noon. Tenders will be opened on the same day

at 3.00 p.m. in the presence of tenderers in the office of

the Principal, Government ITI (Men), T.R.Pattinam,

Karaikal.

In case, the tender date happens to be a public

holiday, the tender will be held in the next working day.

The intending tenderers should deposit an amount of

` 5000 (Rupees five thousand only) as earnest money

deposit by way of crossed Demand Draft/ Banker’s

Cheque drawn from Nationalized Bank in favour of The

Principal, Government ITI (Men), T.R.Pattinam, Karaikal.

The earnest money deposit of the unsuccessful

tenderers will be refunded immediately after the tender

sale is over. The tenders received after the due date and

time will be rejected.

The undersigned reserves the right to accept or reject

any tender without assigning any reasons thereof.

The successful tenderer should pay the entire

amount immediately and clear the items at his/her/their

own cost and risk within two days, failing which their

earnest money deposit will be forfeited and remitted to

the Government account without any intimation. No

claim about the quantity and quality of the items will

be entertained once the tender is finalized.

Sales tax and GST at the rate applicable will be

charged. The intending tenderers can inspect the scrap

items during the office hours on all working days.

In case of any dispute, the decision of the Principal,

Government ITI (Men), T.R.Pattinam, Karaikal, will be

the final. The Form of tender schedule to apply for the

tender is enclosed.

TENDER-CUM-PUBLIC AUCTION NOTICE

Sealed tenders are invited for the sale of old

unserviceable articles like aluminium vessels,

stainless steel, wooden items, brass and iron items etc.,

of various Anganwadi Centers of Zone IV (30 centres)

under the control of ICDS Project V, Mudaliarpet,

Department of Women and Child Development,

Puducherry, as detailed in the Annexure, will be

disposed off in “as-is-where-is-condition”.

Terms and Conditions

1. The tenders in a sealed cover should be addressed

to the Director, Department of Women and Child

Development, Puducherry, duly sealed and superscrited

on the envelope as “Tender for purchase of unserviceable

furniture and utensils items”. The tender should reach

the undersigned on or before at 2.30 p.m. on 01-08-2024

The tenders received after the due date and time will

be rejected.

2. All the intending tenderers may inspect the items

kept in the Coundanpalayam Anganwadi Centre, No. 12,

Mariamman Koil Street, Coundanpalayam, Puducherry

with the permission of the concerned Officer between

30-07-2024 and 31-07-2024 from 10.00 a.m. to 4.00 p.m.

3. The tenders will be conducted in the Training Hall

(III Floor) of the Department of Women and Child

Development, New Saram (opposite to LIC Office),

Puducherry on 01-08-2024 at 3.00 p.m.

4. The tenders will be opened on 01-08-2024 at 3.00 p.m.

in the presence of tenderers who are present at the time

of opening. If, the last day happens to be a public

holiday, the same will be opened on the next working

day.

5. If, the highest tender amount offered in the

Tender-Form is found to be not acceptable by the

undersigned, then public auction will be conducted on

the spot, keeping the highest tender amount as the

minimum price for the bid of the auction.

6. The intending tenderers/bidders should deposit

an amount of `5,000 (Rupees five thousand only) in

cash as earnest money deposit at the time of submitting

the Tender-Form. The earnest money deposit amount

for unsuccessful tenderers/bidders will be returned

immediately after the tender/bid process is over/

finalized. The tender/bid without an earnest money

deposit will be rejected.

7. The tenderers/bidders should submit the following

self-attested photocopies.

(i) A Copy of valid GSTIN;

(ii) A copy of a PAN Card and;

(iii) A copy of an Aadhaar Card.

If, any false representation is found during the

tender/bid process, the tender/bid submitted by him/her/

them will be cancelled and the earnest money deposit

will be forfeited.

8. If, any/all participants misbehave during the

tender/auction process, the tenderer/bidders(s) will be

removed from the place, also their tenders will be rejected

and as earnest money deposit will be forfeited.

9. The successful tenderer/bidder should remit the

entire amount to the Cashier, Department of Women

and Child Development, Puducherry, immediately after

finalization of the tender. The applicable rate of GST will

be charged on the tender/bid amount as per the rules.

10. The entire unserviceable materials should be

removed within 24 hours after finalization of the tender

at his/her own risk and cost. No claim on the quantity

and quality of the articles will be entertained once the

tender is finalized. This office will not be held any

responsibility for the items, once the tender/bid is

finalized. The earnest money deposit amount of

successful tenderer/bidder will be released after clearing

the unserviceable materials from the Coundapalayam

Anganwadi Centre.

11. The undersigned reserves the right to accept/

reject any or all the tenders without assigning any

reasons thereof, in the public interest.

12. In case of any dispute, the decision of the

undersigned will be the final.
