राजè थान पंचायती राज अͬधǓनयम, 1994 को और संशोͬधत करने के ͧलए ͪवधेयक।
भारत गणराÏ य के सतह× तरवɅ वष[ मɅ राजè थान राÏ य ͪवधान-मÖ डल Ǔनà नͧलͨखत
अͬधǓनयम बनाता है:-
1. संͯ¢Ü त नाम और Ĥारà भ.- (1) इस अͬधǓनयम का नाम राजè थान पंचायती राज
(संशोधन) अͬधǓनयम, 2026 है।
(2) यह तरÛ त

2. 1994 के राजè थान अͬधǓनयम सं. 13 कȧ धारा 19 का संशोधन.- राजè थान पंचायती
राज अͬधǓनयम, 1994 (1994 का अͬधǓनयम सं. 13) कȧ धारा 19 मɅ,-
(i)
ͪवÙयमान खÖ ड (ठ) हटाया जायेगा;
(ii)
ͪवÙयमान परÛ तुक का खÖ ड (iv) हटाया जायेगा; और
(iii) ͪवÙयमान è पç टȣकरण-I हटाया जायेगा।

उÙदेæ यɉ और कारणɉ का कथन
राजèथान पंचायती राज अͬधǓनयम, 1994 (1994 का अͬधǓनयम सं. 13) कȧ धारा 19 पंच
या सदèय के ͧलए सामाÛय Ǔनरह[ताओं का उपबंध करती है। इस धारा का खÖ ड (ठ) यह बताता है
ͩक कोई åयिÈत िजसके दो से अͬधक बÍ चे हɇ तो, वह ͩकसी पंचायत का सदèय चने जाने या होने के
ु
ͧलए ǓनरǑह[त होगा।
राÏय सरकार के Ú यान मɅ यह आया है ͩक बड़ी संÉया मɅ å यिÈत, जो जनता को Ĥेǐरत करने
और उनकȧ सेवा करने कȧ ¢मता रखते हɇ और पंचायत जैसी संèथा का माग[दश[न करने कȧ
पǐरकã पना रखते हɇ, िजÛ हɅ दो से अͬधक बÍचे होने के कारण पंच या पंचायती राज संèथा का
सदèय बनने का अवसर नहȣं ͧमल पाता है। इसͧलए, राÏय सरकार ने 1994 के उÈ त अͬधǓनयम कȧ
धारा 19 से इस Ǔनरह[ता को हटाने का ͪवǓनæ चय ͩकया है।

THE RAJASTHAN PANCHAYATI RAJ (AMENDMENT) BILL, 2026
(As introduced in the Rajasthan Legislative Assembly)

further to amend the Rajasthan Panchayati Raj Act, 1994.
Be it enacted by the Rajasthan State Legislature in the Seventy-seventh Year of
the Republic of India, as follows:-
1. Short title and commencement.- (1) This Act may be called the Rajasthan
Panchayati Raj (Amendment) Act, 2026.
(2) It shall come into force at once.
2. Amendment of section 19, Rajasthan Act No. 13 of 1994.- In section 19 of the
Rajasthan Panchayati Raj Act, 1994 (Act No. 13 of 1994),-
(i) the existing clause (l) shall be deleted;
(ii) the existing clause (iv) of proviso shall be deleted; and
(iii) the existing Explanation-I shall be deleted.

STATEMENT OF OBJECTS AND REASONS
Section 19 of the Rajasthan Panchayati Raj Act, 1994 (Act No. 13 of 1994) provides
general disqualifications for members of a panchayat. Clause (i) of this section stipulates that
a person having more than two children shall be disqualified for being chosen as or for being
a member of a panchayat.
It has come into the notice of the State Government that a great number of persons
having the ability to inspire and serve the public and a vision to lead an institution such as
panchayat do not get an opportunity for being a member of panchayat for the reasons that he
or she has more than two children. Therefore, the State Government has decided to remove
this disqualification from section 19 of the said Act of 1994.
Accordingly, section 19 of the Rajasthan Panchayati Raj Act, 1994 is proposed to be
amended suitably.
The Bill seeks to achieve the aforesaid objectives.
Hence the Bill.
