No.HOME-HM-50LAND/3/2026-4H5/105.- Whereas it appears to the Governor of Punjab that
the land described in the specification given below, is needed by the Government of Punjab, at public
expense, for a public purpose, namely, for Construction of Lateral Roads project in Punjab along
Indo-Pakistan Border at Village Dhala (181), Cheena Bidhi Chand (189), Naushehra (177) which falls
under Sub Division Tarn Taran, Tehsil & District Tarn Taran in the affected area. For the said purpose, the
State of Punjab has proposed to acquire 429.6565 area Sq.Mtr in above said Villages, Tehsil & District Tarn
Taran, namely:-

Whereas the Social Impact Assessment Study for the above said purpose, has to be carried out in
Village Dhala (181), Cheena Bidhi Chand (189), Naushehra (177) Tehsil & District Tarn Taran, by the
Department of Sociology and Social Anthropology of the Panjab University, Chandigarh. The main
objective of carrying out the Social Impact Assessment study, is to assess the socio-economic indicators
of the project area and to prepare a Social Impact Management Plan, such as:-
(i)
to assess whether the proposed acquisition serves public purpose;
(ii)
to assess the number of affected families and number of families among them likely to be
displaced;
(iii)
to understand extent of land public and private, houses, settlement and other common
properties likely to be affected by proposed acquisition;
(iv)
the extent of land proposed for acquisition is the absolute bare-minimum extent needed
for the project;
(v)
whether the land acquisition at an alternate place has been considered and found not
feasible; and
(vi)
to study social impacts of the project and the nature and cost of addressing them and
impact of these costs on the overall costs of the project vis-a-vis the benefits of the project.
Now, therefore, in exercise of the powers conferred by sub-section (1) of Section 4 of the Right to
Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013
(Central Act No. 30 of 2013), and all other powers enabling him in this behalf, the Governor of Punjab is
pleased to direct the Department of Sociology and Social Anthropology, Panjab University, Chandigarh to
carry out the Social Impact Assessment Study in consultation with Panchayat of Village Dhala (181),
Cheena Bidhi Chand (189), Naushehra (177), Tehsil & District Tarn Taran.
The Social Impact Assessment Study shall commence from the date of this notification and shall
be completed within a period of six months.
Any person interested in the manner of Social Impact Assessment Study, may contact the
Department of Sociology and Social Anthropology, Panjab University, Chandigarh.
