PRELIMINARY NOTIFICATION

[Under section 11(1) of the Right to Fair Compensation and Transparency in Land Acquisition,

Rehabilitation and Resettlement Act, 2013]

Whereas, the Government is of the opinion that an extent of 00.06.90 H.A.C land at 35 - Oulgaret Revenue

Village of Puducherry District, is required for the public purpose viz., “Construction of Masonary Drain from

Kurumbapet Housing Board to Pitchaiveeranpet, Puducherry”. The Social Impact Assessment (SIA) Study was carried

out by the Social Impact Assessment Unit and a preliminary investigation was conducted / report submitted by

a team constituted by the Special Secretary (Revenue) as laid down under section 4 of the Right to Fair Compensation

and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. The Social Impact Assessment

report was already published.

2. And whereas, The Sub / Deputy Collector (Revenue) North, Puducherry, is appointed as the Administrator

for preparation of Rehabilitation and Resettlement Scheme of the affected families and therefore, it is notified that

for the abovesaid project in 35 - Oulgaret Revenue Village of Puducherry District, the land measuring an extent of

3. (i)

Now, therefore, this notification is made under the provisions of sub-section (1) of section 11 of

the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement

Act, 2013 (Act No. 30 of 2013), to all whom it may concern.

(ii)

A plan of the land may be inspected in the Office of the Sub / Deputy Collector (Revenue)

North-cum-Land Acquisition Officer, Puducherry, on any working days during the working hours.

(iii)

The Government is pleased to authorize the Sub / Deputy Collector (Revenue) North-cum-Land

Acquisition Officer, Puducherry, to enter upon and survey land, take levels of any land, dig or

bore into the sub-soil and do all other acts required for the proper execution of their work as

provided and specified in section 12 of the said Act.

(iv)

As per sub-section (4) of section 11 of the said Act, no person shall make any transaction or

cause any transaction of land, i.e., sale / purchase, etc., or create any encumbrances on such

land, without the prior approval of the Sub / Deputy Collector (Revenue) North-cum-Land Acquisition

Officer, Puducherry, from the date of publication of this notification.

Objections to the acquisition, if any, may be filed by the person interested within 60 (sixty days) from the

date of publication of this notification as provided under section 15 of the said Act before the Sub / Deputy Collector

(Revenue) North-cum-Land Acquisition Officer, Puducherry.

Whereas, the Government is of the opinion that an

industrial dispute has arisen between the management

of M/s. TTK Healthcare Limited, Puducherry and

TTK Healthcare Employees Union represented by

Puducherry State Indian National Trade Union Congress,

INTUC, Puducherry (Reg. No. 1841/RTU/2018), over

Charter of Demands regarding wage revision, in respect

of the matter mentioned in the Annexure to this order;

And whereas, in the opinion of the Government, it is

necessary to refer the said dispute for adjudication;

Now, therefore, by virtue of the authority delegated

vide G.O. Ms. No. 20/9/Lab./L, dated 23-5-1991 of the

Labour Department, Puducherry to exercise the powers

conferred by clause (d) of sub-section (1) of section 10

of the Industrial Disputes Act, 1947 (Central Act XIV

of 1947), it is hereby directed by Secretary to

Government (Labour) that the said dispute be referred

to the Industrial Tribunal, Puducherry for adjudication.

The Industrial Tribunal, Puducherry, shall submit the

Award within 3 months from the date of issue of

reference as stipulated under sub-section (2-A) of

section 10 of the Industrial Disputes Act, 1947 and in

accordance with rule 10-B of the Industrial Disputes

(Central) Rules, 1957. The party raising the dispute shall

file a statement of claim complete with relevant

documents, list of reliance and witnesses to the

Industrial Tribunal, Puducherry within 15 days of the

receipt of the order of reference and also forward a copy

2. The tenders in two sealed covers should be addressed to the Director, Department of Women and Child

Development, Puducherry, as detailed below:

(i) Documents Cover : Should enclose documents such as self-attested photocopies of valid GSTIN,

PAN Card and Aadhaar Card.

(ii) Tender Cover : This cover should be superscripted as “Tender for purchase of unserviceable furniture

and vessels”. This cover should contain the tender amount for the unserviceable materials.

(iii) The intending tenderers should deposit an amount of 20,000 (Rupees twenty thousand only) in

cash as earnest money deposit at the time of submitting the tender covers. The above two covers along with earnest

money deposit should reach the undersigned on or before 20-08-2025 at 3.00 p.m. The tender covers received after

the due date and time will be rejected. The submission of sealed covers (i) and (ii) without earnest money deposit

will not be accepted. If, the last day of the Tender Forms submission happens to be a public holiday, the same will

be accepted on the next working day.

3. The document covers (i) alone will be opened on 20-08-2025 at 3.30 p.m. for verification of GSTIN, PAN

Card and Aadhaar Card. After verification of documents, the list of tenderers who have submitted valid documents

will be displayed on the Notice-board of this office on 21-08-2025 at 10.00 a.m.

4. The tender covers (ii) will be opened on 21-08-2025 at 11.00 a.m. The tender will be conducted in the

Training Hall (III floor) of the Department of Women and Child Development, New Saram (Opposite to LIC Office),

Puducherry. The tenderers whose names displayed on the Notice-board will be allowed to participate at the time of

opening of tender covers (ii).

5. The public vocal auction will be conducted on the spot, keeping the highest tender amount as the minimum

price for the bid of the auction.

6. If, any false representation is found during the tender / bid process, the tender/bid submitted by him /

her / them will be cancelled and the earnest money deposit will be forfeited.

7. If, any / all participants misbehave during the tender / bid process, the tenderer(s) / bidder(s) will be

removed from the place, also their tenders will be rejected and earnest money deposit will be forfeited.

8. The successful tenderer / bidder should remit the entire finalized tender amount to the Drawing and

Disbursing Officer, Department of Women and Child Development, Puducherry, immediately after finalization of the

tender. The applicable rate of GST will be charged on the finalized tender amount as per the rules.

9. The entire GST amount will be remitted into Bank by the successful tenderer / bidder through GST account

within 48 hours from the date of finalization of tender. The materials will be released only after submission of GST

challan to the Store Superintendent, Department of Women and Child Development, Puducherry.

10. The entire unserviceable materials should be removed within 48 hours after finalization of the tender /

bid at his / her / their own risk and cost. No claim on the quantity and quality of the articles will be entertained

once the tender / bid is finalized. This office will not held any responsibility for the items, once the tender / bid is

finalized. The earnest money deposit amount of successful tenderer / bidder will be released after clearing the

unserviceable materials from the respective Anganwadi Centres / Office.

11. The earnest money deposit amount of unsuccessful tenderers / bidders will be returned after the tender /

bid process is over / finalized on 21-08-2025 after 3.30 p.m.

13. In case of any dispute, the decision of the undersigned will be the final.
