महामहहम्‍ राज्यपाल्‍ महोदय्‍ द्वारा्‍ जारी्‍ ककया्‍ गया्‍ ननम्नललखित्‍ आदेश्‍ सावणजननक्‍ जानकारी्‍ के्‍

ललए्‍प्रकालशत्‍ककया्‍जाता्‍ह ैः-

्‍्‍्‍्‍्‍संख््‍या्‍प7(1)ववतत/ववआएवंआमा/एसएफसी/2024 :-भारत के संवविान के अनुच्छेद 243-आई और

243-वाई तथा राजस्थान पंचायती राज अधिननयम, 1994 और राजस्थान नगरपाललका अधिननयम, 2009

के उपबन्िों के अनुसरण में राज्यपाल राज्य ववत्त आयोग का गठन करते हैं, जो श्री अरूण चतुवेदी,

अध्यक्ष तथा श्री नरेश कुमार ठकराल, से.नन. आईएएस सदस्य सधचव से लमलकर बनेगा।

2.

आयोग के अध्यक्ष और सदस्य सधचव इस अधिसूचना की तारीख से डेढ़ वर्ष की कालावधि के

ललए पद िारण करेंगे।

3. आयोग सभी स्तरों पर पंचायतों की ववत्तीय स्स्थनत का पुनववषलोकन करेगा और ननम्नललखखत

ववर्यों के संबंि में लसफाररश करेगााः-

(क) ऐसे लसद्धान्त स्जनसे ननम्नललखखत शालसत होंगेाः

(i)

राज्य द्वारा उदग्रहणीय ऐसे करों, शुल्कों, पथकरों और फीस के शुद्ध आगमों का

राज्य और सभी स्तरों पर पंचायतों के मध्य ववतरण, जो संवविान के भाग-9 के

अिीन उनके मध्य ववभास्जत ककये जा सकेंगे और ऐसे आगमों का सभी स्तरों की

पंचायतों के मध्य उनके अपने-अपने अंशों का आबंटन;

(ii)

ऐसे करों, शुल्कों, पथकरों और फीसों का अविारण, जो सभी स्तरों पर पंचायतों को

समनुदेलशत ककये जा सकेंगे या उनके द्वारा ववननयोस्जत ककये जा सकेंगे; और

(iii) राज्य की संधचत ननधि में से सभी स्तरों पर की पंचायतों को सहायता अनुदान।

(ख) पंचायतों की ववत्तीय स्स्थनत सुिारने के ललए आवश्यक अध्युपाय।

4.

आयोग सभी स्तरों पर नगरपाललकाओं की ववत्तीय स्स्थनत का पुनववषलोकन भी करेगा और

ननम्नललखखत ववर्यों के संबंि में लसफाररश करेगााः-

(क) ऐसे लसद्धान्त स्जनसे ननम्नललखखत शालसत होंगेाः-

(i) राज्य द्वारा उदग्रहणीय ऐसे करों, शुल्कों, पथकरों और फीसों के शुद्ध आगमों का राज्य

और नगरपाललकाओं के मध्य ववतरण, जो संवविान के भाग-9क के अिीन उनके मध्य

ववभास्जत ककये जा सकेंगे और ऐसे आगमों का सभी स्तरों की नगरपाललकाओं के

मध्य उनके अपने-अपने अंशों का आबंटन;

(ii) ऐसे करों, शुल्कों, पथकरों और फीसों का अविारण, जो नगरपाललकाओं को समनुदेलशत

ककये जा सकेंगे या उनके द्वारा ववननयोस्जत ककये जा सकेंगे; और

(iii) राज्य की संधचत ननधि में से नगरपाललकाओं को सहायता अनुदान।

(ख) नगरपाललकाओं की ववत्तीय स्स्थनत सुिारने के ललए आवश्यक अध्युपाय।

5.

आयोग, अपनी लसफाररशें करने में, अन्य बातों के साथ-साथ ननम्नललखखत को भी ध्यान में

रखेगा, अथाषत ाः

(i) राज्य के ववत्तीय संसािन और उस पर मांग ववर्ेर्कर नागररक प्रशासन, पुललस और

न्यानयक प्रशासन, लशक्षा, पूंजीगत पररसम्पस्त्तयों का अनुरक्षण, सामास्जक कल्याण,

ऋण सेवा पर व्यय और अन्य प्रनतबद्ध व्यय या राज्य सरकार के दानयत्वों के

सम्बन्ि में और पूंजी लेखे पर राज्य की प्रनतबद्धता एवं राज्य सरकार की अन्य

प्रनतबद्धताओं के ललए राजस्व लेखे में पयाषप्त अधिशेर् उत्पन्न करने की आवश्यकता;

(ii) स्थानीय सरकारों को उनके संसािनों में 16वें ववत्त आयोग की लसफाररशों के अिीन

उपलब्ि अनुदानों का समायोजन;

(iii) स्थानीय सरकारों द्वारा उद्गृहीत करों और राजस्वों, और उपयोक्ता प्रभारों के वपछले

पांच वर्ों के दौरान ककये गये संग्रहण के स्तर के आिार पर 01.04.2025 से प्रांरभ

होने वाले पांच वर्ों के ललए स्थानीय सरकारों के राजस्व संसािन;

(iv) पृथक-पृथक करों में अंश के स्थान पर राज्य की स्वयं की शुद्ध कर प्रास्प्तयों के

आिार पर, स्थानीय सरकारों को राज्य सरकार से ववत्तीय अंतरण; और

(v)

ऐनतहालसक रूझानों के आिार पर पूवाषनुमान करने के बजाय व्यय के ननिाषरण में

ननयामक दृस्टटकोण।

6.

