Industries and Commerce (Group-1) Department
Notification
Jaipur, May 23, 2026
No.: F.6(2)Industries/I/ 2026 :-Department of Industries and Commerce, Government of Rajasthan
hereby notifies the Scheme for Implementation of Integrated CETPs under Hybrid Annuity Model
(HAM) in Non-RIICO Industrial Areas will come into effect with the date of its publication in the
Gazette.
1. Introduction
India’s industrial expansion has accelerated the growth of manufacturing clusters, driving economic
development while simultaneously increasing the volume and complexity of wastewater generated by
various industrial processes. Managing this wastewater effectively is critical for safeguarding natural
water bodies, meeting regulatory requirements, and ensuring the long-term sustainability of industrial
operations. In this context, Common Effluent Treatment Plants (CETPs) play a pivotal role by
providing a centralized system for the treatment of effluents generated from multiple industrial units
within a cluster.
Rajasthan is a major hub for textile processing industries, with key clusters such as Sanganer’s hand-
block printing, the tie-and-dye centres of Jodhpur and Jaipur, dyeing and printing industries of Pali,
Balotra, Bhilwara and Bikaner’s food and agro-processing units. Wastewater from these clusters is
managed through individual ETPs and cluster-level CETPs. However, most CETPs lack recycling
systems, limiting water reuse, and the majority provide only secondary-level treatment, with only a few
equipped for advanced processes.
Under this scheme, setting up new CETPs with zero liquid discharge under HAM model world be
supported. A corpus fund has been created, which will be equally funded by the State Government and
the Rajasthan State Pollution Control Board (RSPCB). This fund may be expanded in future years
based on need assessments and consultations with the contributing bodies. The scheme primarily
provides one-time grants for establishing CETPs in Non-RIICO industrial areas.
The scheme integrates the entire process for establishing CETPs in Non-RIICO Industrial areas on
Hybrid Annuity Model (HAM) ensuring zero liquid discharge in the treatment process. This approach
ensures a comprehensive environmental management strategy covering liquid industrial waste,
facilitating improved compliance with environmental norms and fostering sustainable industrial
wastewater management practices. This initiative reflects the state's commitment for improving
infrastructure and environmental safeguards in industrial clusters.
2. Implementing Agency
Any State Government department or agency, corporation under the control of State
Government.
3. Operative Period of the Scheme
2958 राजè थान राज-पğ, जनू 22, 2026 भाग 1(ख)
The scheme shall come into effect from the date of its notification in the official Gazette and will
remain in force up to March 31, 2029.
4. Funding under the Scheme
4.1 Funding Pattern for New CETPs
Under this scheme, funding will be provided for establishment of new CETPs in Rajasthan in Non-
RIICO Industrial areas.
4.2 Hybrid Annuity Model (HAM)
HAM is a variation of the DBOT-Annuity model, incorporating a milestone-based payment
mechanism during construction as found in EPC contracts, although this payment covers only the
partial cost of construction. HAM rebalances the financial risks between government and the
Executing Agency. For implementation and subsequently to ensure the effective O&M of project,
State Government and RSPCB will share the financial risk by infusing a part of the project cost
during the construction period and further part amount (in form of annuity) during operation and
maintenance period post completion of construction of CETPs. No interest shall be payable on the
outstanding capex.
This will involve the government grant to the Executing Agency both during the construction
period as well as grant in equal instalment during the concession period, spanning over 20 years.
Further, SPV shall also be contributing to the Executing agency both during the construction period
as well as during the concession period, spanning over 20 years.
The payments will sufficiently cover the expenses incurred by the Executing Agency. The
Executing Agency will take the responsibility for the project's design, construction, funding, and
operation throughout the concession period. Upon the expiration of the concession period, the
project's ownership will be handed to the SPV.
Highlights of HAM model are as follows:
The Executing Agency for the project is chosen through a bidding procedure that is both open
and competitive.
Life Cycle Cost serves as the single bid parameter.
The Executing Agency is responsible for ensuring that the project is maintained until the
conclusion of the concession period.
The concession period encompasses both the duration of construction and a fixed period of 20
years for operations.
4.3 Scheme for establishment of Integrated CETPs
For the purpose of availing grant/ assistance under this scheme, the project cost shall be arrived
by considering ₹18 crore per MLD (i.e. 18 crore x capacity of CETP in MLD) or the cost of
project proposed by the SPV, whichever is lower.
For eligible project, financial assistance will be equal to 80% of the approved project cost with
a capping of Rs. 150 crore per project.
Any project cost exceeding the approved grant amount will be borne by the SPVs of
beneficiary industries.
Financial Assistance will be released in equal proportion by State Government and RSPCB (i.e.
Maximum 80% of the approved cost for the purpose of grant).
o During the construction/execution phase i.e. 2 years, 60% of the approved project cost
will be paid with respect to the physical progress. The grant will be released on pro-rata
basis in 3 instalments of 20% each.
o 20% of the approved project cost will be paid over20 Years.
Contribution of SPVs of beneficiaries (20%)
