Ad hoc Rules relating to the Post of Director of Physical Education in Government Engineering Colleges

in Tamil Nadu Educational Service.

No. SRO B-66/2018.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the

Governor of Tamil Nadu hereby makes the following Rules:-

2. The rules hereby made shall be deemed to have come into force on and from 6th July, 2009.

RULES

The provisions contained in the Tamil Nadu State and Subordinate Service Rules / Tamil Nadu Government Servants

(Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) and the Special Rules applicable to the holders of the

permanent posts in Class V of the Tamil Nadu Educational Service, shall apply to the holders of the temporary post of

Director of Physical Education in the Government Engineering Colleges in the Department of Technical Education, subject to

the modiﬁ cations speciﬁ ed in the following rules.-

2. Constitution:–The post shall constitute a distinct category in the said class of the said service.

3. Appointment:–Appointment to the post shall be made by,-

(i)

Recruitment by transfer from the post of Physical Training Instructor in the Tamil Nadu Technical Educational

Subordinate Service.

(ii) If no qualiﬁ ed and suitable person is available for recruitment by transfer, then Direct recruitment through the

Tamil Nadu Public Service Commission.

4. Appointing Authority:– The appointing authority for the post shall be the Government.

5. Age:–No person shall be eligible for appointment to the post by direct recruitment, if he has completed or will

complete 57 years of age on the ﬁ rst day of July of the year in which the vacancy is notiﬁ ed.

6. Qualiﬁ cation:–No person shall be eligible for appointment to the post unless he possesses the following qualiﬁ cations,

namely:

(a) A Master’s Degree in Physical Education or Master’s Degree in Sports Science with at least Fifty ﬁ ve percentage

of marks or its equivalent grade of ‘B’ in the University Grants Commission seven point scale with a consistently good academic

record.

Provided that candidates belonging to Scheduled Caste or Scheduled Tribe or Differently-abled categories

(Physically and visually differently-abled) shall possess not less than ﬁ fty percentage of marks:

Provided further that the holders of Ph.D Degree in Physical Education, who have passed their Master’s Degree

in Physical Education / Sports Science prior to the 19th September 1991, shall possess not less than ﬁ fty percentage of

marks in Master’s Degree.

(b) Record of having represented the University / College at the Inter-University / Inter-Collegiate competitions or

the State and / or national championship.

Physical Education conducted for the purpose by the University Grants Commission or any other agency approved by the

University Grants Commission.

“Provided that a person who is or has been awarded a Ph.D. Degree through a process of admission, registration,

course work and external evaluation as laid down in the University Grants Commission (minimum standards and procedure

for award of Ph.D. Degree), Regulation 2009, is exempted from passing in the NET/SLET tests” and

(d) Passed the Physical Fitness Test conducted in accordance with UGC Regulations.

Probation:–

(a) Every person appointed to the post by direct recruitment shall from the date on which he joins duty, be on

probation for a total period of two years on duty within a continuous period of three years.

(b) Every person appointed to the post by recruitment by transfer shall from the date on which he joins duty, be

on probation for a total period of one year on duty within a continuous period of two years.

8. Reservation of Appointments:– The Provisions contained in Rule 22 of Tamil Nadu State and Subordinate Service

Rules / section 27 of Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) shall

apply for appointment to the post by direct recruitment.

9. Transfers and Postings:–Transfers and Postings to the post shall be made by the Director of Technical Education.

10. Savings:– Nothing contained in these rules, shall adversely affect the persons holding the post on the date of issue

of these rules.

11. Pay:– The holder of the post shall be paid a monthly pay calculated in the Pay Band of Rs.15600-39100+Academic

Grade Pay of Rs.6000.

and Special Institutions in Tamil Nadu Educational Service.

in Tamil Nadu Educational Service.

No. SRO B-68/2018.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the

complete 57 years of age on the ﬁ rst day of July of the year in which the vacancy is notiﬁ ed.

6. Qualiﬁ cation:–No person shall be eligible for appointment to the post unless he possesses the following qualiﬁ cations,

namely:

(a) A Master’s Degree in Library Science or Information Science or Documentation Science or an equivalent

professional Degree with at least Fifty ﬁ ve percentage of marks or an equivalent grade of ‘B’ in the University Grants

Commission seven point scale with a consistently good academic record with knowledge of Computerisation of Library:

Provided that candidates belonging to Scheduled Caste or Scheduled Tribe or Differently-abled categories

(Physically and visually differently-abled) shall possess not less than Fifty percentage of marks:

Provided further that the holders of Ph.D Degree in Library Science, who have passed their Master’s Degree

in Library Science or Information Science of Documentation Science prior to the 19th September 1991, shall possess not

less than ﬁ fty percentage of marks in Master’s Degree.

(b) A pass in the National Eligibility Test (NET) or other accredited test like State Level Eligibility Test (SLET)

in Library Science conducted for the purpose by the University Grants Commission or any other agency approved by the

University Grants Commission.

“Provided that a person who is or has been awarded a Ph.D. Degree through a process of admission, registration,

course work and external evaluation as laid down in the University Grants Commission (Minimum Standards and Procedure

for award of Ph.D. Degree), Regulation 2009, is exempted from passing in the NET/SLET tests.”
