NOTIFICATION
NITI Aayog as the body to promote Co-operative federalism has launched
a State Support Mission (SSM) with the primary objective of supporting interested
States/Union Territories to establish State Institution for Transformation (SIT) which
can work towards promoting the socio-economic transformation of State/Union
Territories.
2. Accordingly, State Institution for Transformation (SIT) has been set up
in Union territory of Puducherry, under the existing Planning and Research
Department to the new roles envisaged in State Support Mission vide G.O. Ms.
No. 10, dated 15-03-2024 of Planning and Research Department, Puducherry.

3. As the State Support Mission recognizes the crucial role of Monitoring
and Evaluation (M&E) and Data Analytics Unit which is an integral part of SIT,
the M&E and Data Analytics Unit will support improvements in effectiveness,
efficiency and sustainability of service delivery, outcomes and impacts of
programmes/Schemes, efficacy of the welfare Schemes/programmes and to carry
out any corrective steps. As every Scheme above a particular threshold needs to
be monitored and evaluated within a specific timeframe, two Data Analysts will be
engaged on contract basis in the M&E and Data Analytics unit to conduct surveys,
develop a dashboard, data collection and establishing State Knowledge Repository
etc.
4. Monitoring and Evaluation (M&E) and Data Analytics Unit, an integral
part of the State Institution for Transformation, Puducherry, consisting of two Data
Analysts will work under the supervision of IT and Data Analytics Sector Expert
of Programme Implementation Unit.
5. Setting up of State Institution for Transformation, is a Central Sector
Scheme and hence, the expenses for these requirements will be covered under State
Support Mission as per the permissible fund allocated under the Mission. Flow of
funds under this Mission will happen as per the guidelines of the Department of
Expenditure [F.No. 1(18)/PFMS/FCD/2021, dated 09th March 2022].
6. Therefore, the Lieutenant-Governor, is pleased to order the setting up
of Monitoring and Evaluation (M&E) and Data Analytics Unit, an integral part of
the State Institution for Transformation, Puducherry functioning under the existing
Planning and Research Department.
7. This notification shall come into effect from the date of its publication
in the Official Gazette of Government of Puducherry.
8. This issues with the concurrence of the Finance Department vide
I.D. No. E.Comp. No. 16531/FD/F5/A3/FC/24-25, dated 20-01-2025.
