Subject:
Regarding constitution of State Level Dispute Settlement Committee for the purpose of
resolving disputes between Thermal Power Plants and users of fly ash or manufacturer
of ash based products.
In exercise of the powers conferred by sub-section (1) and clause (V) of sub section (2) of section (3)
of the Environment (Protection) Act 1986 (29 of 1986) read with Clause (d) of sub-rule (3) of rule (5) of the
Environment (Protection) Act 1986, and in supersession of the notification no. 50 763 (E) dated 14th September,
1999 except as respect things done or omitted to be done before such supersession, the Ministry of Environment,
Forests & Climate Change, Govt. of India has issued notification no. SO 1581(E) dated 31.12.2021 on the
utilization of fly ash generated from coal or lignite thermal power plants.
As per para E(4) of the notification no. SO 1581(E) dated 31.12.2021 for the purpose of resolving
disputes between thermal power plants and users of ash or manufacturer of ash based products, the State
Governments or UT Administration shall constitute a Committee within three months from the date of publication
of this notification under the Chairman, State Pollution Control Board (SPCB) or Pollution Control Committee
(PCC) with representatives from Department of Power, and one representative from the Department which
deals with the subject of concerned agency with which dispute is made.
Now, therefore, in order to comply with the provisions of the said notification no. SO 1581(E) dated
31.12.2021, a committee of the following members is hereby constituted for the purpose of resolving disputes
between thermal power plants and users of ash or manufacturer of ash based products:
