The Hon'ble Minister (Housing and Urban Development
Department) has made an announcement for the year
2021-2022 that a District Town and Country Planning Offi ce
will be formed in Mayiladuthurai for the public to obtain
Planning Permission in their District.
2. In the Government order fi rst read above, orders
were issued for creation of 15 new District Offi ces in all
the unrepresented Districts, and all the existing regional and
Local Planning Authority Offi ces were integrated as District
Offi ces in all the 36 Districts.

3. In the Government Order second read above,
orders were issued for bifurcating Nagapattinam District into
Nagapattinam and Mayiladuthurai Districts as follows:
(1) Nagapattinam District with Head Quarters at
Nagapattinam.
(2) Mayiladuthurai District with Head Quarters at
Mayiladuthurai.
4. The Director of Town and Country Planning in the
letters third read above has requested to issue orders for
formation of District Town and Country Planning Offi ce at
Mayiladuthurai. He has also requested the Government
to accord administrative sanction for recurring expenditure
of Rs. 5,40,000/- and non recurring expenditure of
Rs.15,60,000/- for, functioning of New District Town and
Country Planning Offi ce at Mayiladuthurai. The Details

5. The Government after careful examination of the
proposal of the Director of Town and Country Planning accord
sanction for formation of New District Offi ce of Town and
Country Planning at Mayiladuthurai District and Administrative
Sanction for recurring expenditure of Rs.5,40,000/- and non
recurring expenditure of Rs.15,60,000/- for functioning of New
District Town and Country Planning Offi ce at Mayiladuthurai
and also sanction orders to redeploy the posts mentioned
in para 4 above. The expenditure shall be constituted as
an item of "New Instrument of service".
6. This order issues with the approval of Staff
Committee and the concurrence of Finance Department
in its U.O.No.44322/Finance (Housing)/ Department,

conferred by Section 87 read with Section 91A of the
Employees' State Insurance Act, 1948 (Central Act XXXIV
of 1948), the Governor of Tamil Nadu hereby exempts the

Chennai from the operation of the said Act for the period
of one year from 08.07.2021 to 07.07.2022
(1) The above exemption is subject to the following
conditions, namely:-
(a) The aforesaid management wherein the
employees are employed shall maintain a
Register showing the names and designations
of the exempted employees.
(b) Not withstanding the exemption, the employees
shall continue to receive such benefi ts under
the said Act to which they might have become
entitled to on the basis of the contributions
paid prior to the date from which exemption
granted by this Notifi cation operates.
(c) The contribution for the exempted period, if
already paid shall not be refunded.
(2) The employer of the said management shall submit
in respect of the period during which that management
was subject to the operation of the said Act (hereinafter
referred to as "the said period") returns, in such form and
containing such particulars as were due from it in respect
of the said period under the Employees State Insurance
(General) Regulations, 1950.
(3) Any Social Security Officer appointed by the
Corporation under sub-section (1) of Section 45 of the
said Act, or other offi cial authorised in this behalf shall,
for the purpose of,-
(i) verifying the particulars contained in any return
submitted under sub-section (1) of Section 44 of the said
Act for the said period; or
(ii) ascertaining whether registers and records were
maintained as required by the Employees State Insurance
(General) Regulations, 1950 for the said period; or
(iii) ascertaining whether the employees continue
to be entitled to the benefi ts provided by the employer in
cash and in kind, being benefi ts in consideration of which
exemption is being granted under this Notifi cation; or
(iv) ascertaining whether any of the provisions
of the said Act had been complied with during the period
when such provisions were in force in relation to the said
workshops and stores be empowered to,-
(a) require the principal or immediate employer to furnish
to him such information as he may consider necessary; or
(b) enter any management offi ce or other premises
occupied by such principal or immediate employer at any
reasonable time and require any person found in charge
thereof to produce to such Social Security Offi cer or other
offi cial and allow him to examine such documents, books
and other documents relating to the employment of persons
and payment of wages or to furnish to him such information
as he may consider necessary; or
(c) examine the principal or immediate employer, his
agent or servant, or any person found in such management
offi ce or other premises, or any person when the said
Social Security Offi cer or other offi cial has reasonable cause
to believe to have been an employee; or
(d) make copies of or take extracts from any register,
account book or other document maintained in such
management offi ce or other premises.
Exemption granted to the Karur Sarvodaya Sangh,
Karur for the period of one year from 21.05.2021 to
20.05.2022 under the Act.

