which is proposed to be issued in exercise of the powers

conferred by clause (b) of sub-section (1) of Section 3 and

sub-section (2) of Section 5 of the Minimum Wages Act, 1948

(Central Act XI of 1948), is hereby published for information

of all persons likely to be aff ected thereby, as required under

clause (b) of sub-section (1) of Section 5 of the said Act.

Explanations.—(1)

Classifi cation

of

Zones.-The

classifi cation of Zones shall be as follows :-

Zone A : All Municipal Corporations.

Zone B : All Grades of Municipalities.

Zone C : Town Panchayats, Panchayats and other areas.

(2) Dearness Allowance: In addition to the minimum

rates of basic wages fi xed above, the employees shall be

paid dearness allowance is indicated below.

(i) The dearness allowance is linked to the Average

Chennai City Consumer Price Index Number for the year

2010, that is 161 points (with base 2001=100) and for every

raise of one point over and above 161 points, an increase of

Rs. 40.50 (Rupees forty and paise fi fty only) per month

shall be paid as dearness allowance.

(ii) The dearness allowance shall be calculated

every year on the fi rst April on the basis of the average

of the indices for the preceding twelve months, namely,

from January to December.

(iii)

The

fi rst

calculation

shall

be

eff ective

from the date of publication of the Notifi cation in the

Tamil Nadu Government Gazette based on the Average

Chennai City Consumer Price Index Number for the previous

year.

(3) Where the nature of work is the same, no distinction

in the payment of wages shall be made between men and

women employees.

(4) To arrive at the daily rates of wages, the monthly

wages shall be divided by 26.

(5) Wherever the existing wages are higher than the

minimum wages fi xed herein, the same shall be continued

to be paid.

Revision of minimum rates of wages for employment in

1. Dearness Allowance (For Home workers on par

with Industrial workers).-

Dearness allowance shall be calculated at the rate of

Rs.42.84 for rolling of 1000 bathis. However, the maximum

dearness allowance should not exceed Rs.128.52 even

though the rolling of bathis exceeds 3000 in a day.

2. Dearness Allowance (for industrial workers).-

(i) The Dearness allowance is linked to the

Average Chennai City Consumer Price Index

for the year 2010. (i.e. 161 points with base

2001 =100) and for every rise of one point

over and above 161 points, an increase of

Rs.35.43(Rupees Thirty fi ve and forty three

paise only) per point per month shall be paid

as dearness allowance.

(ii) The dearness allowance shall be

calculated every year on 1st April on the basis

of the average of the Consumer Price Index

for the preceding 12 months i.e. from January

to December.

(iii) The fi rst calculation shall thus be

eff ective from the date of publication of this

Notifi cation in the Tamil Nadu Government

Gazette based on the average Chennai City

(i) Tanning of Skin and hides in the limepit or barkpit, the

wages shall be paid at Rs.67.07 for the fi rst unit and Rs.6.99

per every additional unit of work done.

(ii) Un-skilled workers shall be paid Rs.198.50 per day.

Piece Rate Workers:

The wages shall be paid at Rs.104.79 for the work done

in respect of fi rst unit and Rs.46.12 for every additional unit of

work done. Rs.6.99 shall be paid every additional unit of work

done in lime and bark pit.

General Categories in Tanneries and Leather Manufactory

1. Clerk / Cashier

Rs.6088.00 per month.

2. Maistries or Supervisors

Explanations:-

(i) The employees shall be paid dearness allowance in

addition to the minimum basic rate of wages speci-

fi ed above. For calculation of dearness allowance, the

base shall be taken as 176 (base 2001=100) being the

average of All India Consumer Price Index Number for

the year 2010. For further raise of one point over and

above 176 points, an increase of Rs.1.12 (Rupee one

and twelve paise only) shall be paid per day.

(ii) Where the nature of work is the same, no distinction

in the payment of wages shall be made between men

and women employees.

(iii) Where piece rate employees are employed in any

Tannery and Leather Manufactory, the wages paid to

each of them for a normal working day shall not be

less than the minimum rates of wages fi xed for that

category.

Providing Transport / Escort Facilities to Children in the Academic year 2022-2023 under the right of Children to free and Compulsory Education Act.

[G.O. Ms. No. 25, School Education (MS), 25th February 2022,

No.II(2)/SE/184/2022.—“In exercise of the powers conferred under Section (6) of the Right of Children to Free and Compulsory Education Act, 2009 (Central

Act 35 of 2009) read with sub rule (4) of Rule 4 under Part III of the Tamil Nadu Right of Children to Free and Compulsory Education Rules, 2011, the

Governor of Tamil Nadu hereby notify to provide transport / escort facility for the academic year 2022-23 as an entitlement under the said Act and Rules to

all children in 1247 habitations appended to this notifi cation, comprising 1128 remote habitations with sparse population and 119 urban areas, where land is

unavailable and are un-served by a school as per neighbourhood limits specifi ed under Rule 4(1) of the said Rules.”
