ORDER

The Cyclonic Storm ‘Fengal’ made landfall near Puducherry on 30th November, 2024 brought relentless rainfall

and subsequent release of water from Sathanur and Veedur dams caused flooding between 30-11-2024 and 04-12-2024,

which resulted in devastating damages. Thus, the Puducherry, Karaikal and Yanam regions of the Union territory of

Puducherry were declared as Natural Calamity affected areas.

2. The total area affected by the rainfall and flooding is estimated at 294 sq.km., 157 sq.km., and 30 sq.km.,

as regards the Puducherry, Karaikal and Yanam regions respectively, comprising of 6 Taluks and 1 Sub-Taluk, viz.,

Puducherry, Oulgaret, Villianur, Karaikal, Thirunallar Taluks and Yanam Sub-Taluk. Due to the cyclonic storm

“FENGAL” and subsequent flooding, 4 casualties were reported, around 5625 houses, 109 school buildings including

compound walls, 33 College buildings, 1596 Nos. of electric poles, 7382 Nos. of Street light and 53 distribution

transformers along with LT lines were damaged, 10,023.72 hectares of agricultural crops were affected, around 500

trees were uprooted, various livestock including 31 milch animal, 60 Sheep/goat, 97 calves, 5005 poultry were lost,

and many roads, irrigation structures and medical equipment and machineries were damaged. In view of the above,

(a) The Government of Puducherry will be undertaking a PDNA.

(b) The NDMA as per the request from the Government of Puducherry, is providing technical support to

assist the Government of Puducherry to undertake State-led PDNA exercise.

Assessment (PDNA) team for Puducherry, Karaikal and Yanam regions, constituting the State Government Officers/

4. The field visit to be made at Karaikal District by the sector-wise Nodal Officers and their team members

will be coordinated by Thiru Arjun Ramakrishnan, Deputy Collector (Revenue), Karaikal along with the concerned

Departmental Officers/Officials in Karaikal.

5. The Post Disaster Needs Assessment will be conducted from 28-01-2025 to 02-02-2025. This exercise

includes orientation training to the team members, field visits and debriefing on the damage and loss assessment.

6. The Heads of Departments of the concerned Sectors are directed to provide the required data for the

study and photographs of damaged infrastructures and losses and facilitate the field visits. After the field visits

and analysis of the data, the concerned team Nodal Officer/Team members will prepare the final sector wise report

with the assistance of NDMA Expert members.

7. The Puducherry State Disaster Management Authority will compile the sector-wise reports and prepare

the final report for submission to Government of India for consideration and providing financial assistance from

National Disaster Response Fund.

8. All expenses in connection with the Post Disaster Needs Assessment (PDNA) will be met from the Head

of Account: Major Head 2245-Relief on Account of Natural Calamities; 80-General; 80/001(01)(01)-Puducherry region;

13-Office Expenses.
