GOVERNMENT OF PUDUCHERRY

CHIEF SECRETARIAT

(HIGHER EDUCATION)

(G.O. Ms. No. 16, Puducherry, dated 01st August 2025)

ORDER

Whereas, the Government of Puducherry, recognizes that students

studying in Government Schools across the Union Territory, predominantly hailing

from economically and socially disadvantaged backgrounds, often face systemic

barriers and lack access to academic and infrastructural resources available to

students in private schools;

And whereas, empirical data has revealed that such students are

significantly underrepresented in higher education and professional undergraduate

programmes in Non-NEET streams such as Engineering, Agriculture, Veterinary,

Nursing, Paramedical, Pharmacy, Law, Arts, Science and Commerce, thereby

perpetuating socio-economic inequality;
