RAJASTHAN HIGH COURT, JODHPUR
ORDER
Jodhpur, January 28, 2026
G.S.R.137 .-Where as the recruitment to Class IV posts under the Rajasthan High
Court Staff Service Rules, 2002 is intended to fill posts involving manual and routine duties in
which higher academic excellence is not required. Experience has shown that candidates
possessing higher educational qualification than the minimum prescribed, often secure
selection due to having academic advantage, thereby displacing candidates possessing only the
minimum prescribed qualification and thus defeating the very object of fixing such eligibility.
Therefore, Candidates possessing only the minimum prescribed qualifications generally
belong to economically and socially weaker sections and are genuinely dependent on such
employment for livelihood and social security, whereas candidates possessing higher
educational qualification tend to leave this job on getting better employment opportunities. So,
in order to ensure that recruitment to Class IV posts remains purpose-oriented, socially just,
and administratively efficient, it has become necessary to accord preference to candidates
possessing lower educational qualifications while preparing the merit list.
In pursuance of Rules 4, 5, 7 & 22 of Rajasthan High Court Staff Service Rules, 2002,
Hon’ble the Acting Chief Justice has been pleased to make the following further amendments
in the office order No. Estt./HC/2001/378 dated 05.12.2002:-
1. Amendment in Clause 33:- After the Existing Explanation to sub clause (3) of Clause
33 of the Order No. Estt./HC/2001/378 dated 05.12.2002, following proviso with
Illustration shall be inserted:-

“Provided that, notwithstanding anything contained herein-above, at the
stage of interview for Class IV posts, preference shall be given to
candidates possessing the minimum prescribed qualification e.g., secondary
school education, over those possessing higher educational qualifications,
within their respective categories.

If candidate ‘A’ possesses only Secondary educational qualification,
candidate ‘B’ possesses Senior Secondary educational qualification, and
candidate ‘C’ possesses Graduate or above qualification, the preference
shall be ‘A’, then ‘B’, and then ‘C’, within their respective categories.”

Chanchal Mishra,
REGISTRAR GENERAL.
