No.II(2)/CTR/146/2021.—In exercise of the powers

conferred by clause (b) of sub-section (1) of Section 9 of the

Indian Stamp Act, 1899 (Central Act II of 1899), the Governor

of Tamil Nadu hereby makes the following amendment to the

Notifi cation No.II(2)/CTR/388/2020 published in page 542 of

Part II—Section 2 of the Tamil Nadu Government Gazette No.27

dated 01-07-2020.

Aඕඍඖඌඕඍඖග

(a) For the expression Rs.20,00,000/- (Rupees twenty

lakh only) appearing in the said notifi cation, the expression

Rs.40,00,000/- (Rupees forty lakh only) shall be substituted.

(b) For the expression “31st March 2021” appearing In the

said notifi cation, the expression, “31st December 2021”, shall be

substituted.

The Hon’ble Deputy Chief Minister on the fl oor of the

Assembly (2020-2021) during the Demand for Housing

and Urban Development Department on 24-03-2020 has

announced as follows:-

In

the

Government

Order

fi rst

read

above,

orders have been issued, among other things, that

in

future,

the

Co-operative

Housing

Society

should

undertake

consignment

Scheme

only

with

the

prior

approval of the Government.

3. The Registrar of Co-operative Societies (Housing) in his

Letter Second read above has stated that, the South

Chennai Co-operative Housing Society has submitted

a

house

Site

Scheme

at

Nedunkundram

Village,

Chengalpet Taluk, Kancheepuram District on Consignment

basis at an extent of 28.20 acres and furnished the

following in this regard:-

I.

The CMDA has accorded Sanction for Layout vide

Letter no L1/14228/2019, dated 13/03/2020. The proposed

Layout has 716 Number of plots including 219 plots meant for

Economically Weaker Sections (EWS) and 2 shop sites.

Il. The Additional Government Pleader of Madras

High Court, in his legal opinion, has stated that

Thiru.J.Vijay Surana is the Power holder of the whole

land for these properties.

Ill. The copies of documents, Government Pleader

opinion

about

the

marketable

title

to

the

property,

Encumbrance Certlfi cate as mentioned in the Government

Pleader Opinion, Copy of the CMDA approved plan

along with proceedings therein and the copy of the Gift

Deed for having handed over the Road portion and park

areas earmarked in the approved layout to the local

body.

IV. The Board of Management of the society in its

meeting held on 30-12-2019 vide Resolution No.1 has

resolved to request the Government through Registrar of

Co-operative Societies (Housing) to accord necessary

permission to implement the scheme with stamp duty

exemption.

4. The Registrar of Co-operative Societies (Housing) has

further informed that as per G.O.Ms.No.2179, Agriculture

(Co-operation)

Department,

dated

29-06-1966,

the

Co-operative Societies are exempted from payment of Stamp

Duty.

5. The Registrar of Co-operative Societies(Housing), has

therefore, requested the Government to accord permission to

process

and

implement

the

house

site

scheme

at

Nedunkundram

Village,

Chengalpet

Taluk,

Kancheepuram District on Consignment basis at an

extent of 28.20 acres with reference to the existing

guideline for the implementation of the layout “under

consignment scheme” with certain conditions.

6. The Government after careful consideration, accept the

proposal

of

the

Registrar

of

co-operative

Societies

(Housing) and accord approval, as a special case, to

implement the consignment scheme at Nedunkundram

Village, Chengalpet Taluk, Kancheepuram District through

the South Chennai Co-operative Housing Society as

per

G.O.D.No.16,

Housing

and

Urban

Development

Department, dated 11-01-2010 with stamp duty exemption

under consignment basis subject to the condition that

no more such exemption shall be considered as routine

course and with the following conditions:-

a. The scheme should be implemented on consignment

basis.

b. The society should get the approval in the next general

body for the implementation of the scheme.

c. Purchase price and Selling price on consignment

basis of the proposed site are to be fi xed by a “Pricing

Committee”

Secretary

the

Society,

Supervisor/Co-operative

Sub-Registrar and Co-operative Sub-Registrar of the O/o. the

The society shall advertise in the leading dailies

approved by the Director of information and Public Information

for assessing the demand of the scheme.

e.

