Punjab Government Notifications and Orders
( 1737 )
OFFICE OF DEPUTY INSPECTOR GENERAL OF PRISONS-CUM-SUPERINTENDENT,
HEADQUARTER JAIL PATIALA.
ORDER
The 16th May, 2025
No. 38.-Shri Tarlok Singh, Warder No. 868, was assigned to internal night patrol duty at Central Jail,
Ludhiana, between 01:00 AM and 03:00 AM on the night of 08/09 May 2025. At approximately 01:50 AM,
while reporting for duty at the main gate, he was subjected to a routine security frisk conducted by the Central
Reserve Police Force (CRPF) personnel deployed at the facility for surveillance purposes. The search was
carried out in the presence of Head Warder Swaranjit Singh (No.3641) and Gate Sentry Warder Gurdeep
Singh (No.831). During the course of the search, the following prohibited items were recovered from Shri
Tarlok Singh Warder, found concealed within his undergarments:
I.
Six (06) Keypad Mobile Phones.
II.
One (01) White-colored data cable, and
III.
Nine hundred (900) orange-colored intoxicating tablets.
In view of this grave dereliction of duty and serious misconduct, Shri Tarlok Singh was immediately
placed under suspension by the orders of the Superintendent, Central Jail, Ludhiana, vide Order No. 3795 dated
09.05.2025 was registered against the Futhermore, an FIR bearing No. 126 dated 09.05.2025 was registered
against the aforesaid delinquent employee under Section 22 of the Narcotic Drugs and Psychotropic
Substances(NDPS) Act and Section 52-A (1) of the Prisons Act at Police Station Divisin No. 7, Ludhiana.
As per the findings of the preliminary enquiry, on the night of 08/09 May 2025, Shri Tarlok Singh,
Warden, attempted to smuggle the aforementioned prohibited items into the jail premises with the intent to
supply them to inmates. This act constitutes a clear violation of the Punjab Prison Rules, 2022 specifically, but
not limited to, Rules 35.113, 35.115, 35.129, 35.137, and 35.143 (i), (ii), (iv), and (x). Furthermore, his actions
amount to gross misconduct and are in contravention of Rules 3, sub-rules (i), (ii), and (iii) of the Punjab
Government Employees (Conduct) Rules, 1966.
Whereas, it was well within the knowledge of Shri Tarlok Singh, Warder, that involvement in anti-social
activites is strictly prohibited for any citizen, and more so for a goverment employee. Despite being fully aware
of the jail regulations and his duty as Warder obligations as a uniformed official, he willfully contravened both
legal and departmental provisions by attempting to smuggle six (60) mobile phones, one (01) data cable, and
nine hundered (900) intoxicating tablets into the prison premises. Such conduct is severely detrimental to both

public interest and the security of the State. The consumption and distribution of narcotic substances constitute
a grave social menace, with far-reaching adverse effects on future generations. By endeavoring to introduce
these contraband items into the prison, the delinquent not only committed a serious offence but also posed a
significant threat to institutional security. His actions facilitated the potential for hardened inmates to carry out
illegal activities from within the jail using mobile communication, often in collusion with smugglers and
anti- national elements outside the prison thereby endangering public order and national security.
Thus, by engaging in collusion with prison inmates, Shri Tarlok Singh has committed the Gravest Act of
Misconduct, demonstrating a flagrant disregard for his officail responsibilities and severely undermining the
integrity and reputation of the Jail Department. His actions amount to a gross violation of the principles of
loyalty, trust, and fidelity expected of a public servant. Such egregious misconduct renders his continuation in
government service untenable, and is wholly incompatible with the standards of public trust and the broader
interest of the State and society.
Under ordinary circumstances, I would have intiated a departmental inquiry against Shri Tarlok Singh,
Warderm and taken appropriate disciplinary action. However, in light of the serious nature of the misconduct
and the prevailing circumstances, I am of the considered opinion, after due application of mind, that it is not
reasonably practicable to conduct a departmental inquiry against him. Given the gravity of the situation, it is
highly unlikely that any individual would come forward to testify against Shri Tarlok Singh, as doing so would
expose witnesses to substantial threats to their life and personal security. And whereas, the competent authority,
after careful consideration of the gravity of the acts of omission and commission committed by Shri Tarlok
Singh, Warder, is of the firm view that there is no justification for his continued service at Central Jail, Ludhiana.
Shri Tarlok Singh has fundamentally betrayed the trust and responsibilities entrusted to him by law and departmental
regulations, as evident from the facts that have emerged. The competent authority concludes that the misconduct
exhibited by Shri Tarlok Singh is of such a magnitude that the severest penalty permissible by law is warranted.
I, Surinder Singh, Deputy Inspector General of Prison, Patiala Circle- Cum-Superintendent, Headquarters,
Jail Patiala, being the competent authority under Rule 15(1) read with Annexure B of the Punjab Jails Department
State service (Class III) Executive Rules, 1963, hereby invoke the provisions of Article 311(2)(b) of the Constitution
