BILL INTRODUCED IN THE LEGISLATIVE ASSEMBLY OF THE

STATE OF TAMIL NADU

Under Rule 130 of the Tamil Nadu Legislative Assembly Rules, the following Bill

which was introduced in the Legislative Assembly of the State of Tamil Nadu on

8th July, 2019 is published together with Statement of Objects and Reasons for

general information:—

A Bill further to amend the Tamil Nadu Fishermen and Labourers engaged in

Fishing and other Allied Activities (Social Security and Welfare) Act, 2007

Bඍ it enacted by the Legislative Assembly of the State of Tamil Nadu in the

Seventieth year of the Republic of India as follows:-

1.

(1) This Act may be called the Tamil Nadu Fishermen and Labourers

engaged in Fishing and other Allied Activities (Social Security and Welfare)

Amendment Act, 2019.

(2) It shall come into force on such date as the State Government may,

by notifi cation, appoint.

2. In section 9 of the Tamil Nadu Fishermen and Labourers engaged in

Fishing and other allied Activities (Social Security and Welfare) Act, 2007,

in sub-section (4),-

(i) in clause (iii) for the expression “at the rate of 5 paise”, the expression

“at the rate of ten paise” shall be substituted;

(ii) in clause (iv), for the expression “at the rate of 10 paise”, the expression

“at the rate of twenty paise” shall be substituted;

(iii) in clause (v) for the expression “at the rate of 5 per cent”, the expression

“at the rate of seven per cent” shall be substituted;

(iv) in clause (vi), for the expression “at the rate of 5 per cent”, the

expression “at the rate of seven per cent” shall be substituted;

(v) for clause (vii) the following clause shall be substituted, namely :-

“(vii) at the rate of twenty rupees per member for every year by the

registered members in the Tamil Nadu Fishermen Welfare Board;”;

(vi) in clause (viii) for the expression “at the rate of one rupee”, the

expression “at the rate of two rupees” shall be substituted.

STATEMENT OF OBJECTS AND REASONS

Sub-section (4) of section 9 of the Tamil Nadu Fishermen and Labourers engaged in Fishing and other

Allied Activities (Social Security and Welfare) Act, 2007 (Tamil Nadu Act 19 of 2007) enables the Government, in

consultation with the Tamil Nadu Fishermen Welfare Board, to revise the proportion in which the contribution is

to be collected from the sources specifi ed therein, towards the Tamil Nadu Fishermen and Labourers engaged in

Fishing and other Allied Activities (Social Security and Welfare) Fund constituted under the said Act. In as much

as the relief and assistance provided to the registered members of the Tamil Nadu Fishermen Welfare Board have

been enhanced, the Government have decided to amend the said sub-section (4) of section 9 of the said Act,

so as to increase the contribution to the Tamil Nadu Fishermen and Labourers engaged in Fishing and other Allied

Activities (Social Security and Welfare) fund to meet out the additional expenditure. Accordingly, the Government

have decided to amend the said Tamil Nadu Act 19 of 2007 suitably for the purpose in view.

2. The Bill seeks to give eff ect to the above decision.