No. II(2)/LWSD/846/2021.—In exercise of the powers
conferred by Section 87 read with Section 91A of the Employees'
State Insurance Act, 1948 (Central Act XXXIV of 1948), the
Governor of Tamil Nadu hereby exempts the Karur Sarvodaya
Sangh, Karur from the operation of the said Act for the period
of one year from 21.05.2021 to 20.05.2022.
(1) The above exemption is subject to the following
conditions, namely:-
(a) The aforesaid Sangh wherein the employees employed
shall maintain a Register showing the names and
designations of the exempted employees.
(b) Notwithstanding the exemption, the employees
shall continue to receive such benefi ts under the
said Act to which they might have become entitled
to on the basis of the contributions paid prior to
the date from which exemption granted by this
Notifi cation operates.
(c) The contribution for the exempted period, if already
paid shall not be refunded.
(2) The employer of the said Sangh shall submit in respect
of the period during which that Sangh was subject to the
operation of the said Act (herein after referred to as "the said
period") returns, in such form and containing such particulars
as were due from it in respect of the said period under the
Employees' State Insurance (General) Regulations, 1950.
(3) Any Social Security Offi cer appointed by the Corporation
under sub-section (1) of Section 45 of the said Act, or other
offi cial authorised in this behalf shall, for the purpose of,-
(i) verifying the particulars contained in any return
submitted under sub-section (1) of Section 44 of the said Act
for the said period; or
(ii) ascertaining whether registers and records were
maintained as required by the Employees State Insurance
(General) Regulations, 1950 for the said period; or
(iii) ascertaining whether the employees continue to

No. II(2)/LWSD/850/2021.—In exercise of the powers
conferred by Section 87 read with Section 91A of the Employees'
State Insurance Act, 1948 (Central Act XXXIV of 1948), the
Governor of Tamil Nadu hereby exempts M/s.Sivagangai District
Co-operative Milk Producers Union Limited, Karaikudi from the
operation of the said Act for the further period of one year
from 01-04-2021 to 31-03-2022.
(1) The above exemption is subject to the following
conditions, namely:-
(a) The aforesaid Management wherein the employees
employed shall maintain a Register showing the names and
designations of the exempted employees.
(b) Notwithstanding the exemption, the employees
shall continue to receive such benefi ts under the said Act to
which they might have become entitled to on the basis of
the contributions paid prior to the date from which exemption
granted by this Notifi cation operates.
(c) The contribution for the exempted period, if
already paid shall not be refunded.
(2) The employer of the said management shall submit
in respect of the period during which that management was
subject to the operation of the said Act (hereinafter referred to
as "the said period") returns, in such form and containing such
particulars as were due from it in respect of the said period
under the Employees State Insurance (General) Regulations,
1950.
(3) Any Social Security Offi cer appointed by the Corporation
under sub-section (1) of Section 45 of the said Act, or other
offi cial authorised in this behalf shall, for the purpose of,-
(i) verifying the particulars contained in any return
submitted under sub-section (1) of Section 44 of the said Act
for the said period; or
(ii) ascertaining whether registers and records were
maintained as required by the Employees State Insurance
(General) Regulations, 1950 for the said period; or
(iii) ascertaining whether the employees continue to
be entitled to the benefi ts provided by the employer in cash
and in kind, being benefi ts in consideration of which exemption
is being granted under this Notifi cation; or
(iv) ascertaining whether any of the provisions of

Explanations.- (1) The Classifi cation of Zones shall be as follows:-

(2) Dearness Allowance.- In addition to the minimum rates of basic wages fi xed above, the employees shall be paid
dearness allowance as indicated below:-
(i)
The dearness allowance is linked to the Average Chennai City Consumer Price Index for the year 2016,
that is, 255 points (with base year 2001 =100) and for every raise of one point over and above 255
points, an increase of Rs.22.25 (Rupees twenty two and twenty fi ve paise only) per month shall be
paid as dearness allowance.
(ii)
The dearness allowance shall be calculated on the 1st April of every year on the basis of the average
of the indices for the preceeding 12 (twelve) months, namely from January to December.
(iii)
The fi rst calculation of the dearness allowance shall thus be eff ective from the date of publication of this
Notifi cation in the Tamil Nadu Government Gazette, based on the average of Chennai City Consumer
Price Index Number for the previous year.
(3) Where the nature of work is the same, no distinction in the payment of wages shall be made between men
and women employees.
(4) To arrive at daily wages, the monthly wages shall be divided by 26.
(5) Wherever the existing wages are higher than the minimum Wages fi xed herein, the same shall be continued to
be paid.

Koonimedu, Thirukkanur Villages of Marakkanam Taluk and
Kilapakkam, Kozhuvari, Kazhuperumpakkam, Karattai and
Devanandal Villages of Vanur Taluk in Villupuram District
described in the Schedule below is of adequate ecological,
faunal, fl oral and geomorphological signifi cance, for the
purpose of protecting, propagating and developing wildlife
and its environment.
Now, therefore, in exercise of the powers conferred in
sub-section (1) of Section 18 of the Wildlife (Protection)
Act, 1972 (Central Act 53 of 1972), the Governor of
Tamil Nadu hereby declares his intention to constitute the
said area as Kazhuveli Wetland Birds Sanctuary.
