In Supersession of the Labour Commissioner’s orders No. SO/24749-99, Dated 12.12.1994. The Labour

Commissioner cum Director of Factories is hereby declared as Competent authority to take all the decision with

respect to de-reserving of the industries/Factories under the Factories Act 1948.

There should not be any delegation of power in such cases.