The Society should complete booking/ Purchasing

the plots from the landowner within 15 months. However this

scheme should be completed within 18 months in total. If

the scheme could not be completed within the stipulated

time and if required necessary proposal should be

submitted well in advance ,seeking permission from the

Government for the continuance of the scheme. Unsold

plots in this scheme should be returned to the land

owner.

g.

This scheme shall be executed only with the

advance/payments received from the members. Society

funds should not be utilized, under any circumstances.

Court, Cuddalore for her offi cial use after obtaining the

recommendations from an Expert Committee and he has

requested the orders of the Government for premature

condemnation of the said old Ambassador car.

exercise

of

the

powers

conferred by Section 87 read with section 91A of the

Employees' State Insurance Act, 1948 (Central Act XXXIV

of 1948), the Governor of Tamil Nadu hereby exempts the

Poompuhar Shipping Corporation Limited, Chennai from the

operation of the said Act for the further period of one year

from 08-07-2020 to 07-07-2021.

(1) The above exemption is subject to the following

conditions, namely:-

(a) The aforesaid management wherein the employees

are employed shall maintain a Register showing

the names and designations of the exempted

employees.

(b) Not withstanding the exemption, the employees

shall continue to receive such benefi ts under the

said Act to which they might have become entitled

to on the basis of the contributions paid prior to

the date from which exemption granted by this

Notifi cation operates.

(c) The contribution for the exempted period, if already

paid shall not be refunded.

(2) The employer of the said management shall submit

in respect of the period during which that management

was subject to the operation of the said Act (hereinafter

referred to as "the said period") returns, in such form and

containing such particulars as were due from it in respect

of the said period under the Employees State Insurance

(General) Regulations, 1950.

(3) Any Social Security Offi cer appointed by the

Corporation under sub-section (1) of Section 45 of the

said Act, or other offi cial authorized in this behalf shall,

for the purpose of,-

(i) verifying the particulars contained in any return

submitted under sub-section (1) of Section 44 of

the said Act for the said period; or

(ii) ascertaining whether registers and records were

maintained as required by the Employees State

Insurance (General) Regulations, 1950 for the said

period; or

(iii) ascertaining whether the employees continue to be

entitled to the benefi ts provided by the employer in

cash and in kind, being benefi ts in consideration

of which exemption is being granted under this

Notifi cation; or

(iv) ascertaining whether any of the provisions of the said

Act had been complied with during the period when

such provisions were in force in relation to the said

workshops and stores be empowered to,-

(a) require the principal or immediate employer to furnish to

him such information as he may consider necessary;

or

(b) enter any management, offi ce or other premises

occupied by such principal or immediate employer

at any reasonable time and require any person found

in charge thereof to produce to such Social Security

Offi cer or other offi cial and allow him to examine such

documents, books and other documents relating to

the employment of persons and payment of wages

or to furnish to him such information as he may

consider necessary; or

(c) examine the principal or immediate employer, his agent

or servant, or any person found in such management

offi ce or other premises, or any person when the said

Social Security Offi cer or other offi cial has reasonable

cause to believe to have been an employee; or

(d) make copies of or take extracts from any register,

account book or other document maintained in such

management offi ce or other premises.

The Government of Tamil Nadu having been satisfi ed

that the land / lands specifi ed in the Schedule below has/

have to be acquired for industrial purposes to wit to forming

of 'Otteri Junction Road Metro Station' and having already

been decided that the entire amount of compensation to

be awarded for land/lands is to be paid out the lands

controlled of managed by the Chennai Metro Rail Limited. The

following notice is issued under sub-section (1) of Section 3 of

Tamil Nadu acquistion of land for industrial purposes act,

1997 (Tamil Nadu Act 10 of 1999).

Under sub-section (1) of Section 3 of Tamil Nadu
