वͬ धयɉ आǑद को सिàमͧ लत करते हएु) सामाÛ य काननी Ǔनयमू।

NOTIFICATION

G.S.R.39 .- In exercise of the powers conferred by section 102 of the Rajasthan Panchayati

Raj Act, 1994 (Act No. 13 of 1994), the State Government hereby makes the following rules

further to amend the Rajasthan Panchayati Raj Rules, 1996, namely:-

1. Short title and commencement.- (1) These rules may be called the Rajasthan

Panchayati Raj (Third Amendment) Rules, 2026.

(2) They shall come into force with immediate effect.

2. Amendment of rule 154.- In rule 154 of the Rajasthan Panchayati Raj Rules, 1996,

hereinafter referred to as the said rules,-

(i) the existing sub-rule (3) shall be substituted by the following, namely:-

“(3) Where the highest bid amount exceeds Rupees Two Lakhs, the Panchayat shall

obtain prior approval of,-

(a) the Panchayat Samiti having jurisdiction, if the amount does not exceed

Rupees Five Lakhs;

(b) the Zila Parishad having jurisdiction, if the amount exceeds rupees five lakhs

but does not exceed Rupees Ten Lakhs; and

(ii) in Note appearing at the end of sub-rule (3), for the existing expression “10,000/-’’, the

expression “2,00,000/-’’ shall be substituted.

3. Amendment of rule 157- In second proviso to sub-rule (1) of rule 157 of the said

rules, for the existing expression “Prashasan Gaon Ke Sang Abhiyan 2021 and Prashasan Gaon

Ke Sang Abhiyan 2023,’’, the expression “Grameen Seva Shivir 2026 or any Shivir or

Abhiyan by any name organised by Panchayati Raj Department or Revenue Department,” shall

be substituted.

4. Amendment of rule 160.- In rule 160 of the said rules, for the existing expression

“10,000/-’’, the expression “2,00,000/-’’shall be substituted.

जी.एस.आर.39 :-राजèथान पंचायती राज अͬ धǓनयम, 1994 (1994 का अͬ धǓनयम

सं.13) कȧ धारा 102 Ùवारा Ĥदƣ शिÈतयɉ का Ĥयोग करते हए राÏय सरकारु,राजèथान

पंचायती राज Ǔनयम,1996 को और संशोͬ धत करने के ͧ लए इसके Ùवारा Ǔनàनͧ लͨ खत Ǔनयम

बनाती है, अथा[त्:-

1. संͯ ¢Üत नाम और Ĥारàभः-(1)इन Ǔनयमɉ का नाम राजèथान पंचायती राज (ततीय ृ

संशोधन) Ǔनयम, 2026 है।

(2) ये तरंत Ĥवƣ हɉगे। ुृ

2. Ǔनयम 154 का संशोधन.- राजè थान पंचायती राज Ǔनयम, 1996 िजÛहɅ इसमɅ इसके

पæचात उÈत Ǔनयमɉ के Ǿप मɅ ǓनǑद[çट ͩ कया गया है्, के Ǔनयम 154 मɅ,-

(i) ͪ

ĤǓतèथाͪ पत ͩ

कया

जाएगा,अथा[त◌ः्-

“(3) जहां सबसे उंची बोलȣ कȧ रकम दो लाख Ǿपये से अͬ धक हो,वहां पंचायत,-

(क) यǑद रकम पांच लाख Ǿपये से अनͬ धक हो,तो अͬ धकाǐरता रखने वालȣ

पंचायत सͧ मǓत;

(ख) यǑद रकम पांच लाख Ǿपये से अͬ धक हो ͩ कÛत दस लाख Ǿपये से ु

अनͬ धक हो, तो अͬ धकाǐरता रखने वालȣ िजला पǐरषद;और

(ग) यǑद रकम दस लाख Ǿपये से अͬ धक हो,तो राÏय सरकार,

का पव[ अनमोदन अͧ भĤाÜत करेगी।ूु‘’;और

(ii) उप-Ǔनयम (3) के अंत मɅ आयी ǑटÜपणी मɅ,ͪ वÙयमान अͧ भåयिÈत “10,000‘’ के èथान

पर, अͧ भåयिÈत “2,00,000/-‘’ ĤǓतèथाͪ पत कȧ जायेगी।

3. Ǔनयम 157 का संशोधन.- उÈत Ǔनयमɉ के Ǔनयम 157 के उप-Ǔनयम (1) के िÙवतीय

परÛतुक मɅ, ͪ वÙयमान अͧ भåयिÈत “Ĥशासन गांव के संग अͧ भयान 2021 और Ĥशासन गांव के

संग अͧ भयान 2023,‘’ के èथान पर, अͧ भåयिÈत “Ēामीण सेवा ͧ शͪ वर 2026 या पंचायती राज

वभाग या राजèव ͪ वभाग Ùवारा ͩ कसी भी नाम से आयोिजत कोई भी ͧ शͪ वर या अͧ भयान, ‘’

ĤǓतèथाͪ पत कȧ जायेगी।

4. Ǔनयम 160 का संशोधन.- उÈत Ǔनयमɉ के Ǔनयम 160 मɅ, ͪ वÙयमान अͧ भåयिÈत
