NOTIFICATION

The Lieutenant-Governor, Puducherry, is pleased to enhance the

quantum of financial assistance for performance of marriage of poor

brides living Below Poverty Line in the Union territory of Puducherry

and for the said purpose hereby makes further amendment the rules

“Grant of Financial Assistance for performance of marriage of Poor brides

living Below Poverty Line in the Union territory of Pondicherry” notified

in G.O. Ms. No. 44/2003-Wel(SW-IV), dated 15th October 2003 of the

Chief Secretariat(Welfare), Puducherry and published in Extraordinary

Gazette No.31 dated 17th October 2003 (hereinafter referred to as the

said rules), namely:–



AMENDMENT

1. Short title and commencement.— (i) These rules may be called

“Grant of financial assistance for performance of marriage of Poor Brides

living Below Poverty Line in the Union territory of Puducherry

(Amendment) Rules, 2025”.

(ii) These rules shall extend the whole of the Union territory of

Puducherry.

(iii) It shall come into force from the date of its notification in

the Official Gazette.

2. In the said rule, in rule 4.— for the words and figures “

25, 000

(Rupees twenty-five thousand only)” the words and figures “ 35,000

(Rupees thirty-five thousand only)” shall be substituted.

3. In the said rule, in rule 5.— in sub-rule(i) & (ii) (d) of rule 5.

The following shall be substituted:

The application to get assistance under these rules shall be

submitted to the Director, Department of Women and Child

Development, Puducherry / Child Development Project Officer,

Karaikal / Officer in charge of Women and Child Development

concerned in respect of Mahe and Yanam, within 180 days of

the date of marriage along with Registration of Marriage

Certificate.

Sub-rule (ii) (d) of rule 5

Proof of Age of the Bride and Bridegroom

4. In the said rule, in rule 5.— Inclusion of sub-rule (ii) (f) & (g)

of rule 5. The following shall be included namely:–

The beneficiary need to submit the details of Bank Account,

IFSC code of Bank along with a self-attested copy of the first

page of Bank Pass Book.

Sub-rule (ii)(g) of rule 5

Mode of Payment

Payment shall be made through Direct Benefit Transfer (DBT)

via Aadhaar Payment Bridge (APB) directly into the Aadhaar

linked Bank Account of the beneficiary.

5. In the said rule, in rule 6.— in sub-para 1 and 2 of rule 6, the

following shall be substituted:

The Director, Department of Women and Child Development,

in Puducherry region / the District Collector, Karaikal in Karaikal

region / the Regional Administrator concerned in respect of

Mahe and Yanam regions shall be the Competent Authority for

selection of beneficiaries who fulfill the criteria prescribed in

these rules, on being satisfied that the applicant has fulfilled

all the condition prescribed under the rules. The Director of

Women and Child Development in Puducherry region, Child

Development Project Officer, Project-II in Karaikal region and

Officer in charge of Women and Child Development concerned

in respect of Mahe and Yanam regions, shall issue release order

for extending the assistance based on the sanction obtained from

the Government for granting such assistance.

Sub-para 2 of rule 6

Payment shall be made through Direct Benefit Transfer(DBT)

by the Deputy Director (Women Development) / Assistant

Director(Women Development) in Puducherry region / Child

Development Project Officer, Project-II in Karaikal region /

Regional Administrator concerned in respect of Mahe and

Yanam regions.

2. This issues with the concurrence of the Finance Department,

vide their I.D.E.Comp. No. 38014/FD/F5/A1/FC/2025-26, dated 14-10-2025.
