187 के खÖड (3)Ùवारा Ĥद× त शिÈतयɉ का

Ĥयोग करते हएु राजèथान राÏ य के राÏयपाल, राजèथान ͪवधान सभा के अÚय¢ से परामश[ करने के

पæ चात्,राजèथान ͪवधान सभा सͬचवालय (भतȸ तथा सेवा कȧ शतɏ) Ǔनयम, 1992 को और संशोͬधत

करने के ͧलए, इसके Ùवारा Ǔनàनͧलͨखत Ǔनयम बनाते हɇ, अथा[त् :-

1. संͯ¢Üत नाम और Ĥारंभ.- (1) इन Ǔनयमɉ का नाम राजèथान ͪवधान सभा सͬचवालय (भतȸ

तथा सेवा कȧ शतɏ) (संशोधन) Ǔनयम, 2026 है।

(2) ये राजपğ मɅ इनके Ĥकाशन कȧ तारȣख से Ĥव× त

ृ

हɉगे।

2. Ǔनयम 2का संशोधन.- राजèथान ͪवधान सभा सͬचवालय (भतȸ तथा सेवा कȧ शतɏ)

Ǔनयम,1992, िजÛ हɅ इसमɅ इसके पæ चात् उÈ त Ǔनयमɉ के Ǿप मɅ ǓनǑद[ç ट ͩकया गया है, के Ǔनयम 2

के खÖ ड (च) मɅ, ͪवÙयमान उप-खÖ ड (ii) के पæ चात् Ǔनà नͧलͨखत नया खÖ ड (iii) जोड़ा जायेगा,

अथा[त्:-

“(iii) सͬचवालय के बाहर, संघ के या ͩकसी राÏ य अथवा सांͪवͬधक Ǔनकाय के काय[कलाप के संबंध मɅ

सेवारत ͩकसी å यिÈत के ͪवशेष चयन Ùवारा;”।

3. Ǔनयम 4 का संशोधन.- उÈ त Ǔनयमɉ के Ǔनयम 4 के उप-Ǔनयम (1) के खÖ ड (ख) मɅ,

ͪवÙयमान अͧभå यिÈत “ͩकसी å यिÈत के è थानाÛ तरण या ĤǓतǓनयिÈत

ु

Ùवारा” के è थान पर

अͧभå यिÈत, “ͩकसी å यिÈत के è थानाÛ तरण, ĤǓतǓनयिÈत

ु

या ͪवशेष चयन Ùवारा” ĤǓतè थाͪपत कȧ

जायेगी।

4. अनसची

सͬचवालय सेवा के अधीन,-

(i)

Đम संÉ यांक 20 के सामने è तंभ संÉ यांक 7 मɅ, ͪवÙयमान मद (ख) के è थान पर Ǔनà नͧलͨखत

ĤǓतè थाͪपत ͩकया जायेगा, अथा[त्:-

“(ख) è थानाÛ तरण/ ĤǓतǓनयिÈत

/ ͪवशेष चयन के माÚ यम से ǓनयिÈत

के मामलɉ मɅ, राजè थान

सͧमǓत Ùवारा ͩकये गये चयन से भरा जायेगा। अß यथȸ भारत मɅ ͪवͬध Ùवारा è थाͪपत ͩकसी

ͪवæ वͪवÙयालय से è नातक होने चाǑहए, 45 वष[ कȧ आयु ĤाÜ त ͩकये हएु नहȣं होने चाǑहए और

(vii) Đम संÉ यांक 21 के सामने è तंभ संÉ यांक 4 मɅ, ͪवÙयमान Ĥͪविçटयɉ के è थान पर Ǔनà नͧलͨखत

ĤǓतè थाͪपत ͩकया जायेगा, अथा[त्:-

“(क) भारत मɅ ͪवͬध Ùवारा è थाͪपत ͩकसी ͪवæ वͪवÙयालय से è नातक; और

(ख) राजè थान अधीनè थ पͧलस सेवा से उप

ु

-Ǔनरȣ¢क िजसे उप-Ǔनरȣ¢क के पद पर Û यूनतम

तीन वष[ का अनभव हो और जो राजè था

ु

न ͪवधानसभा सͬचवालय मɅ कम से कम एक वष[ से

ǓनरÛ तर काय[रत हो”।

NOTIFICATION

Jaipur, January 07, 2026

G.S.R.132 .-In exercise of the powers conferred by clause (3) of Article 187 of the

Constitution of India, the Governor of the State of Rajasthan, after consultation with the

Speaker of the Rajasthan Legislative Assembly, hereby please to make the following rules

further to amend the Rajasthan Legislative Assembly Secretariat (Recruitment and Conditions

of Service) Rules, 1992, namely:-

1. Short title and commencement.- (1) These rules may be called the Rajasthan

Legislative Assembly Secretariat (Recruitment and Conditions of Service)(Amendment) Rules,

2026.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Amendment of rule 2.-In clause (f) of rule 2 of the Rajasthan Legislative Assembly

Secretariat (Recruitment and Conditions of Service) Rules, 1992, hereinafter referred to as the

said rules, after the existing sub-clause (ii), the following new clause (iii) shall be added,

namely:-

"(iii) by special selection of a person serving, outside the Secretariat, in connection with the

affairs of the Union or of a State or Statutory body;"

3. Amendment of rule 4.- In clause (b) of sub-rule (1) of rule 4 of the said rules, for the

existing expression "transfer or deputation of a person", the expression "transfer, deputation or

special selection of a person" shall be substituted.

4. Amendment of Schedule.- In Schedule appended to the said rules, under the head

Rajasthan Vidhan Sabha Secretariat Service,-

(i) in column number 7 against serial number 20, the existing item (b) shall be substituted by

the following, namely:-

“(b) In cases of appointment through transfer/deputation/special selection from the post

of an officer drawing pay in the pay level L-19 of the Rajasthan Police Service or

from the officers of Military/Para-Military Forces drawing pay in one scale lower or

equivalent to the pay level L-19 of the Rajasthan Police Service and having not less

than five years' of working experience on such post in the Rajasthan Police Service

or in the Military/Para-Military Forces, as the case may be.”;

(ii) in column number 7 against serial number 20, after item (b), so substituted, the following

new item (c) shall be added, namely:-

“(c) In case of special selection, the post shall be filled in by inviting application from

eligible candidates and selection shall be made by a Committee consisting of the

Principal Secretary, the Special Secretary and one other officer nominated by the

Speaker. Candidates must be graduate from any University established by law in

India, must not have attained the age of 45 years, and must be serving in the

Rajasthan Police Service or in the Military/Para-Military Forces.”;

(iii) in column number 7 against serial number 20A, the existing item (b) shall be substituted

by the following, namely:-

“(b) In cases of appointment through transfer/deputation/special selection from the post

of an officer drawing pay in the pay level L-16 of the Rajasthan Police Service or

from officers of the Military/Para-Military Forces drawing pay in one scale lower or

equivalent to the pay level L-16 of the Rajasthan Police Service and having not less

(iv) in column number 7 against serial number 20A, after item (b), so substituted, the

following new item (c) shall be added, namely:-
