जी.एस.आर.50:- भारत के संͪ वधान के अनÍछेदु 309 के परÛतकु Ùवारा Ĥदƣ शिÈतयɉ का Ĥयोग
करते हएु राजèथान के राÏयपाल, इसके साथ संलÊन अनसचीुू मɅ यथोिãलͨ खत ͪ वͧ भÛन सेवा Ǔनयमɉ को
और संशोͬ धत करने के ͧ लए, इसके Ùवारा Ǔनàनͧ लͨ खत Ǔनयम बनाते हɇ, अथा[त् :-
1. संͯ ¢Üत नाम और Ĥारंभ.-(1) इन Ǔनयमɉ का नाम राजèथान ͪ वͧ भÛन सेवा (Ĥथम संशोधन)
Ǔनयम, 2026 है।
(2) ये 01.04.2026 से Ĥवƣ ृहएु समझे जायɅगे।
2. संशोधन.- इससे संलÊन अनसचीुू के èतंभ संÉयांक 2 मɅ उिãलͨ खत Ĥ×येक सेवा Ǔनयम
के सामने èतंभ संÉयांक 3 मɅ उिãलͨ खत Ǔनयम के ͪ वÙयमान अंǓतम परÛतक ुके पæचात ्
Ǔनàनͧ लͨ खत नया परंतकु जोड़ा जायेगा, अथा[त्:-
''परंतु यह भीͩ क यǑद वष[ 2026-27 के ͧ लए कोई ǐरÈत पद, Ǔनàनतर पद पर ͪ वǑहत अनभवु
या सेवा का अनभवु या, यथािèथǓत, दोनɉ रखने वाले åयिÈतयɉ कȧ अनपलÞधता ुके कारण पदोÛनǓत
Ùवारा नहȣं भरा जा सकता हो तो उस ǐरÈत पद को भरने के ͧ लए Ǔनàनतर पद के अनभवु या सेवा के
अनभवु या, यथािèथǓत, दोनɉ मɅ दो वष[ तक का ͧ शͬ थलȣकरण Ǒदया जायेगा। तथाͪ प, जहां पदोÛनǓत के ͧ
लए ͪ वǑहत अनभवु दो वष[ हो वहां ͧ शͬ थलȣकरण केवल एक वष[ के ͧ लए Ǒदया जायेगा। इस परंतकु के
अधीन ͧ शͬ थलȣकरण केवल उन åयिÈतयɉ को उपलÞध होगा, िजÛ हɉने वष[ 2023-24, 2024-25 और
2025-26 के दौरान पदोÛनǓत के ͧ लए Ǔनàनतर पद पर अनभवु या सेवा का अनभवु या, यथािèथǓत,
दोनɉ मɅ ͩ कसी ͧ शͬ थलȣकरण का उपभोग ना ͩ कया हो। कोई भी उनके पǐरवी¢ाकाल के दौरान पदोÛनǓत
के ͧ लए पाğ नहȣं होगा। यǑद पदोÛनǓत के ͧ लए पाğ åयिÈतयɉ कȧ सचीू को तैयार करने मɅ वǐरçठता
के संबंध मɅ कोई कǑठनाई या ͪ ववाद उ×पÛन होता है, तो ऐसे मामलɉ को ͪ वǓनæचय के ͧ लए काͧ म[क
(क-2) ͪ वभाग को ǓनǑद[çट ͩ कया जायेगा।’’

NOTIFICATION

G.S.R.50 .-In exercise of the powers conferred by the proviso to Article 309 of the
Constitution of India, the Governor of Rajasthan hereby makes the following rules further
to amend the Various Service Rules as mentioned in the Schedule appended hereto,
namely:--

1. Short title and commencement.–(1) These rules may be called the Rajasthan
Various Service (1st Amendment) Rules, 2026.
(2) They shall be deemed to have come into force with effect from 01.04.2026.
2. Amendment.- After the existing last proviso to rule mentioned in column number 3
against each of the service rules mentioned in column number 2 of the Schedule appended
hereto, the following new proviso shall be added, namely:-
"Provided also that if vacant post cannot be filled by promotion due to non-availability
of persons having prescribed experience on the lower post or experience of service or both, as
the case may be, for the year 2026-27, a relaxation upto two years in experience of the lower
post or experience of service or both, as the case may be, shall be given to fill vacant post.
However, where the prescribed experience for promotion is two years, the relaxation shall be
given for one year only. The relaxation under this proviso shall only be available to those
persons who have not availed any relaxation in experience on the lower post or experience of
service or both, as the case may be, for promotion during the years 2023-24, 2024-2025 and
2025-26. No one shall be eligible for promotion during their probation period. If any difficulty
or dispute arises regarding seniority in preparation of list of eligible persons for promotion
such cases shall be referred to the Department of Personnel (A-II) for decision.”

