जी.एस.आर.99्‍:-भारत के रंववधान के ननुच्छेे 309 के पर्‍तुक द्वारा प्रेत्त ोम्ततयों का

प्रयोग करते हुए राजस्ाान के राज्यपाि, राजस्ाान नलभयांत्रिकी नध नस्ा रेवा (लरंचाई ोाखा) र्नयम,

1967 को और रंोोधधत करने के लिए, इरके द्वारा र्नम्नलिखखत र्नयम बनाते हैं, नााित्:-

1. संक्षिप्त्‍नाम्‍और्‍प्रारम्भ.- (1) इन र्नयमों का नाम राजस्ाान नलभयांत्रिकी नध नस्ा रेवा

(लरंचाई ोाखा) (रंोोधन) र्नयम, 2025 है।

(2) ये राजपि में इनके प्रकाोन की तारीख रे प्रवृत्त होंगे।

2. ननयम्‍2्‍का्‍संशोधन.- राजस्ाान नलभयांत्रिकी नध नस्ा रेवा (लरंचाई ोाखा) र्नयम, 1967,

म्ज्‍हें इरमें इरके पश्चात् उतत र्नयमों के ूपप में र्नदेि्ट ककया गया है, के र्नयम 2 में, ववद्यमान

खण्ड (क) के पश्चात् और ववद्यमान खण्ड (ख) रे पनवि, र्नम्नलिखखत नया खण्ड (कक) नंतःस्ाावपत

ककया जायेगा, नााित्ः-

“(कक) “बोडि” रे राजस्ाान कमिचारी चयन बोडि नलभप्रेत है;”

ननयम्‍ 7्‍ का्‍ संशोधन.- उतत र्नयमों के र्नयम 7 के उप-र्नयम (3) में,

ववद्यमान

नलभव्यम्तत “र्नयुम्तत प्राधधकारी”, के स्ाान पर नलभव्यम्तत “र्नयुम्तत प्राधधकारी/बोडि” प्रर्तस्ाावपत की

जायेग ।

4. ननयम्‍14्‍का्‍संशोधन.- उतत र्नयमों के र्नयम 14 में,-

(i)

ववद्यमान नलभव्यम्तत “दयोग/र्नयुम्तत प्राधधकारी” के स्ाान पर,

नलभव्यम्तत

“दयोग/बोडि/र्नयुम्तत प्राधधकारी” प्रर्तस्ाावपत की जायेग ।

(ii) खण्ड (क) में, ववद्यमान नलभव्यम्तत “दयोग”, जहां कहीं भ दय हो, के स्ाान पर,

नलभव्यम्तत “दयोग/बोडि” प्रर्तस्ाावपत की जायेग ।

5. ननयम्‍16्‍का्‍संशोधन.- उतत र्नयमों के र्नयम 16 में,

(i) ववद्यमान नलभव्यम्तत “दयोग”, जहां कहीं भ दय हो, के स्ाान पर, नलभव्यम्तत

“दयोग/बोडि” प्रर्तस्ाावपत की जायेग ; और

(ii) ववद्यमान नलभव्यम्तत “यदे उरे ववज्ञावपत ररम्ततयों के 50 प्रर्तोत रे ननधधक की

नर्तररतत दवश्यकता की रनचना चयन के पनवि प्राप्त हो जाये,” के स्ाान पर नलभव्यम्तत

“यदे उ्‍हें/उरे ववज्ञावपत ररम्ततयों के 50 प्रर्तोत रे ननधधक की नर्तररतत दवश्यकता

की रनचना चयन के पनवि प्राप्त हो जाये,” प्रर्तस्ाावपत की जायेग ।

6. ननयम्‍17्‍का्‍संशोधन.- उतत र्नयमों के र्नयम 17 में, ववद्यमान नलभव्यम्तत “दयोग”

जहां कहीं भ दय हो, के स्ाान पर, नलभव्यम्तत “दयोग/बोडि” प्रर्तस्ाावपत की जायेग ।

7. ननयम्‍18्‍का्‍संशोधन.- उतत र्नयमों के र्नयम 18 में, ववद्यमान नलभव्यम्तत “दयोग”

