Endowments Act, 1890 (Central Act VI of 1890) and

in the name of "Thiru. VE. A. Annamalai Chettiar and

Tmt. A. Annapoorani Achi Memorial Charitable Endowment

Fund" (hereafter referred to as "the said Endowment") tenable

in Alagappa Government Arts College, Karaikudi-630 003.

I. VESTING OF PROPERTIES.

WHEREAS, an application has been made to the

Government of Tamil Nadu under clause (b) of sub-section

(1) of Section 6 of the Charitable Endowments Act, 1890

(Central Act VI of 1890) by Dr. A. Pethalakshmi, residing at

No.21, Main Muruga IlIam, Alagu Meenal Complex, College

Road, Karaikudi-630 003 the donor of the said Endowment for

vesting the property speciﬁ ed in the Schedule below, in the

Treasurer of Charitable Endowments, Chennai, appointed under

Section 3 of the said Act for the State of Tamil Nadu, the

Governor of Tamil Nadu, in exercise of the powers conferred by

Section 4 of the said Act, hereby orders that the said property

be vested in the Treasurer aforesaid, and be held by her and

her successors in oﬃ ce, subject to the provisions of the said

Act and the Rules which from time to time, may be or shall be

made or deemed to have been made there under and subject to

the conditions setforth in the Scheme settled under Section 5

of the said Act, for the administration of the said Endowment.

II. SCHEME FOR ADMINISTRATION.

WHEREAS, an application has been made to the

Government of Tamil Nadu under clause (b) of sub section

(1) of Section 6 of the Charitable Endowments Act, 1890

(Central Act VI of 1890) by Dr. A. Pethalakshmi, residing at

No.21, Main Muruga IlIam, Alagu Meenal Complex, College

Road, Karaikudi-630 003, the donor of the said Endowment

speciﬁ ed above, for settling a scheme for administration of the

said Endowment, the Governor of Tamil Nadu, in exercise of

the powers conferred by sub-section (1) of Section 5 of the

Charitable Endowments Act, 1890 (Central Act VI of 1890),

hereby settles the Scheme setforth in the Schedule below

for the administration of the said Endowment and appoints

(1) The fund shall be called "Thiru. VE. A. Annamalai

Chettiar and Tmt. A. Annapoorani Achi Memorial Charitable

Endowment Fund" tenable at Alagappa Government Arts

College, Karaikudi.

(2) The said fund shall be administered by the

Endowment Committee, Alagappa Government Arts College,

Karaikudi.

(3) From and out of the annual interest accruing on

the said fund, the prize shall be given to the top rankers

of economically weaker students who are studying in

ﬁ nal year Under Graduate (Computer Science & Physics)

(Shift I & II) and Post Graduate (Computer Science &

Physics) - excelled in co-curricular activities at Alagappa

Government Arts College, Karaikudi-630 003.

(4) If more than one student secures the same marks,

the prize shall be equally distributed among them.

(5) The mode by which the interest amount shall be

given to the student may be speciﬁ ed by the administration.

(6) The unutilized amount of the interest shall be

added to the corpus of the said fund.

(7) The decision of the administrator shall be ﬁ nal, in

all matters relating to the administration of the said fund.

(8) The amount of the said fund shall be vested and

reinvested in Government securities.

Medical Mission, Neyyoor, Kanyakumari District for

No. II(2)/LWSD/775/2022.—In exercise of the powers

conferred by Section 87 read with Section 91A of the

Employees' State Insurance Act, 1948 (Central Act XXXIV

of 1948), the Governor of Tamil Nadu hereby exempts the

Kanyakumari Medical Mission, Neyyoor, Kanyakumari District

from the operation of the said Act for the further period of

one year from 08.05.2022 to 07.05.2023.

(1) The above exemption is subject to the following

conditions, namely:-

(a) The aforesaid Management wherein the employees

employed shall maintain a Register showing the

names and designations of the exempted employees.

(b) Notwithstanding the exemption, the employees shall

continue to receive such beneﬁ ts under the said

Act to which they might have become entitled to on

the basis of the contributions paid prior to the date

from which exemption granted by this Notiﬁ cation

operates.

in respect of the period during which that Management

was subject to the operation of the said Act (hereinafter

referred to as "the said period") returns, in such form and

containing such particulars as were due from it in respect

of the said period under the Employees State Insurance

(3) Any Social Security Officer appointed by the

Corporation under sub-section (1) of Section 45 of the

said Act, or other oﬃ cial authorised in this behalf shall,

for the purpose of,-

(i) verifying the particulars contained in any return

submitted under sub-section (1) of Section 44 of the said

Act for the said period; or

(ii) ascertaining whether registers and records were

maintained as required by the Employees State Insurance

(General) Regulations, 1950 for the said period; or

(iii) ascertaining whether the employees continue

to be entitled to the beneﬁ ts provided by the employer in

cash and in kind, being beneﬁ ts in consideration of which

exemption is being granted under this Notiﬁ cation; or

(iv) ascertaining whether any of the provisions

of the said Act had been complied with during the period

when such provisions were in force in relation to the said

workshops and stores be empowered to,-

(a) require the principal or immediate employer to

furnish to him such information as he may consider

necessary; or

(b) enter any Management, oﬃ ce or other premises

occupied by such principal or immediate

employer at any reasonable time and require

any person found in charge thereof to

produce to such Social Security Officer or

other official and allow him to examine such

documents, books and other documents relating

to the employment of persons and payment of

wages or to furnish to him such information as he

may consider necessary; or

his agent or servant, or any person found in

such Management, office or other premises,

or any person when the said Social Security

Officer or other official has reasonable

cause to believe to have been an employee; or

(d) make copies of or take extracts from any register,

account book or other document maintained in such

Management oﬃ ce or other premises.

Explanations.- Dearness Allowance.- In addition to the

minimum rates of basic wages ﬁ xed above, the employees

shall be paid dearness allowance as indicated below:-

(i) The dearness allowance is linked to the

Average Chennai City Consumer Price Index

Number for the year 2010, that is 161 points

(with base 2001=100) and for every raise of one

point over and above 161 points, an increase of

Rs.3.04 (Rupees Three and Four paise) per day

shall be paid as dearness allowance.

(ii) The dearness allowance shall be calculated every

year on the ﬁ rst April on the basis of the average

of the indices for the preceding twelve months,

that is from January to December.

(iii) The ﬁ rst calculation shall thus be eﬀ ective from

the date of publication of this Notiﬁ cation in the

Tamil Nadu Government Gazette based on the

average of Chennai City Consumer Price Index

for the previous year.

(2) Where the nature of work is the same, no distinction

in the payment of wages shall be made between men and

women employees.

(3) To arrive at monthly rates of wages, the daily

wages shall be multiplied by 30.

(4) Wherever the existing wages are higher than the

minimum wages ﬁ xed herein, the existing wages shall be

continued to be paid.
