NOTIFICATION
The Lieutenant-Governor of Puducherry is pleased to approve the
Amendment of “The Puducherry free supply of 10 kilogram of rice and
5 kilogram of wheat every month to all Ration Card Holders Rules, 2015”
namely:-
1. Short title and commencement.— (i) These rules may be called
as “The Puducherry Free Supply of Rice and Supply of Edible Oil and
Other Essential Food-Grains Every Month at Subsidized Prices to All
Ration Card Holders (Amendment) Rules, 2024”.

(2) They shall come into force on the date of publication in the
Official Gazette.
(3) They shall extend to the whole of the Union territory of
Puducherry.
2. Amendment of Heading.— In the heading of the Scheme “Rules
for the Scheme of free supply of rice, edible oil and other essential
food-grains every month to all Ration Cardholders in the Union territory
of Puducherry”, the following shall be substituted, namely:-
“Rules for the Scheme of free supply of rice and supply of edible
oil and other essential food-grains every month at subsidized prices to
all Ration Cardholders in the Union territory of Puducherry”.
3. Amendment of Short Title and Commencement.— In the long
title to “The Puducherry free supply of rice, edible oil and other essential
food-grains every month to all Ration Cardholders”, the following shall
be substituted, namely:-
“The Puducherry free supply of rice and supply of edible oil
and other essential food-grains every month at subsidized prices to all
Ration Cardholders”.
4. Amendment of rule 2.— In the Puducherry free supply of
10 kilogram of rice and 5 kilogram of wheat every month to all Ration
Card-holders Rules, 2015 (hereinafter referred to as the said rules), in
rule 2, the following shall be substituted, namely:-
“The object of the Scheme is to provide free rice and supply of
edible oil and other essential food-grains at subsidized prices to all
Ration Cardholders in the Union territory of Puducherry in order to
supplement their daily requirement of food”.
5. Amendment of rule 3.— (1) In the said rules, in rule 3, for the
existing clause (vii), the following shall be substituted, namely:-
“(vii) “Edible Oil and Other Essential Food-Grains” means,
the edible oil and other essential food-grains procured by the
Implementing Agency as decided by the Government from time
to time.”

(2) In the said rules, in rule 3, for the existing clause (viii),
the following shall be substituted, namely:-
“(viii) “Implementing Agency” means, the Puducherry
State Co-Operative Consumers' Federation Limited (CONFED) for
Puducherry, Karaikal, Mahe and Yanam regions or any other
agency notified by the Government from time to time for all the
regions.”
6. Amendment of rule 4.— In the said rules, in rule 4, the following
shall be substituted, namely:-
“Free supply of rice and supply of edible oil and other essential
food-grains at subsidized prices shall be granted to all the Ration
Cardholders excluding Government Servant and Honorary Ration
Cardholders in the Union territory of Puducherry who have been issued
with Family Ration Card by the Department of Civil Supplies and
Consumer Affairs, Government of Puducherry”.
7. Amendment of rule 5.— In the said rules, in rule 5, the following
shall be substituted, namely: -
“(1) Free rice and supply of edible oil and other essential
food-grains at subsidized prices shall be supplied to each Ration
Cardholders for every month at the quantity as fixed by the Government
from time to time.
“(2) Initially, the Government will supply 20 Kgs. of rice every
month at free of cost to all the PHH/AAY (BPL) Ration Cardholders and
10 Kgs. of rice every month at free of cost to all the Non-PHH (APL)
Ration Cardholders of Union territory of Puducherry excluding
Government Servant and Honorary Ration Cardholders, as fixed by the
Government from time to time.”
8. Amendment of rule 6.— In the said rules, in rule 6, the following
shall be substituted, namely:-
“The distribution of free rice and supply of edible oil and other
essential food-grains at subsidized prices under this Scheme shall be
made through Fair Price Shops by the Implementing Agencies as per
the official instructions, between 10th and 20th of every English calendar
month or such date as may be notified by the Government”.

9. Amendment of rule 8.— In the said rules, in rule 6 of sub-rule (2),
the following shall be substituted, namely:-
“(2) A Certificate in Form-II shall be submitted by M/s. CONFED,
Puducherry or any other agency notified by the Government from time
to time for all the regions to the Director, Department of Civil Supplies
and Consumer Affairs, Government of Puducherry, while submitting bills
for settlement.”
