NOTIFICATION
The 26th November, 2020
No.1S(383)-Land-2017/1064.- Whereas, it appears to the Governor of Punjab that the land described
in the specification given below, is needed by the Central Government, at public expense, for a public purpose,
namely, for the construction of railway unloading siding by M/s Bharat Petroleum Corporation Limited (BPCL),
a Public Sector Undertaking under the Ministry of Petroleum and Natural Gas, Government of India, near their
existing terminal at Jalandhar. The said railway unloading siding of the said corportaion has been planned in
villages Suchipind (H.B. no. 215), Chak Hussaina Lambapind (H.B. no. 214), Dhadha (H.B. no. 216) and
Mubarakpur (H.B. no. 210) of Tehsil Jalandhar -1, District Jalandhar.
Whereas, the Social Impact Assessment (SIA) study has been carried out by the Department of Economics
and Sociology, Punjab Agriculture University, Ludhiana in project area as per Section 4 of the of the Right to
Fair Compensation and Transparency in Land Acquisition Rehabilitation and Resettlement Act 2013. The Social
Impact Assessment ascertains that out of the total area of 4407 marlas proposed to be acquired, the extent of
land owned by private owners is 4303 marlas and balance 104 marla land is under the ownership of Municipal
Corporation Jalandhar, Panchayat, Mushtarka Malkan etc. The Social Impact Assessment also ascertains that
there is no displacement of any kind. However, about 55 Trees and 14 pump houses are falling in the land
proposed to be acquired. The most significant social impact is loss of agriculture land. However, with the
mitigation measures proposed in Social Impact Management Plan (SIMP), it is concluded that the potential
benefits of the project outweigh the adverse social impact. A public hearing under section 5 of the Act of 2013
was also conducted. Subsequently, the Social Impact Assessment report has been disclosed to the public and
their representatives as per section 6 of the Act of 2013.
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 11 of the Act of 2013,
it is notified that the land/lands described in the specification given below is/are likely to be needed for the said
public purpose at public expense.

Further, in exercise of the powers conferred by section 12 of the Act of 2013, the Governor of Punjab is
pleased to authorize the Officers for the time being engaged in the undertaking with their servants and workmen
to enter upon and survey the land in the said locality and do all other acts required or permitted.
Any person interested in and having any objection to the acquisition of any land in the said locality may,
within sixty days of the publication of this notification, file an objection in writing pertaining to area and suitability
of the land proposed to be acquired before the Land Acquisition Collector -cum Sub Divisional Magistrate,
Jalandhar-I, District Jalandhar.
Plan of the land may be inspected in the office of the Sub Divisional Magistrate-cum-Land Acquisition
Collector, Jalandhar-I, District Jalandhar.
