Adhoc Rules relating to the Tamil Nadu Technical Educational Subordinate Service.

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of

Tamil Nadu hereby makes the following Rules.

Rඝඔඍඛ

The provisions contained in the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act,

14 of 2016) and the Special Rules applicable to the holders of the permanent posts of Foremen Instructor in category 2 of

class III in th Tamil Nadu Technical Education Subordinate Service, shall apply to the holders of the the temporary post of

Foremen instructor in the Government Polytechnic Colleges (other than in Special Institutions) sanctioned from time to time,

in the Department of Technical Education, subject to the modifi cations specifi ed in the following rules:-

Constitution.- The Post shall constitute a separate category in a distinct class of the said Service.

(3)

Appointment.- Appointment to the post shall be made as follows:-

(i)

Promotion from Workshop instructor in Government Polyechnic Colleges and Special Institutions;

(ii)

If no qualifi ed and suitable candidates are available for appointment by method (i) above then by

direct recruitment.

(4)

Appointing Authority.-The appointing authority for the post shall be the Additional Director of Technical

Education (Polytechnics).

(5)

Qualifi cations.-

(a)

Age:-No. Person shall be eligible for appointment to the post by direct recruitment, if he has completed

or will complete 36 years of age on the fi rst day of July of the year in which the vacancy is notifi ed.

(b)

Other Qualifi cations.-No Person shall be eligible for appointment to the post unless he possesses

the following qualifi cations, namely:-

(i)

(a)

A Diploma in any branch of Engineering/Technology; and

(b)

Practical experience for a period of not less than one year in a recognized Workshop/Lab;

or

(ii)

(a)

"An Industrial Training Institute Certifi cate/National Trade Certifi cate/National Apprenticeship

Training Certifi cate in any trade; and

(b)

Practical experience for a period of not less than fi ve years in a recognized Workshop/Lab.

*Explanation:

''A Recognised Workshop or Factory'' means a Workshop or Factory satisfying the defi nition of

Factory in Section 2(m) of the Factories Act, 1948 (Central Act LXIII of 1948) and includes a

Workshop or Laboratory attached to a Technical Educational Institution. Hence, if Candidates

have practical experience in Factory, then the experience Certifi cate should be obtained from

Head of the Factory and if candidates have practical experience in Workshop or Laboratory

in Technical Educational Institutions, then the experience certifi cate should be obtained from

the Principal of the Concerned Institution''

Reservation of Appointments.- The Provisions contained in Section 27 of the Tamil Nadu Government

Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) shall apply for Appointment to the

post by direct recruitment.

(7)

Probation.- Every person appointed to the post by direct recruitment shall, from the date on which he joins

duty, be on probation for a total period of two years, on duty within a continuous period of three years.

(8)

Pay.- The holders of the post shall be paid a monthly pay calculated in the level pay of Rs. 35,400-1,12,400.