1. संͯ ¢Üत नाम और Ĥारंभ.-(1) इन Ǔनयमɉ और ͪ वǓनयमɉ का नाम राजèथान ͪ वͧ भÛन सेवा
(Ĥथम संशोधन) Ǔनयम और ͪ वǓनयम, 2026 है।
(2) ये 01.04.2026 से Ĥवƣ ृहएु समझे जायɅगे।
2. संशोधन.- इससे संलÊन अनसचीुू के èतंभ संÉयांक 2 मɅ उिãलͨ खत Ĥ×येक सेवा Ǔनयम
के सामने èतंभ संÉयांक 3 मɅ उिãलͨ खत Ǔनयम के ͪ वÙयमान अंǓतम परÛतक ुके पæचात ्
Ǔनàनͧ लͨ खत नया परंतकु जोड़ा जायेगा, अथा[त्:-
''परंतु यह भी ͩ क यǑद वष[ 2026-27 के ͧ लए कोई ǐरÈत पद, Ǔनàनतर पद पर ͪ वǑहत अनभवु
या सेवा का अनभवु या, यथािèथǓत, दोनɉ रखने वाले åयिÈतयɉ कȧ अनपलÞधता ुके कारण पदोÛनǓत
Ùवारा नहȣं भरा जा सकता हो तो उस ǐरÈत पद को भरने के ͧ लए Ǔनàनतर पद के अनभवु या सेवा के
अनभवु या, यथािèथǓत, दोनɉ मɅ दो वष[ तक का ͧ शͬ थलȣकरण Ǒदया जायेगा। तथाͪ प, जहां पदोÛनǓत के ͧ
लए ͪ वǑहत अनभवु दो वष[ हो वहां ͧ शͬ थलȣकरण केवल एक वष[ के ͧ लए Ǒदया जायेगा। इस परंतकु के
अधीन ͧ शͬ थलȣकरण केवल उन åयिÈतयɉ को उपलÞध होगा, िजÛहɉने वष[ 2023-24, 2024-25 और
2025-26 के दौरान पदोÛनǓत के ͧ लए Ǔनàनतर पद पर अनभवु या सेवा का अनभवु या, यथािèथǓत,
दोनɉ मɅ ͩ कसी ͧ शͬ थलȣकरण का उपभोग ना ͩ कया हो। कोई भी उनके पǐरवी¢ाकाल के दौरान पदोÛनǓत
के ͧ लए पाğ नहȣं होगा। यǑद पदोÛनǓत के ͧ लए पाğ åयिÈतयɉ कȧ सचीू को तैयार करने मɅ वǐरçठता
के संबंध मɅ कोई कǑठनाई या ͪ ववाद उ×पÛन होता है, तो ऐसे मामलɉ को ͪ वǓनæचय के ͧ लए काͧ म[क

G.S.R.51 .-In exercise of the powers conferred by the proviso to Article 309 read
with clause (b) of Article 318 of the Constitution of India, the Governor of Rajasthan
hereby makes the following rules and regulations further to amend the Various Service
Rules and Regulations as mentioned in the Schedule appended hereto, namely:-
1. Short title and commencement.–(1) These rules and regulations may be called
the Rajasthan Various Service (1stAmendment) Rules and Regulations, 2026.
(2) They shall be deemed to have come into force with effect from 01.04.2026.
2. Amendment.- After the existing last proviso to ruleand regulation as mentioned in
column number 3 against each of the service rules and regulations as mentioned in column
number 2 of the Schedule appended hereto, the following new proviso shall be added, namely:-
"Provided also that if vacant post cannot be filled by promotion due to non-availability
of persons having prescribed experience on the lower post or experience of service or both, as
the case may be, for the year 2026-27, a relaxation upto two years in experience of the lower
post or experience of service or both, as the case may be, shall be given to fill vacant post.
However, where the prescribed experience for promotion is two years, the relaxation shall be
given for one year only. The relaxation under this proviso shall only be available to those
persons who have not availed any relaxation in experience on the lower post or experience of
service or both, as the case may be, for promotion during the years 2023-24, 2024-2025 and
2025-26. No one shall be eligible for promotion during their probation period. If any difficulty
or dispute arises regarding seniority in preparation of list of eligible persons for promotion
such cases shall be referred to the Department of Personnel (A-II) for decision.”
