This Punjabi movie "Shooter" is based on the life of a gangster Sukha Kahlwan who was killed

by another gangster Vicky Gounder in January 2015 when six policemen were taking Sukha Kahlwan back to

Nabha jail in a jeep after a court hearing in Jalandhar. The story of this movie has been written by Wahid

brothes, produced by Charanjeet Singh and directed by Dilsher Singh and Khushpal Singh. The movie features

Jayy Randhawa as Sukha Kahlwan. The movie shows Sukha Kahlwan's Journey from an ordinary kid to a big

name in the dark world. The title of the movie has been creatively crafted, as Sukha Kahlwan was popularly

known as a sharpshooter.

3.

Sukha Kahlwan was considered the most dreaded gangster of Punjab. There were dozens of

cases registered on his name. He was wanted by police in different states and he was involved in more than 40

criminal cases. He was booked for crimes ranging from contract killing to robbery.

4.

The Punjab & Haryana High Court on 22.07.2019 had directed the Director General of Police

in the State of Punjab, Haryana and Union Territory, Chandigarh to ensure that no songs are played glorifying

the liquor, wine, drugs and violence in any song even in live shows. The Punjabi movie "Shooter" also glorifies

the gangster/ gun culture and violence in Punjab.

may create law and order problem by holding protest demonstrations at various places in the state. This movie

may also mislead the younger generation as it is depicting the life and events of a gangster. In addition, this film

will have an impact on school children and college students as they are more influenced by this type of movie.

This movie can affect the law and order situation in Punjab as the younger generation can be influenced by

such films.

6.

Keeping in view the above mentioned provocative material in the movie, there is very strong

apprehension of disruption to peace and public tranquillity. If the movie is released for screening in Punjab, it

may lead to large scale violence and disturbing of public order. Moreover, releasing of this movie may lead to

promotion of gun/gangster culture in the state. The anti-national elements may use this situation and carry out

extremist activities in the state.

7.

Now, therefore, in exercise of powers conferred by sub-section (1) of section 6 of the Punjab

Cinemas (Regulation) Act, 1952 (Punjab Act No. XI of 1952), the Governor of Punjab is pleased to suspend the