8. ननयम्‍19्‍का्‍संशोधन.- उतत र्नयमों के र्नयम 19 में, ववद्यमान नलभव्यम्तत “दयोग”

9. ननयम्‍20्‍का्‍संशोधन.- उतत र्नयमों के र्नयम 20 में, ववद्यमान नलभव्यम्तत “दयोग”

10. अनुसूची-1्‍का्‍संशोधन.- उतत र्नयमों रे रंिग्न ननुरनच -1 में, ो र्ि ग्रुप-III के नध न,

ववद्यमान क्रम रंखयांक 3 और उरकी प्रववम््ट यों के स्ाान पर र्नम्नलिखखत प्रर्तस्ाावपत ककया

जायेगा नााित्ः-

4. लसंचाई्‍जि्‍ननकासी्‍अधधननयम्‍और्‍राजसव्‍मैनुअिः इर प्रश्नपि में राजस्ाान लरंचाई और जि

र्नकार नधधर्नयम, 1954, राजस्ाान लरंचाई और जि र्नकार र्नयम 1955, और नद्यतन रंोोधन रे

रंबंधधत प्रश्न न्‍तववि्ट होंगे। इरमें राजस्ाान ररकार के देेोों के मैनुनि और उरके नद्यतन

रंोोधन में रे प्रश्न भ रम्म्मलित होंगे।

5. लसंचाई्‍सुधार्‍उद्‍ग्रहण्‍की्‍वसूिीः इर प्रश्नपि में लरंचाई ेेयों एवं रुधार उद् ग्रहण की वरनिी के

लिए राजस्ाान ररकार द्वारा नधधकधात र्नयमों में रे प्रश्न होंगे।

6. आधारभूत्‍कम्प्यूटरः ऑपरेदट ंग लरस्ट म, एम.एर. ऑकफर (वडि, एतरेि/स्प्रेडो ट , पावर पॉइ्‍ट का

एतरपोजर)

7. राजसथान्‍का्‍भूगोि, संसकृनत्‍और्‍उसकी्‍राज्य-व्यवसथाः राजस्ाान के राज्यपाि, राज्य ववधानरभा,

उच्च ्‍यायािय, राजस्ाान िोक रेवा दयोग, म्जिा प्रोारन, राज्य मानव नधधकार दयोग, राज्य

दट प्पण : रभ प्रश्न पिों में कुि 10 प्रश्न होंगे, म्जनमें रे कक्‍हीं पांच प्रश्नों के उत्तर ेेने

नर्नवायि होंगे। रभ प्रश्नों के रमान नंक होंगे।

फाउन्डेशन्‍ पाठ्यक्रम: रफि और चयर्नत नभ्यधाियों को र्नयुम्तत के पश्चात् र्नम्नानुरार

कायिक्रम ननुरार त न मार की कािावधध के लिए फाउ्‍डेोन पाठ्यक्रम और व्यवहाररक प्रलोक्षण

करना होगाः

(1) नभ्यधाियों को 15 देनों की कािावधध के लिए म्जिेारों के कायािय में उपम्स्ात होना

होगा, म्जरके ेौरान वे ववलभ्‍न प्रूपपों जैरे ोुर्द्करण, खतौन , ढािबाच, डडमांड म्स्िप, लरयाह प्रूपप, रर े

पुम्स्तका प्रूपप, चािान प्रूपप और चक योजनाओं के ज्ञान रे नवगत कराया जायेगा।

(2) म्जिेार कायािय रे प्रारम्म्भक जानकारी के पश्चात् नभ्यधाियों को फील्ड रेर्नंग के लिए

र्नेेलोत ककया जायेगा जहां वे पट वारी के राा जुड़े रहेंगे। यह प्रस्ताववत है कक प्रत्येक पट वारी के राा

ेो रे त न नभ्याी क्षेि य प्रलोक्षण के लिए जुडे रहेंगे। पट वारी के राा जुड़े रहने की नवधध ेो मार

होग । पट वारी नभ्यधाियों को ोुर्द्करण, खतौन , ढािबाच, डडमांड म्स्िप, कृर्कों को रर े जारी करने,

