UTS.I, dated 19-12-2025 of the Ministry of Home
Affairs, New Delhi, Dr. D. Manikandan, I.A. S.,
(AGMUT:2010), Secretary to Lieutenant-Governor,
Puducherry, on promotion to Super Time Scale (Level-
14 in the Pay Matrix) with effect from 01-01-2026,
is designated as Commissioner-cum-Secretary to
Lieutenant-Governor, Puducherry. He has assumed
charge in the Super Time Scale on 01-01-2026. He shall
continue to hold charge of the subjects already held by
him.

issued by the Headmaster, Arignar Anna Government
Higher Secondary School, Kumbakonam, Thanjavur
District.
2. That before my marriage, I have renounced
Hinduism, the religion of my birth and embraced
Christian. I have renounced and relinquished my birth
name ‘Vimalasumathi’ and assumed the Christian
name by Baptism Certificate as ‘Merciya Mary .D’.
3. Whereas, my Birth name ‘Vimalasumathi’ is
mentioned in my Elector’s Photo Identity Card vide
No. TNV0219014, issued by Election Commission of
India.

name is mentioned as ‘V. Merciya Mary’ in the column
name of mother (Serial No. 5).
7. Whereas, my daughter by name Benci’s Birth
Certificate, issued by the Karaikal Municipality,
Karaikal vide Registration No. K/2020/00714, my
name is mentioned as ‘V. Merciyamari’ in the column
name of mother (Serial No. 5).
8. Whereas, my daughter by name Nancy’s Birth
Certificate, issued by the Karaikal Municipality,
Karaikal vide Registration No. KM/K/2021/001543,
my name is mentioned as ‘Merciya Mary’ in the
column name of mother (Serial No. 5).
9. Thus, all the names viz.,‘D’,
‘Merciya Mary’, ‘Vimala Sumathi’, Vimalasumathi
Dhanabal’, ‘’, ‘’,
‘V. Merciya Mary’ and ‘V. Merciyamari’ are referring
one and the same person, i.e., myself only.
10. I hereby declare that I shall at all time
hereafter in all records, deeds and writings and in all
proceedings, dealings and transactions private as
well as upon all occasions whatsoever use and sign
my name of ‘Merciya Mary’ in place and in
substitution of my former names.
