No Trees and Structures on the land proposed to be acquired.
3. (i)
Now, therefore, this notification is made under the provisions of sub-section (1) of section 11 of
the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement
Act, 2013 (Act No. 30 of 2013), to all whom it may concern.
(ii)
A plan of the land may be inspected in the Office of the Sub/Deputy Collector (Revenue) North-
cum-Land Acquisition Officer, Puducherry, on any working days during the working hours.
(iii)
The Government is pleased to authorize the Sub/Deputy Collector (Revenue) North-cum-Land Acquisition
Officer, Puducherry, to enter upon and survey land, take levels of any land, dig or bore into the
sub-soil and do all other acts required for the proper execution of their work as provided and
specified in section 12 of the said Act.
(iv)
As per sub-section (4) of section 11 of the said Act, no person shall make any transaction or
cause any transaction of land, i.e., sale/purchase, etc., or create any encumbrances on such land,
without the prior approval of the Sub/Deputy Collector (Revenue) North-cum-Land Acquisition
Officer, Puducherry, from the date of publication of this notification.
Objections to the acquisition, if any, may be filed by the person interested within 60 (sixty days) from the
date of publication of this notification as provided under section 15 of the said Act before the Sub/Deputy Collector
(Revenue) North-cum-Land Acquisition Officer, Puducherry.

NOTIFICATION
The Lieutenant-Governor, Puducherry, is pleased to
order the following allocation/re-allocation of subjects
among I.A.S. Officers with immediate effect:
(1) Shri. Krishna Mohan Uppu, I.A.S. (AGMUT :
2009), on having reported for duty in this
Administration on 03-06-2025 in pursuance of the
Order No. 15041/05/2023-UTS.I, dated 16-05-2025 of
the Ministry of Home Affairs, New Delhi, is appointed
as Development Commissioner-cum-Secretary to
Government and is allotted the subjects “Finance,
Revenue and Disaster Management, Relief and
Rehabilitation, Rural Development.” He is also
appointed as Chairman, DRDA.
He shall also function as the Link Officer for the
subjects of “Higher and Technical Education, School
Education, Sports and Youth Affairs and Forests and
Wildlife” until further orders.
(ii) Smt. A. Muthamma, I.A.S. (AGMUT : 2009),
Commissioner-Secretary to Government, shall in
addition to the charges already held by her, hold
charge as Project Director, Project Implementation
Agency and Nodal Officer-ADB Project.
(iii) Dr. Jayanta Kumar Ray, I.A.S. (AGMUT :
2011), Secretary to Government, shall in addition to
the charges already held by him hold charge of the
subjects “Social Welfare, Backward Classes and
Minorities Welfare and Chairman, PONCARE” with
effect from 01-07-2025. He is also appointed as
Managing Director, Pondicherry Co-operative Sugar
Mills.”
(iv) Shri. A.S.P.S. Ravi Prakash, I.A.S. (AGMUT :
2011), in pursuance of the Order No. 15041/05/
2023-UTS.I, dated 16-05-2025 of the Ministry of Home
Affairs, New Delhi, joined this Administration on
11-06-2025 and has proceeded on leave till 14th August
2025. He is appointed as District Collector and
District Magistrate, Karaikal on rejoining duty.
Shri. A. Kulothungan, I.A.S. shall hold additional
charge of the post of District Collector and District
Magistrate, Karaikal from 01-07-2025 till Shri. ASPS
Ravi Prakash, I.A.S. rejoins duty.
(v) Smt. R. Smitha, I.A.S. (AGMUT : 2011), on
having reported for duty in this Administration on
11-06-2025, in pursuance of the Order No. 15041/05/
2023-UTS.I, dated 16-05-2025 of the Ministry of Home
Affairs, New Delhi, is appointed as Secretary to
Government and is allotted the subjects “Secretary-
cum-Commissioner, Labour, Special Secretary-cum-
Director of Science, Technology and Environment and
Managing Director, REAP” with effect from 01-07-2025.
(vi) Shri Pankaj Kumar Jha, I.A.S. (AGMUT : 2011),
shall, in addition to the charges already held by him
hold charge of the subject “Economics and Statistics”
with effect from 01-07-2025
(vii) Shri R. Kesavan, I.A.S. (AGMUT : 2013),
Secretary to Government, shall in addition to the
charges already held by him hold charge as Special
Secretary (Cabinet and Confidential Department).
He shall also function as Secretary (Law) until further
orders.

(viii) Shri Mohammed Ahsan Abid, I.A.S. (AGMUT :
2014), on having reported for duty on 12-06-2025 in
pursuance of the Order No. l5041/02/2024-UTS.I,
dated 05-05-2025 of the Ministry of Home Affairs,
New Delhi, is appointed as Secretary to Government
and is allotted the subjects “Art and Culture (with
effect from 01-07-2025) and Information and
Publicity.”
(ix) Shri. A. Kulothungan, I.A.S. (AGMUT : 2017),
District Collector and District Magistrate, Puducherry-
cum-Special Secretary (Revenue) shall in addition to
charges held by him, hold charge of HRI and Waqf
with effect from 01-07-2025. He shall also hold charge
as Commissioner (Excise) until further orders.
