Chikkies in the evening on all School days to the Students of
Government/Government Aided Schools in the Union territory of
Puducherry", as detailed in the Annexure to this Order.
2. This issues with the concurrence of the Finance Department
vide their I.D. No. 11022/FC/FD/F4/A4/2024-25, dated 27-11-2024.

ANNEXURE
GUIDELINES FOR "PROVISION OF MILLET COOKIES
AND MILLET CHIKKIES IN THE EVENING
ON ALL SCHOOL DAYS TO THE STUDENTS
OF GOVERNMENT/GOVERNMENT AIDED SCHOOLS
IN THE UNION TERRITORY OF PUDUCHERRY
1. Short title, extent and commencement.— 1.1. The Scheme may
be called as “Provision of Millet Cookies and Millet Chikkies in the
evening on all School days to the Students of Government/Government
Aided Schools in the Union territory of Puducherry”.
1.2. It shall extend to all the Government/Government Aided
Schools in the Union territory of Puducherry.
1.3. It shall come into force from the date of publication in the
Official Gazette of Government of Puducherry.
2. Objective.— 2.1. To provide nutritional and healthy snacks to
the students.
2.2. To improve the enrolment of students and also to eradicate
dropouts in the Schools.
2.3. To address the issue of malnourishment and micronutrient
deficiency amongst School Children.

3. Definition.— 3.1. “School” means the Government/Government
Aided Schools in the Union territory of Puducherry.
3.2. “Students” means, a student studying from Pre-KG to 12th
Standard in Government Schools and 1st to 10th Standard in Government
Aided Schools in the Union territory of Puducherry.
4. Provision of Millet Cookies and Millet Chikkies.— 4.1. The
following kinds of Cookies or Chikkies @ 20 grams per student per day
shall be provided as snacks during evening session on all school days
of a week:
* Millet Cookies and Millet Chikkies
* Sesame Chikkies
* Groundnut Chikkies
* Roasted Gram Chikkies (or) Bengal Gram Chikkies
In the event of the 6th day of a week being a working day,
repetition of menu of any of the days shall be adopted.
4.2. The details of students to be covered during an Academic
Year under this Scheme shall be furnished by the Head of Institutions/
Head of Office to the Deputy Director (Adult Education), Puducherry
on the next day of completion of admission process of the respective
Academic Year.
5. Nodal Officer and Monitoring Team.— 5.1. The Deputy Director
(Adult Education), Puducherry, the Chief Educational Officer, Karaikal/
Mahe and the Delegate to Director of School Education at Yanam are
the Nodal Officers for the implementation of Millet Snacks Scheme in
their respective regions.
5.2. The Heads of Institutions shall assign the duty on rotation
basis to the teaching staff to supervise the distribution of millet snacks
and also to taste the snacks before distribution as a measure of ensuring
the quality of the snacks being provided to the Students.

5.3. The supervising staff shall ensure that the students
consume the snacks in the School premises itself and do not waste it.
5.4. After distribution of snacks to the students every day, the
School premises shall be cleaned thoroughly and kept neat, so as to
avoid infestation of flies and other health hazards.
5.5. The Head of Institutions shall maintain a register and make
necessary entries of date wise of provision of snacks to the students,
supervising staff in-charge for the day, shortage or excess of snacks, if any;
the Register shall be closed on daily basis by the Head of the Institution
concerned.
5.6. The respective Nodal Officers shall obtain the particulars
of providing snacks to the students along with stock position from each
School in their respective regions and prepare the monthly statement
and furnish the same to the Deputy Director (Adult Education), Puducherry
before the 2nd week of successive month.
6. Method of selection of Supplier.— 6.1. The selection of
supplier(s) shall be through GeM portal or floating e-tender after duly
observing the GFR provisions and other instructions issued by the
Government from time to time
6.2. The Selection Committee for finalization of supplier shall
be appointed by the Director of School Education, Puducherry.
7. Quantum of Expenditure.— 7.1. The quantum of expenditure
for the procurement of snacks will be arrived at after finalization of the
supplier as per para 6 and expenditure sanctions issued accordingly.
7.2. The quantum of expenditure shall be approved every year by
the Secretary to Government (Education).
8. Mode of Payment.— 8.1. The payment shall be made to the
supplier through the Drawing and Disbursing Officers of respective
region, on production of invoice, subject to certification of satisfactory
supply by the Nodal Officers of the respective regions.

9. Interpretation and Clarification.— 9.1. In the implementation
of the Scheme under these Guidelines, if any doubt arises in regard to
interpretation of any of the provisions of the Scheme or any point
requires clarification, the matter shall be referred to the Secretary to
Government (Education) and the decision of the Secretary to Government
(Education) thereon shall be the final.