ववलभन्न मामलों पर लसफाररशें करने में, आयोग ऐसे समस्त मामलों में, जहां जनसंख्या करों

और शुल्कों और सहायता अनुदानों के न्यागमन के ननिाषरण के ललए एक कारक के रूप में है,

वहां 2011 जनगणना की जनसंख्या को अंगीकृत करेगा,

आयोग उन आिारों को उपदलशषत और उपलब्ि करवायेगा स्जन पर उसके ननटकर्ष आिाररत है

तथा स्थानीय सरकारों के प्रास्प्तयों और व्यय के प्राक्कलन ककया गया है।

8.

आयोग, ऐसे उपान्तरणों के साथ जो आवश्यक हों, भारत सरकार के 13वें ववत्त आयोग द्वारा

सुझाये गये आदशों के आिार पर अपनी ररपोटष तैयार करेगा।

9.

आयोग अपने कायषकाल की समास्प्त अथवा समास्प्त के पूवष, एक अप्रैल, 2025 से प्रारंभ होने

वाले पांच वर्ों की कालावधि के ललए, उपयुषक्त प्रत्येक मामले पर, अपनी ररपोटष (अंग्रेजी और

हहन्दी में) उपलब्ि करवायेगा।

NOTIFICATION

Jaipur, August 01, 2025

The following order made by the Governor is published for general information: -

ORDER

No. F7(1)FD/FC&EAD/SFC/2024 .-In pursuance of the provision of Articles 243-I and

243-Y of the Constitution of India and the Rajasthan Panchayati Raj Act, 1994 and the

Rajasthan Municipalities Act, 2009 the Governor is pleased to constitute a State Finance

Commission with Shri Arun Chaturvedi, as the Chairman and Shri Naresh Kumar Thakral,

Retd. IAS as Member Secretary.

2.

The Chairman and Member Secretary of the Commission shall hold office for a period

of one and half year from the date of the notification.

3.

The Commission shall review the financial position of the Panchayats at all levels and

make recommendations as to:

(a) the principles which should govern:

(i)

the distribution between the State and the Panchayats at all levels of net

proceeds of taxes, duties, tolls and fees leviable by the State, which may

be divided between them under Part-IX of the Constitution and

allocation between Panchayats at all levels of their respective shares of

such proceeds;

(ii)

the determination of taxes, duties, tolls and fees which may be assigned

to, or appropriated by, the Panchayats at all levels; and

(iii)

the grants-in-aid to the Panchayats at all levels from the Consolidated

Fund of the State.

(b)

the measures needed to improve financial position of the Panchayats.

4.

The Commission shall also review financial position of the Municipalities at all levels

and make recommendations as to:

(a) the principles which should govern:

(i)

the distribution between the State and the Municipalities of net proceeds

of taxes, duties, tolls and fees leviable by the State, which may be

divided between them under Part-IX-A of the Constitution and

allocation between the Municipalities at all levels of their respective

shares of such proceeds;

(ii)

the determination of taxes, duties, tolls and fees which may be assigned

to, or appropriated by, the Municipalities; and;

(iii)

the grants-in-aid to the Municipalities from the Consolidated Fund of the

State.

(b)

the measures needed to improve financial position of the Municipalities.

5.

In making its recommendations, the Commission shall have regard, among other

considerations, to:

(i) financial resources of the State and demands thereon, on account of expenditure

on Civil Administration, Police and Judicial Administration, Education,

Maintenance of Capital Assets, Social Welfare, Debt Servicing and other

committed expenditure or liabilities of the State Government and need to

generate adequate surplus on revenue account for State’s commitments on

capital account and other commitments of the State Government;

(ii) adjustment of grants available to the Local Governments under the

recommendations of the 16th Finance Commission in their resources;

(iii) revenue of the resources of the Local Governments for five years commencing

from 01.04.2025 on the basis of level of collection made during preceding five

years taxes and revenues, and user charges, levied by the Local Governments;

(iv) fiscal transfers from the State Government to Local Governments based on net

own tax receipts of the State in place of share in individual taxes; and

(v) a normative approach in the assessment of expenditure rather than making

forecasts based on historical trends.

6.

In making the recommendations on various matters, the Commission shall adopt the

population of census 2011 in all cases where population is regarded as a factor for

determination of devolution of taxes and duties and grants-in-aid.

7.

The Commission shall provide and indicate the bases on which it has arrived at its

findings, estimates of receipts and expenditure of the Local Governments.

8.

The Commission shall prepare its report on the basis of Templates suggested by the

13^th Finance Commission of Government of India, with such modifications as may be

necessary.

9.

The Commission shall make its report (in English and Hindi) available on or before

expiry of its term, on each of the matter aforesaid, covering a period of five years

commencing from 1^st April, 2025.