स्याह प्रूपप में प्रववम््ट , और चािान ददे में प्रववम््ट यां करने के कायि में मागिेोिन करेंगे। नभ्यधाियों

को फील्ड में वगि, ब घा का क्षेिफि की पहचान भ बताय जायेग ।

फील्ड में व्यवहाररक प्रलोक्षण िेने के पश्चात्, नभ्यधाियों रे, पुनः 15 देन के लिए म्जिेार के

कायािय में मतािबा तैयार करने रंबंध ज्ञान िेना, नपेक्षक्षत होगा।"

G.S.R.99 .-In exercise of the powers conferred by the proviso to Article 309 of the

Constitution of India, the Governor of Rajasthan hereby makes the following rules further to

amend the Rajasthan Engineering Subordinate Service (Irrigation Branch) Rules, 1967, namely:-

1. Short title and commencement.- (1) These rules may be called the Rajasthan

Engineering Subordinate Service (Irrigation Branch) (Amendment) Rules, 2025.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Amendment of rule 2.- In rule 2 of Rajasthan Engineering Subordinate Service

(Irrigation Branch) Rules, 1967, hereinafter referred to as the said rules, after the existing clause

(a) and before the existing clause (b), the following new clause (aa) shall be inserted namely:-

"(aa) "Board" means the Rajasthan Staff Selection Board;"

3. Amendment of rule 7.- In sub-rule (3) of rule 7 of the said rules, for the existing

expression "by the Appointing Authority”, the expression "by the Appointing Authority /Board”

shall be substituted.

4. Amendment of rule 14.- In rule 14 of the said rules,-

(i) for the existing expression "Commission/Appointing Authority”, the expression

˝Commission/Board/Appointing Authority” shall be substituted; and

(ii) In clause (a), for the existing expression ˝Commission”, wherever occurring, the

expression ˝Commission/Board” shall be substituted.

5. Amendment of rule 16.- In rule 16 of the said rules,

10. Amendment of Schedule-I.- In Schedule-I appended to the said rules, under heading

11. Substitution of Schedule-III.- The existing Schedule-III appended to the said rules

shall be substituted by the following, namely:-

5% for the candidates belonging to the Scheduled Castes and Scheduled Tribes.

4. Irrigation Drainage Act & Revenue Manual: This paper will consist of the question

from Rajasthan Irrigation and drainage Act, 1954, Rajasthan Irrigation and drainage Rules 1955,

and its upto date amendments. It will also include the question from Manual of orders of

Rajasthan Government and its upto date amendments.

5. Realisation of Irrigation betterment levy: This paper will consist of the questions

from rules laid down by Government of Rajasthan for realisation of Irrigation dues & betterment

levy.

6. Basic Computer: Operating System, MS-Office (Exposure of word, Excel/

Spreadsheet, Powerpoint).

7. Geography, culture and polity of Rajasthan: Administrative system of Rajasthan

NOTES: There will be 10 questions in all the question papers, out of them any five

questions will have to be answered. All the questions will carry equal marks.

FOUNDATION COURSE : The successful and selected candidate will have to

undergo for foundation course and practical training for a period of three months after

appointment as per programme as under:

(1) The candidates will be attending to the office of Ziledars for a period of 15 days

during which they will be acquainted with the different Forms i.e. Shudkar, Khatauni, Dalbach,

Demand slip, Siah Forms, Receipt Book Forms, Challan Forms & Knowledge of chak-plans.

(2) After having the primary knowledge from the Ziledar office, the candidates will be

directed to the field training where they will be attached with the Patwaries.It is proposed that 2

to 3 candidates will be attached with each Patwari for training in the field. The duration of

attachment with the Patwari will be of two months. The Patwari will be guiding the candidates

for the work of making entries in Shudkar, Khatauni, Dalbach, Demand Slip, issue of receipt of

Cultivators, entry in Siah Forms and Challan etc. The candidates will also be told to identify

areas of Square, Bighas in the field.

After taking practical training in the field, the candidates will again be required to attend the office

of the Ziledar for a period of 15 days, to have the knowledge of preparing Matalba.”
